2 EU 多年度財政枠組み (MFF) 概要 5 月 2 日, 欧州委員会は, 次期 MFF( ) 案を公表欧州委員会は,2019 年 5 月 9 日に開催予定のシビウ ( ルーマニア ) における欧州理事会までの合意取り付けを目指す次期 MFF では, 新たな政策課題に対応するため, 欧州地域開発基金及び結束基金 ( いわゆる EU 基金 ) ならびに共通農業政策 (CAP) 予算といった大口項目を切り込む考えを前面に各種独自財源の確保やリベートの廃止につき大胆な提案注目点英国の EU 離脱による歳入減への対応 ( 原案では, 歳出の抑制と財源拡充の双方で補う考え ) ポーランド及びハンガリーを念頭に, 欧州統合理念の柱の 1 つである法の支配に反する行為を行っている国に対する支出を制限する制度導入の試み 2

The Gini coefficient takes values between 0 (where every person has the same income), and 1 (where all income goes to one person). The S80/S80 income share ratio refers to the ratio of average income of the top 20% to the average income of the bottom 20% of the income distribution. The poverty threshold is set at 50% of median disposable income in each country.the income-based poverty rates exclude lump-sum payments which are frequent in the retirement schemes of some countries (e.g. Australia, Switzerland). Working poor are those with income below the poverty line, living in households with a working age head and at least one worker. This document is without prejudice to the status of or sovereignty over any territory, to the delimitation of international frontiers and boundaries and to the name of any territory, city or area. Vertical lines indicate breaks in the series that could not be corrected.small changes in estimates between years should be treated with caution as they may not be statistically significant. Values for Japan are based on the Comprehensive Survey of Living Conditions; other surveys for Japan, such as the National Survey of Family Income and Expenditure, show lower levels of income inequality and poverty that those reported here. Values for the OECD average consider only countries for which data are available for all the years included in the table (31 OECD countries for all the indicators except anchored poverty, for which the OECD average is limited to 23 countries). The OECD average for income shares in total income and poverty rates by age group includes all 35 OECD countries, as comparable data referring to the latest available year are available for all OECD countries. Poverty rates are "anchored" in 2006 for Chile, Japan, Korea and Turkey; and 2007 for Austria and Spain. 11 7.OECD 加盟国内の所得格差貧困率に関する最新データその 2 リーマンショック以前の,2007 年時点の OECD 加盟国の gini 係数平均値 (0.318) と, それから 8 年後,2015 年のそれ (0.317) との間に大きな変化は見られない EU 加盟国内で, 反 EU の世論が強い国は, イタリア (39%), ギリシア (48%), オーストリア (53%), 英国 (55%), チェコ (56%) 等 ( これら国の国民はあなたは EU 加盟国であることの利益をあなたの国が享受していると思いますかとの問に対する Yes と応えた比率が低い順となっている ) 2007 年と2015 年のS20/S20 及び相対的貧困率の変化をみるとイタリア :5.2からから13.7 ギリシア :5.6からから14.9 オーストリア :4.4からから8.7 英国 :6.6からから10.9 チェコ :3.6からから6.4 11
