3 Scene 1 江戸時代に タイムトリップ いったいここはどこだ ええー 時代劇に出てくるような 人が歩いているよ 浅間山から少し煙が出ているぞ そうか どうやら江戸時代に やってきちゃったみたいだ Where are we? Hey, those people look like they just stepped out of a period drama! There's a little smoke coming out from Mt. Asama. So... Somehow it looks as if we've stepped into the Edo Period. 江戸時代の軽井沢は 中山道の宿場町として栄えていました 天明3年 １７８３ 浅間山大噴火がありました 江戸時代の軽井沢地域は 五街道のひとつ中山道が通っており 浅 浅間山は活火山として いまも活動を続けていますが 過去に大きな 間根腰の三宿 軽井沢 沓掛 追分 が繁栄していました 軽井沢宿は 噴火を繰り返し災害をもたらしました 天明3年 1783 の大噴火では 天下一の難所として知られた碓氷峠を越えたところに 沓掛宿は大笹 約3ヶ月間 噴火を繰り返した後 とうとう大噴火し大災害になりまし 街道との分岐点に 追分宿は北国街道との分岐点にあたり いずれも た 最初に北麓群馬県方向に火砕流が発生 続いて活動によって山腹 交通の要所だったため 多くの旅人がこれらの宿に滞在しました に堆積した噴出物が噴火の震動で崩壊し 大規模な土砂なだれとなっ 現在も 軽井沢町内には軽井沢 中軽井沢 信濃追分の３つの駅が て押し寄せました このときの死者は約1500名にも登りましたが 鬼押 あり その歴史をさかのぼれば 江戸時代の宿場町にたどりつきます 出し溶岩の流化によって収束に向かったとされています 軽井沢宿 2 追分宿 Karuizawa in the Edo Period was a town popular for its inns along the Nakasendo highway. During the Edo Period, a major highway called Nakasendo ran through Karuizawa, and the region thrived as towns providing lodgings for travelers passing through. These towns were called the three inns (Karuizawa, Kutsukake, Oiwake) of Asamanegoshi. In present day Karuizawa, the three train stations: Karuizawa, Naka-Karuizawa, and Shinano Oiwake, trace their history back to the posting station towns of the Edo period. 天明三年浅間山噴火絵図 美斉津洋夫氏蔵 明治44年の大噴火( ) 1783 was the year of the major eruption of Mount Asama. Mount Asama still remains an active volcano, but its repeated eruptions had caused a great disaster in the past. During the major eruption of 1783, eruptions or explosions had continued for approximately three months, finally culminating in the great eruption that led to a catastrophe. A debris avalanche was triggered by the explosion and a major landslide swept the area, killing up to approximately 1500 people. It is said that the flow of the Onioshidashi lava finally put an end to the disaster. 3

4 Scene 2 明治時代 宣教師Ａ Ｃ ショーが 別荘建設 あそこに外国の人がいるよ どうやら 軽井沢に初めて別荘を建てた 宣教師のＡ Ｃ ショーさんだ 涼しい気候を気に入ったみたいだね There is a foreigner over there. Somehow, the first person to build summer cottages in Karuizawa was the Missionary A.C. Shaw. It looks like he really liked the cool climate, huh? 明治19年 1886 避暑地 軽井沢の歴史が始まりました 碓氷新道ができ 昔の宿場は衰退していきました 明治時代になると日本には多くの外国人がやってくるようになりま 明治17年 1884 碓氷新道 現在の国道旧18号 の離山 坂本間 した カナダ生まれの英国聖公会宣教師アレキサンダー クロフト が 開通しました 碓氷新道の開通は 碓氷峠越えの交通に一大変革 ショーもそのひとり ショー師は 明治19年 1886 にキリスト教の布 をもたらしました 人が荷物を背負って峠を越えてきましたが 馬車や 教の途中 軽井沢を訪れました この時 美しい清澄な自然と気候に感 荷馬車も峠を登り下りできる道路になり 馬車や人力車で通行する時 嘆し 家族や友人に そのすばらしさを伝え その年の夏避暑に訪れ 代になりました 明治21年 1888 当時の鉄道技術や機関車のけん引 たことが 避暑地としての軽井沢の始まりです ショー師は 明治21年 力では 碓氷峠を通過することができないため 軽井沢 横川間に馬 1888 に旧軽井沢の大塚山 だいづかやま に簡素な別荘を建てまし 車鉄道が開通しました 同年 直江津線の軽井沢 直江津間が開通し ました 碓氷新道と直江津線の開通により 中山道沿いの宿場は 宿 た これが 軽井沢で最初の別荘になりました ショー師の別荘は ショーハウス記念館として移築 保存されています ショー師夫妻 ショー師の別荘 軽井沢で最初の別荘 Karuizawa s history as a summer resort began in the Meiji Period. In the Meiji Period, many Westerners had found their way to Japan. The Canadian-born missionary, Alexander Croft Shaw, was one of them. When he visited Karuizawa in 1886 during his missionary travel, he was taken with the beautiful nature and calm climate, and communicated its beauty to friends and family. His return that summer marked the beginning of Karuizawa s history as a summer retreat. The first villa in Karuizawa was built by Shaw, and it has been conserved as the Shaw Memorial House. 