1 a Chizu FUKUI The term IT revolution refers to the technological revolution that took place during late 20th and early 21st centuries in the field of electronic industries, fusing both of information and communication technologies. This revolution caused dramatic technological reforms and is still evolving at present with various developments being made in the fields of basic and applied technologies. Meanwhile, the IT revolution had a huge impact not only on a technological innovation but also on the structure of global systems and social reforms. A merger of computers and the Internet made countries in the world borderless and caused the global information network era to emerge. In addition, it created various new social phenomena or business environment such as digital society, network society, real and virtual world, cyber space, and Internet culture. Furthermore, it demonstrated that even the developing countries could create an environment where they could reach to a level similar to that of developed countries, depending on how they manage the IT revolution and its related policy. Korea, for example, has become the world top level country exceeding advanced nations in the proliferation and applied technologies of broadband communications. India has made herself to be a member of well-developed countries in software development technology. China has also attracted a great deal of attention from developed countries as an IT producing country because of its drastic progress in that area. On the other hand, there is growing evidence that the new gap is widening in deploying IT technologies between those who know and those who don't or between those who can implement and those who can't, causing a great deal of concern about how to fix this problem around the world. This study researches the IT revolution and newly created phenomena associated with the

2 revolution, various gaps caused by the IT revolution, reforms of the global systems originated from the IT revolution, and the gaps between Latin America countries who are behind and Asian countries who are making a rapid progress in the IT revolution and related technologies, considering the future of the IT revolution that can be said to be still evolving and international society interacting with it, along with associated technological areas and various related social issues.
