66 総点検民主党政権の政策が大きく減少していくことを踏まえると現在保育所どもの数が大きく減少した後の保育所整備の在り方等整備を推進している都市部においても将来利用者の子育て支援を取り巻く環境や働くことへの意識は変化し確保が難しくなり施設の転用等が課題になる時期がくているこうした変化に子育てに関する施策も対応してきたがると懸念される 3 子ども子育て新システム導入までの取り組み経緯抜本的な改革が求められるようになってきた次に子ども子育て新システムが導入されるまでの 2 でみてきたように急速な少子化の進展と人口減子育て支援策の取り組みの経緯をみていく少へと転じた社会生産人口の減少働く女性共働き１女性の仕事と子育ての両立支援の推進世帯の増加仕事と子育ての両立やワークライフバ 1990 平成7 年に合計特殊出生率が1.57となったランスをとることの難しさ結婚や出産で辞めたのちことを契機に政府では仕事と子育ての両立が難しい多くの女性が再就職を希望していること子どもが0 2 ことが出生率の低下に影響していると受け止め歳の低年齢のうちから保育所へ預けて働く人の増加子 1994 平成6 年12月少子化対策としてエンゼル図表21 子ども子育て支援システム導入までの取り組み経緯資料厚生労働省平成24年版厚生労働白書より作成 64 季刊政策経営研究 2013 vol.1
