Encourage more scientists and engineers from Asia to work in Japan s industrial R&D sector absorbing over-supply of university graduates and take advantage of brain circulation rather than protecting technology outflow from Japan Japan needs a comprehensive approach in creating a governance system for international mobility of HRST in the era of global innovation Thank You
