18 There is no question that Japanese people have a deeply cultural bond with onsen or hot springs and as a result have developed high expectations when visiting them throughout Japan. Today, the onsen and spa treatment experience is the top tourist highlight in many tourist areas all across Japan. Therefore, development of a potential tourist area largely depends on whether or not it has hot spring resources. Another factor is its location to other popular areas. For some time now, it has been said that, Chiba is not a hot spring prefecture. Until now. According to 2005 hot spring resources data, Chiba is in fact a hot spring prefecture, even though the output is only 12,000 liters per minute. However, because of Chiba s close proximity to Tokyo, Chiba is ranked fairly high nationwide for the number of visitors going to hot springs coming in at around 2.4 million annually. Hot spring operators around Tokyo, including Chiba, do well in the late fall and throughout the winter catering to both day-trippers and over-nighters. Not surprisingly, the further from Tokyo you get the number of over-nighters increase, but because of Chiba Prefecture s close location within 2 hours from Tokyo the number of day-trippers have increased over the last few years contributing to a boom in trips to onsen. Moreover, it has forced us to look at how development of regional spas in Chiba can be improved and maintained. The most favorable hot spring locations take into account the following factors: 1.) relationship with the natural environment; 2.) atmosphere of the spa; and 3.) quality of hot spring resources with regard to health and overall wellness. Accordingly, the success and development of the regional spas depend on meeting the high expectations of the Japanese tourist while respecting nature the mountains, rivers, coastal areas and animals along with creating an active community that preserves and maintains harmony between the natural environment and the economic incentives that it provides. -34-