4 泊客が減少して衰退していきました 険しい碓氷新道 横川から馬で軽井沢を訪れていた The old posting station towns diminished with the construction of a new road, the Usui Shindo. In 1884, the Usui Shindo (now called Route 18) was constructed, which brought about a revolution in climbing the Usui Pass. Where people had been carrying their baggage on their backs to climb the Pass, now the new road allowed for carriages and wagons to travel up and down, and a new era of wagon and rickshaw transportation had begun. In 1888, the railroad technology and traction of locomotives of the time were not sufficient to climb the Usui Pass, and a horse tramway was built between Karuizawa and Yokokawa. During that same year, the Naoetsu Railway Line opened between Karuizawa and Naoetsu. With the opening of the Usui Shindo and the Naoetsu Line, fewer travelers stopped by the inns along the Nakasendo Highway, and the inns were gradually neglected. 5

5 Scene 3 碓氷峠を越えて蒸気機関車がやってきたよ わぁ たくさんの外国人が降りてくる 見て見て 西洋風のホテルや別荘も 蒸気機関車もホテルも 続々と登場 国際保健休養地へ どんどんできてきたね う ん かっこい A steam locomotive is coming over the Usui Pass. Wow, look at all the foreigners getting off the train! Look! Look at all the Western-styled hotels and cottages being built! Ahh! It looks like a foreign town! How cool! アプト式機関車の導入で 首都圏とのアクセスがよくなりました 避暑地としての軽井沢が急速に発展していきます 軽井沢 横川間の碓氷峠は 鉄道建設にとって最大の難所とされて 明治30年頃になると 外国人宣教師だけでなく 日本国内の政財界 きました 1,000分の66という急勾配は 一般の機関車では登り下りで 人なども別荘を建てるようになりました 外国人別荘にはテニスコート きないもので 数年の歳月をかけて検討された結果 ドイツの登山鉄 もつくられるようになりました 貸別荘やホテルも次々に開業しはじ 道で使われていたアプト式が採用されました レールに歯をひっかけ め それまでの宣教師たちによる簡素な建物から 大きくて豪華な建物 て登る方式です 明治26年 1893 軽井沢 横川間が開通しました 横 が作られはじめます 現在 国の重要文化財に指定されている旧三笠ホ 川 軽井沢間の所要時間は1時間15分というものでしたが この開通 テルが建てられたのもこの頃 日本人が設計した純西洋風建築のハイ により 軽井沢は大いに発展しました 外国人宣教師や公使館員の別 カラなもので ここに集まる人たちの華やかさから 軽井沢の鹿鳴館 荘は 明治末期には193軒を数えるまでになり 軽井沢へ避暑に訪れる ともいわれました 人は 鉄道の発達によって増え続けました 6 碓氷線アプト式軌道 明治期の軽井沢駅舎 Access to the Tokyo metropolitan area improved with the introduction of the Abt system locomotives. The Usui Pass between Karuizawa and Yokokawa had been regarded as the biggest bottleneck for railroad construction. The extreme slope was 66m per 1000m mount slope and prohibited general locomotives to climb the slope. After several years of consideration, the abt system was adopted, which was characterized by cogwheel that hooked onto the rails to pull the train. In 1893, the line between Karuizawa and Yokokawa opened. The ride was approximately 1 hour and 15 minutes, but it contributed greatly to Karuizawa s development. Over 193 villas were owned by Western missionaries or members of the consulate at the end of the Meiji Period, and the number of people vacationing in Karuizawa continued to grow with the progression of the railway. 明治期の万平ホテル 旧三笠ホテル Karuizawa as a summer resort begins to expand rapidly. Around 1897, not only Western missionaries but Japanese politicians, businessmen and literary figures began to construct villas in Karuizawa. Many rental villas and hotels began to sprout, and building designs shifted from simple to grand and extravagant. The former Mikasa Hotel, which is now designated as Japan s important cultural property, was also built around this time. It was a posh Western-style building designed by a Japanese designer and attracted dignitaries and glamorous socialites. 7

