Hi, I m Mr. Harrison, the teacher for this class. Let s try to make our discussion really productive today. This class is for Eiken Grade Pre-1 level listeners. Japan s population is aging rapidly, and its total size has been decreasing since reaching its peak in The declining number of children has also affected various aspects of society. For example, the shortage of labor is connected to the slowdown in economic growth, and it s becoming harder to maintain pension, healthcare, and nursing care systems. To deal with the problem, Japan has been trying to provide support to people who are raising children. It s been doing things like improving childcare facilities, but there are problems with securing the huge amounts of revenue necessary for such systems. Today s theme for all levels will be the Declining Population, and in this class, we ll be talking about the effects of population decline and what to do about it. It's Discussion Time! We ve talked about Japan s aging population in the past, but today we re going to be discussing population decline. 1
So, to begin with, why is it a problem? If the population goes down, so will the number of workers, and that means that there will be fewer people paying taxes, too. In particular, if the number of seniors continues to increase while the number of people of working age in the population goes down, tax revenues will fall and the government won t have enough money. Also, if there aren t enough workers, that will hurt productivity. And if the population declines, consumption will go down, too. That means that the economy will be hurt in terms of both production and consumption, doesn t it? I see. So, you re worried that the declining population will affect Japan s economic strength and the government s finances as well. Not only that, but if the number of seniors goes up and the number of children goes down, there will be problems throughout society things like not having anyone to take over family farms or businesses, and children not being able to look after their elderly parents. That s true. Families average ages are also increasing. It s predicted that at the current rate of decline, Japan s population will be just 86 million in the year Also, I m sure that everyone has heard the word birthrate before. It refers to the average number of children a woman produces during her life. In 2014, the birthrate was
The government has taken various measures to raise the birthrate. For the first time since the end of World War II, it has made a goal for the birthrate, setting a target of 1.8. OK, now I d like to ask everyone what kind of measures society can take to deal with the declining birthrate. First of all, I think a way to deal with the problem would be trying to ease the burden on people who are raising children. Could you explain that a bit more? It takes a lot of money to raise a child. I ve heard that there are a lot of couples that want to have children but are worried about the financial burden. So I think the government should give them greater financial support. Can you give us some specifics? For example, they could provide free healthcare or benefits for children. Nowadays, many women want to have children while continuing to work. It s also necessary to create an environment and make systems that allow women to stay at their places of employment after giving birth. I think that society as a whole should be more conscious of the need to support people who are raising children. 3
Well, the government is trying to help, but there are big financial problems. But if productivity could be increased and that improved the economy, it would help government finances, wouldn t it? So, what kinds of things could we do to improve productivity even though the birthrate is declining? We could use robots. For example, in the fields of nursing care and healthcare, robotic technology could contribute to enhancing productivity. Yes, we may well see that kind of technology as an effective way to help solve the labor shortage. We were talking about providing a suitable working environment for women. If we do that, it would be a way to bring more women who currently aren t working into the labor force. Yes, it would. Well, the declining population problem won t be easy to solve because it s very complicated, but you ve come up with of a lot of good ideas today. It would be great if society as a whole could solve the population problem by increasing economic growth while using government funds wisely. 4
Our theme today has been the effects of population decline and what to do about it. This class was for Eiken Grade Pre-1 level listeners. The class for Grades 2 and Pre-2 is coming next. Hello, everyone! Today, let s try to explain ourselves in a way that everybody can understand. This class is for Eiken Grades 2 and Pre-2. In Japan, the number of children being born is decreasing rapidly, and the percentage of elderly people is increasing quickly, so the total population has begun to decrease. This effects society in a variety of ways. In order to encourage people to have more children, the government has been trying to introduce systems to support parents, such as increasing the number of daycare centers. Today, our overall theme is the Declining Population, and in this class, we ll be discussing whether a big class size or small class size is better. It's Discussion Time! As the number of children decreases, the number of children in one class at school is also decreasing. At present, the average number of students in one classroom at a public school is 27 for elementary schools and 32 for junior high schools. But since this a national average, there are some places where there are only 1 or 2 students in a grade, while in other places there can be nearly 40. 5