The Kyu-Karuizawa Street is really bustling. There are a lot of signs in English too. It really seems like a being in a foreign country. 大正12年 1923 東長倉村から軽井沢町となりました 大規模な別荘地が開発され次々に別荘が建てられました 大正12年 1923 ８月１日 町制施行により 東長倉村から軽井沢町 明治45年 1912 軽井沢 横川間では日本で最初のアプト式電気 に名前が変わりました 当時の人口は5012人 住宅数は890戸でした 機関車による運行がはじまり 軽井沢駅が改築されました 大正４年 今年で軽井沢町は90歳 軽井沢町役場の前に並ぶ人たちの中には 1915 には 草津軽便鉄道が 新軽井沢 小瀬間を蒸気機関車で運 羽織はかま姿の方もいます この時が 町が誕生した日です 行を開始しました 鉄道の発達により開発も進み 政界 財界 軍人ら 大正時代に始まった軽井沢夏期大学は 戦争による中断はあった も次々に別荘を建設しました どこか西洋の香りが漂う特別な避暑地 ものの 戦後に再開され 今も継続して開講される伝統ある講座で として 内外に軽井沢の名が知られるようになっていきました 当時の す 旧軽井沢銀座は 英語の看板などもたち パンを焼く香りやコーヒー の匂いが漂う 一種独特の雰囲気で 大正の終わりには650戸の別荘 町制施行を祝って 役場前 大正12年 軽井沢夏期大学開講 From Village of Higashi Nagakura to Town of Karuizawa, in On August 1, 1923, the Village of Higashi Nagakura changed its name to the Town of Karuizawa. It had a population of 5012 people, with 890 houses. This year, the Town of Karuizawa celebrates its 90th year. Some people standing in front of the Karuizawa Town Hall are wearing kimonos. By 1915, a steam engine traveled between Shin-Karuizawa and Kose. With the growth of the railways, a surge of villas continued to be built by politicians, businessmen and military personnel, and Karuizawa came to be known in and out of Japan, as a special summer resort with a Western flavor. There was a particular air to Kyu-Karuizawa Ginza at the time, with English signboards, the smell of baking bread and brewing coffee. By the end of the Taisho Period, over 650 villas had been built. 9

7 Scene 5 あそこのカッコいい人は 作家の堀辰雄さんだ たくさんの文学者が 軽井沢に集まる 大正から昭和の初めにかけて 軽井沢にはたくさんの作家たちがやってきて すばらしい作品を残したんだって すごいね That cool guy over there is... the writer Hori Tatsuo! From the Taisho to the beginning of the Showa Period, many writers and authors gathered in Karuizawa. They left behind many wonderful works. Great! 軽井沢から生まれた文化がたくさんあります 作家ゆかりの建物や資料は 今も大切に残されています 大正末期から昭和にかけて 軽井沢にはたくさんの作家や文化人が 軽井沢町内には 数々の作家たちの足跡が残されています 軽井沢 訪れるようになってきました 室生犀星 堀辰雄 立原道造 有島武郎 の作家ゆかりの場所を訪ねる文学散歩はいかがでしょう 町内にはた 北原白秋 芥川龍之介 川端康成 きら星のごとき作家たちが 軽井 くさんの歌碑や居宅 作品に登場する場所などがあり 見て歩くことが 沢を愛し 軽井沢を舞台にした作品を書いています できます 中でも 昭和初期に活躍した堀辰雄は 晩年を追分ですごし こうして軽井沢文化ともいえる質の高い文化が醸成されていきまし ましたが その場所は堀辰雄文学記念館になっていて 建物も当時の た 時代を超えて日本の文化に生き続けている軽井沢が誇る文化遺産 まま残されています 室生犀星記念館は 昭和6年 1931 に建てられ です た犀星の別荘を改修したもの 当時の作家たちの交流がしのばれま す なお 堀辰雄夫人の多恵子さんは 辰雄と過ごした軽井沢を愛し 若き日の堀辰雄 堀辰雄の代表作の初版本 Many cultures sprang from Karuizawa. From the end of the Taisho Period to the early Showa Period, many prominent writers and intellectuals began to visit Karuizawa, such as Tatsuo Hori, Hakushu Kitahara, Ryunosuke Akutagawa, Yasunari Kawabata These celebrated writers loved Karuizawa and have written stories based in the area. A highly cultivated culture that can be called the Karuizawa Culture was nurtured. It is a cultural heritage that Karuizawa is proud of, one that continues to prevail in Japanese culture across generations and time. 10 平成22年 2010 に亡くなるまで追分で暮らしていました 堀辰雄文学記念館 室生犀星記念館 Buildings or documents, associated with the writers, are preserved with care. Traces of many writers can be found within the town of Karuizawa. Why not take a literary tour of places associated with the writers of Karuizawa? There are many monuments and residences, locations found in literary works, etc., to be found while walking around town. The Hori Tatsuo Memorial Museum in Oiwake, is the house in which the writer spent his later years. Saisei Muro s villa, built in 1931, has been renovated into the Muro Saisei Memorial Musuem. Tatsuo s wife Taeko, loved Karuizawa where she had lived with her husband, and stayed there until her death in

Capitalizing on the cold climate, many ice skating rinks were built. Ahh, national and international skating competitions were held too! Everyone, skate well! ウインタースポーツ スケートの隆盛 軽井沢は 標高 ｍ地点に広がる高原のまちで 夏の冷涼な気候 戦後 疎開していた人たちが引き上げるとともに ホテルや高級別荘は進駐軍 は避暑に最適ですが 冬の寒さは厳しく 土も凍るほどです この気候をい やその家族の保養施設として接収されました この時 町や別荘滞在者が国際 かして冬の観光客の誘客に結びつけようと手掛けられたのが氷のスポーツ 親善と文化的観光を振興することによって日本の経済に貢献しようと呼びかけ スケートです 昭和11年 1936 には 明治40年 1907 に造られた軽井沢ス 昭和26年 1951 に 軽井沢国際親善文化観光都市建設法 が公布されました ケート場が改修されました 昭和27年 1952 に町内5カ所にスケートリンク また 昭和28年 1953 には 浅間山及び軽井沢周辺を在日米軍演習地として が整備され スケート列車 銀盤号 や スケート専用バスも運行されるよう 使用する計画に対し 町を挙げて反対運動を展開し 反対運動は全県 県外へと になりました 世界スピードスケート選手権大会をはじめ 全日本 国体ス 広がり 米軍演習地計画は 取り消されることになりました ケートなどが開催され 昭和38年 1963 には50万人ものスケーターが軽井 この運動は日本における基地化 演習地化反対に成功した唯一の事例で 町 沢を訪れるまでになりました 軽井沢駅付近にあった軽井沢スケート場 明治40年新設 世界スピードスケート選手権大会 昭和38年 Winter sports: The ice skating boom. Karuizawa is a town in the highlands, situated meters above sea level. The cool summer breeze is perfect for escaping the heat, but the winters are so harsh that even the soil will freeze. To put this climate to use, ice skating was chosen as the sport to attract tourists in the wintertime. In 1932, the Shin-Karuizawa Skating Rink was renovated, and by 1952, there were 5 skating rinks in the town, as well as private rinks. Trains and special train passes were designed for skating tourists visiting Karuizawa. The World Speed Skating Championship, the National Skating Competition/National Athletic Meet for Skating, etc., were held in Karuizawa, and in 1963, as many as 500,000 skaters were visiting the area. 12 軽井沢国際親善文化観光都市建設法 が公布されました 民の意思が本来の軽井沢を守り抜いたといえます 昭和初期の旧軽井沢通り 米軍演習地設置反対大会 昭和28年 The Act on Construction of Karuizawa as Town of International Goodwill, Culture and Tourism is issued. After the war, people who had been evacuating returned to their hometowns, and hotels and luxurious villas were seized as resort facilities for the occupation army and their families. At that time, the townspeople called to contribute to the Japanese economy by promoting international goodwill and cultural tourism, which led to the issue of the Act on Construction of Karuizawa as Town of International Goodwill, Culture and Tourism. In 1953, a protest campaign, against plans to use the land surrounding Mount Asama and Karuizawa as maneuver areas for the U.S. forces in Japan, spread from Karuizawa to the entire prefecture and to outside the prefecture. The plan was canceled as a result of this campaign. This is the only anti-military base protest that has been successful in Japan, and it is a mark of the strong will of the townspeople, protecting Karuizawa for what it is. 13

9 Scene 7 いまの天皇皇后両陛下は 軽井沢のテニスコートで出会ったんだって 天皇ご一家もご静養 東京オリンピックの 会場にも すてきだよね 東京オリンピックでは 馬術競技の会場にもなったんだよ The Emperor's Family came to stay in Karuizawa during the Showa Period. The current Emperor and Empress first met on a tennis court in Karuizawa. That's special, huh? During the Tokyo Olympics, the equestrian events were held here too. 