So, do you think that it s better to have a large class or a small class? I think that a large class is generally better. The more people there are, the more types of people you can meet. I think that it s better to have fewer people. You have to work together with everyone in your class, so you get to know everyone better in a smaller class. Interesting. Your first responses were both about building relationships. I also think that if you have many types of people, you can hear many different opinions in class. Also, you can do more types of activities. It s true that there will probably be more opinions since there are more people. However, shy people may not feel comfortable talking in front of a big class, so we may never hear their opinions. But when the class size is smaller, students have more chance to share their opinions. So, both of you have different opinions. Yoko thinks that if there are more people, we can see things from a different point of view. Sakura thinks that if there are fewer people, each person has more opportunity to speak up. 6
But when there are more people, there are more opportunities to study with your classmates, to help each other understand things, or to compete with each other. This can have a positive effect on learning. I think that small classes are more effective because it s easier to ask the teacher questions, and the teacher can give more attention to each student. Yes, those are all important considerations. By the way, a minute ago, you mentioned the word shy, Sakura. I think we all know what this means, but does anyone know what the opposite of shy is? You mean communicative? それって communicative( 話 し 好 きな) でしょうか? Yes, that s right. But there is another, more commonly used word. For someone who often expresses their opinion and is comfortable talking with others, we also have the word outgoing. Well, today, you ve done a great job expressing your opinions by giving reasons based on your experiences at school. While larger classes have more variety, smaller classes receive more personal attention. 7
So what is the ideal class size for you? I hope you ll give this even more consideration. This time we discussed whether a big class size or small class size is better. That s all for Eiken Grades 2 and Pre-2. Coming up next is Grades 3 and 4. Hello everyone. Please share your comments and help make our class lively. This class targets Eiken Grade 3 and 4 level listeners. Today s common theme is the Declining Population. In Japan, the birthrate is low, and the population is declining. People throughout the country are trying to create a society in which it s easier to raise children. In this class, we ll talk about experiences with young children. It's Discussion Time! In Japan, the number of siblings that people have is decreasing. There are also fewer chances for people to interact with children as opportunities for large family gatherings are also decreasing. So today, I d like to hear about your experiences with young children. 8
I have some work experience at a nursery school. What kind of things did you do there? I played with small children and helped them when they were eating lunch. So you did some things that nursery school teachers do. How about everyone else? I play with my small cousins at family gatherings and look after them during New Year s and obon holidays. And I m sure they re happy they can play with you -- an older cousin. So Yoko, about your work experience at a nursery school -- could you tell us how that felt? I spent three days there, and I was really happy when the children who were shy at first started calling me by my name. On the other hand, it was hard when the children cried as I didn t know what they wanted me to do. At those times, I felt like crying, too.
So you were happy that you were able to get on well with the children. On the other hand, there were times when you didn t know what they wanted as they couldn t properly express themselves yet. So Sakura, regarding time you spend with young relatives, could you tell us more about that experience? Well, usually they don t have many chances to play as part of a big group, so I am glad when they play nicely with each other. However, it s difficult to manage them when they have some fight or disagreement. I think parents have similar problems as they raise their children. So what did you all learn from your experiences with small children? I learned that it s important to talk to each child at eye level. Yes, that makes it easier to communicate with them, doesn t it? Also, I tried to treat all the children fairly, without favoring a specific child. It sounds like you had a good experience. So Sakura, how about you? I learned the importance of waiting when children try to do something they can t do. I felt like 10
I wanted to help them, but I didn t and waited because I wanted them to feel a sense of achievement. Hmmm. You learned something very important. I also realized the importance of being more safety-conscious toward children. In everyday life, there are so many places and things that are dangerous to them. Yes. With young children, the most important thing is to look out for their safety. Well, it sounds like you all learned many things from your experiences with young children. In the future, you may become parents, or possibly have a career where you work with children. If so, it seems you are already prepared for some of the many challenges you will have. Today we talked about experiences with young children. The English and Japanese transcriptions for this session, as well as the referenced article, are available on the program website. Next week we will talk about Measures Against Global Warming. NIKKEI RADIO BROADCASTING CORPORATION 11