皇室のご静養地として親しまれてきた軽井沢 昭和39年 1964 東京オリンピックの総合馬術競技会場になりました 軽井沢は皇室のご静養地としても親しまれてきており 昭和30年 東京オリンピックは 敗戦の焼け跡から復興し 加速度的に発展を続け 1955 天皇 皇后両陛下 皇太子殿下 現天皇陛下 がご滞在されま る成長日本の象徴的なイベントとなりました 軽井沢は 東京オリンピック した その後 民間初の皇太子妃となる美智子さまとのテニスコートの の馬術競技会場となり 12カ国48人の選手役員を受け入れました 国際 出会いが生まれました 軽井沢では 皇室関係者だけでなく どんな有 親善文化観光都市をいち早く標榜し スポーツを通した人材育成や観光 名人であっても特別視せずに 日常と変わらぬ自然体で過ごせるところ に取り組んできた軽井沢だからこそ実現したオリンピック開催でした 軽 であるため 軽井沢ならではの暗黙のルールが 他とは違うリラックス 井沢では 明治 大正のころから多くの外国人が滞在し 警備 安全の面で した雰囲気にもつながっているようです これもまた 国際保健休養 も皇室や政財界の要人を受け入れてきたことから無理なくオリンピックの 地 軽井沢の文化です 競技会場としての受け入れ体制を整えることができました 昭和天皇皇后両陛下 皇太子殿下ご滞在 昭和30年 大日向開拓地 昭和22年頃 14 Karuizawa, known as a retreat, for the Royals. Karuizawa is also popularly known as the retreat for the Royal Family. The Emperor and Empress, and the Crown Prince (now Emperor) vacationed here in It was also in Karuizawa, where the Crown Prince met the Princess on the famous tennis court. The Town of Karuizawa allows people to be their natural selves, by not paying much heed to even the Royal Family, or any celebrity. This type of unspoken rule may be contributing to its relaxing atmosphere. This is another aspect of Karuizawa s culture as an international health resort. 第18回オリンピック東京大会総合馬術競技大会 昭和39年 Karuizawa served as the equestrian venue for the Tokyo Olympics in The Tokyo Olympics was an event symbolic of Japan s recovery from the war and its rapid development. Karuizawa became the equestrian venue for the Olympics and received 48 athletes and board members from 12 countries. This was not a difficult task, as many visitors had frequented Karuizawa since the Meiji/Taisho Period, and from the safety perspective as well, the town was accustomed to receiving dignitaries and Royalty. 15

10 Scene 8 冬季オリンピックが 長野で開催されることになって 高速道路や新幹線がびゅ んとやってきたよ 速い速い 新幹線開通 長野オリンピックも やってきた オリンピックではカーリング競技が行われたんだ カーリングっておもしろいよね When it was decided that the Winter Olympics would be held in Nagano, highway roads and the Shinkansen Bullet Train were constructed. Very fast! During the games, the curling events were held here. Curling is so fun, isn't it? 平成５年 1993 上信越自動車道 平成９年 1997 長野新幹線が開通しました 平成10年 1998 長野冬季オリンピック カーリング競技が風越公園アリーナで開催されました 軽井沢に高速交通網の時代が到来しました １９９８年の冬季オリン 長野県民の夢であった冬季オリンピックが開催されることになり ピックの長野開催が決まり 首都圏と長野を結ぶ交通網の整備に拍車 風越公園アリーナがカーリングの競技会場になりました 軽井沢は東 がかかったのです 平成５年には上信越自動車道が開通 平成９年に 京オリンピックにつづき 2度目のオリンピック競技会場となりました は 悲願であった長野新幹線が開通し 東京までの輸送時間が約１時 長野オリンピックをきっかけに カーリングは日本でもブームとなり 間に短縮されました 軽井沢 篠ノ井間は しなの鉄道 が新たに路線 その後 日本中にファンを拡大していきました また風越公園はスポー を引き継ぐことになりました また平成２７年３月には 北陸新幹線金 ツ施設整備が進み 軽井沢町のスポーツの中心的な場所として町民を 沢開業により 東京から長野そして北陸エリアまで結ばれました 軽井 はじめ多くの方に利用されています 新たにオープンしました通年利 沢を訪れる人はより気軽に また住民にとっては首都圏への新幹線通 用可能な国内最大級のカーリングホール 軽井沢アイスパーク では 勤も可能になり 軽井沢は新たな時代へと突入していきました 16 長野新幹線 あさま 上信越自動車道 The Joshin-Etsu Expressway opened in 1993 and the Nagano Shinkansen in The era of high-speed transportation networks had begun. With the 1998 Winter Olympics to be hosted in Nagano prefecture, there was a rush to build transportation networks connecting the Tokyo Metropolitan area to Nagano. The opening of the Joshin-Etsu Expressway in 1993, and the passing of the long-awaited Nagano Shinkansen, reduced the access time to Tokyo to approximately one hour. In March 2015, the Hokuriku Shinkansen started its operation and it connected Tokyo and the Hokuriku area via Nagano. Visits to Karuizawa became easier, and people living in Karuizawa were able to commute to Tokyo by Shinkansen. Karuizawa had entered a new era. 国際競技大会も開催されています 第18回長野冬季オリンピック カーリング競技 風越公園アリーナ Curling Competition for the Nagano Winter Olympics was held at Kazakoshi Park Arena in The dream of Nagano residents to host the Winter Olympics had become a reality, and Kazakoshi Park Arena was chosen as the curling venue. Following the Tokyo Olympics, Karuizawa served as the Olympics venue for the second time. Curling became popular in Japan, triggered by the Nagano Olympics, and has increased its fan base throughout Japan. The largest curling arena in Japan, Karuizawa Ice Park, has opened recently, and international competitions are held there. 17

We hope to communicate to the future the beauty and importance of what is naturally there. In the modern age, larch groves were created on the highlands 900 meters above sea level, at the foot of Mount Asama, and people charmed by the cool climate began to construct villas there. This comfortable setting, created by the forests and highlands of the region, is by far the biggest blessing of Karuizawa, which had followed a unique path in becoming an international health resort. Our goals are to maintain and nurture an environment that co-exists with nature, to create a beautiful town and a comfortable residential environment, to create living/social conditions fit for an environmental city, and to carry on the beautiful environment to the future. Karuizawa is a resort close to nature, and we are working to co-exist with nature. I would like people to realize not only the beauty but the dangers of nature. People came to this land, went into the wild and created Karuizawa, so co-existing with the wild animals has always been a challenge for us. In 90,s there was no effective way to catch the correct bear,s positional information quickly and relay it to everyone. With the advancement of information technology, however, now it is possible to ensure all residents receive timely information as soon as possible so that everyone can be warned. We are trying to co-exist with the animals by making changes to the garbage collection area so that the bears cannot get into the garbage, or by chasing the bears away with the help of bear dogs. The co-existence of man and nature is a never-ending challenge, but man is still ignorant about nature. 16 歩きたくなる 自転車に乗りたくなる バスや電車に乗りたくなる 町内では自然にやさしい移動手段の便利さ 楽しさを広げていきたい 交流を促す円滑交通 People 用 車 色 車 私は 月の半分ほど軽井沢に仕事で来ています 以前はク ルマ通勤だったのですが 往復100キロ 3時間の運転が大変 だなあ と感じるようになり 通勤に使えるフリーきっぷを 知ったこともあって 電車通勤にしました 自宅は上田市の 別所温泉 しなの鉄道で小諸まで30分 乗り換えて上田まで 30分 そこから別所線に乗り換えて30分の道のりです 電車の楽しみは なんといっても四季折々に変わる車窓の 景色が楽しめること それと 本が読めることですね ずっと 読めなかった民話の本も もう何冊読んだことでしょう ちょっと前 同じ車両に乗り合わせた旅行客の方々に 軽井 沢 小諸などこのあたりの見所や昔話などをしてさしあげ たら とても喜ばれました 電車の中にはなくなりかけた 地 域 が生きているんですね しなの鉄道通勤利用者 斎藤 孝さん It s been almost six months since I switched from commuting by car to using trains, with the use of discount tickets. I enjoy the leisurely pace on the train, watching the scenery and reading books. I spend about half the month in Karuizawa on business. I used to commute by car, but the distance was 100 kilometers both ways and a three-hour drive. When I found out about the discount tickets that you can use for commuting, I switched to trains. What I enjoy most about the train is, enjoying the changing scenery of the seasons and reading. I don t know how many books I ve been able to finish already. Just recently, I spoke to some tourists who happened to be on the same car. They were delighted when I recommended some highlights and told them some old tales. The trains still have that community feeling that we seem to have lost sometime along the way. 高 大 足 行 ª «上信越自動車道 長野新幹線といった高速交通網の充実によって 首都圏と新幹線で約 1 時間で結ばれている軽井沢町 一方 特に夏期には多くの来訪者が集中し 交通渋滞も引き起こしています もうじき80歳になるので クルマの運転はもうしていないんで 今後は 町内のアクセス道路の整備とソフト面の対応をしながら す そうすると ちょっと出かける時なんか不便なんですね それ まちの骨格を形成する道路網の整備を進めます で 週一回病院に通うときは バスを利用することにしてみたんで また 自然環境と共存をめざす軽井沢らしい施策として す 最初は 整理券の取り方もわからなくて 失敗したりしたことも ありましたが だんだん慣れて今はすっとできるようになりました 脱車 をめざし 町内の公共交通ネットワークの形成に取り組みます ちょっとした距離なんですが バスを利用すると便利です 10時 の予約をとると そのちょっと前に病院につくバスがあって 私は いつもそれに乗っているんです 循環バスは町民にとって 特に私たち高齢者にとっての大事な足 ですね 町内循環バス利用者 パーク レールライド 信濃追分駅 町内循環バス 六本辻ラウンドアバウト社会実験 Making people want to take a walk, or ride a bicycle, or take the bus or the train. We hope to spread the fun and convenience of using environment-friendly transportation in the town. With a well-developed, high-speed transportation network such as the Joshin-Etsu Expressway or the Nagano Shinkansen, the town of Karuizawa is connected to the Tokyo Metropolitan area by a one-hour Shinkansen ride. On the other hand, traffic jams are a problem due to an inundation of visitors during the summertime. Our plan is to design a road network that serves as the town s framework, at the same time, work on access within the town and on software issues. Another initiative that is very much in line with Karuizawa s goal of co-existing with nature is to stop using cars and to build a public transportation network within the town. 28 宮沢 八重子さん The circulator bus is an important mode of transportation for the elderly. It is a short distance, but I always use the bus to and from the hospital. I will be turning 80 shortly, so I no longer drive. And without a car, it is difficult to go anywhere. So I decided to use the bus when going to the hospital. In the beginning, I had some trouble getting tickets, but I ve gotten pretty good at it now. It s only a short distance, but it s much more convenient if I use the bus. If I have an appointment at 10:00 a.m., there s a bus that arrives just before that time. The circulator buses are an important means for the town,s people, and especially for us older people. 29

17 災害に強い安全 安心のまち People ¹º» ¼½³ 足 心 軽井沢プリンスホテルに勤務して3年 ヤングドライバーク ラブで交通安全の啓蒙に取り組んでいます このクラブは企 業単位の組織で30歳以下が条件 長野県の安全協会や長野県 各地のメンバーとも協力しながら 検問所でパンフレットや ティッシュペーパーを配って交通安全を呼び掛けています いまクラブのメンバーは男性9名 女性5名の計14名 軽井 沢はやはり寒冷地なので 冬の路面凍結と 夏のトップシー ズンの安全運転がポイントですね 都内から来られるお客様 のなかには冬用タイヤを装着されていない方もいらっしゃ いますので まず自分たちから積極的に呼び掛けていく努力 をしなければ と思っています 軽井沢に暮らし始めて 素晴らしい環境がどんどん好きに なってきました 山に囲まれている風景も大好きです でき たらずっと軽井沢に住みたいと思っています 活火山浅間山のある町として 日頃の備えを万全に いざというとき命を守る 防災体制と危機管理を身につけたい 浅間山という活火山を背景に持つ軽井沢町は 東日本大震災のような予想を超える自然災害も他人事ではありません 軽井沢ヤングドライバークラブ 副会長 藤縄 史彦さん We are calling for safe driving on frozen winter roads and during the summer high season. For our hotel customers to be happy, security and safety come first. I have been working for a hotel in Karuizawa for three years. I belong to the Young Driver s Club to promote safe driving. In cooperation with Nagano s Safety Association and members across Nagano prefecture, we promote safe driving by distributing pamphlets and pocket tissues at check stations. Due to Karuizawa s cold climate, the focus is on safe driving on frozen winter roads and during the summer high season. Some visitors from the Tokyo area come without switching to snow tires, so we feel it is our responsibility to proactively promote safe driving. I have become more and more in love with this beautiful environment since I started living here. I love the landscape surrounded by mountains. Learn about disaster prevention schemes and risk management. An active volcano, Mount Asama, is a part of Karuizawa s history, and we cannot be impervious to larger-than-expected natural disasters such as the Great East Japan Earthquake. Various disaster prevention/disaster alleviation systems are being constructed to protect our people and our visitors. As a tourist site, we are also prone to traffic accidents due to the large number of cars coming into the area. This is why we are changing the town s systems to people -focused systems, and enhancing our traffic safety/crime prevention schemes. 荒井 太郎さん It s been four years since I moved from Tokyo to Oiwake. My activities in the Fire Corps have given me new friends and work, and I have a deeper love for my community. I currently belong to a Fire Corps for the town of Karuizawa. When I moved here four years ago, someone I met invited me to join. That year, a Fire Corps Competition was held, and our Corps won, and we went to the prefectural tournament. We have been winning four years straight. Ever since I joined the Fire Corps, I am more aware of and concerned about fire safety. I have also been part of an actual fire-fighting incident, and I found that our daily practice really paid off, and I was able to work smoothly in cooperation with the senior members. I would like to send a message to the young people in their twenties. The Fire Corps is not just about serving the community. You will expand your circle of friends, and it is also for your benefit. It is really fun. 31

18 新しい 観光 の発想を軽井沢から 別荘文化を軸に 地元の農 商 工が連携した 未来の 次産業を創りたい 軽井沢ブランドを活かした交流のまち 6 People 手 中軽井沢で 自動車の整備工場の２代目として仕事をして います 軽井沢町は商工業と言っても観光 リゾートといっ たサービス業に特化している特殊な町で また地域ごとにさ まざまに環境が違っているので 商工会青年部の取り組みも 難しい面があります ただ 僕ら２代目世代が各地域にいて みんな幼なじみだったりするのがいいんです 青年部で 中 山道宿場会議 の全国大会をやったこともありますし これ からも仲間たちとお祭りなど 地域を盛り上げることをやっ ていきたいと思っています いま 仲間と考えているのが特産品づくり 軽井沢ブラン ドって何だろう というところから話しながら いろんなこ とを企画中です 各地区をつなぐ 各団体をつなぐ 世代をつ なぐ そんな連携をつくりだし 町を盛り上げていきたいと 思っています 商工会青年部部長 丸山 透さん It is time for our generation to lead this town. I hope to cooperate with everyone so that we bring more excitement to our town, by developing unique local products and hosting festivals, etc. I work as an auto-mechanic at Naka-Karuizawa. Karuizawa is a unique town in that its industry and commerce is focused on the service industry such as tourism and resort. The environment also differs depending on the specific region, so our activities in the Commerce and Industry Association s youth group can be difficult. But I enjoy the fact that there are fellow second-generation members in each region and we re all childhood friends. I hope to continue supporting our community with my friends by hosting festivals, etc. What we re working on now is creating a signature local product. If you think about it, we don t have any specific product that represents Karuizawa. We first started by thinking about what the Karuizawa brand is, and we re discussing various plans. Create the future sixth industry that is aligned with agriculture/commerce/industry, with a central focus on the resort culture. Karuizawa s key industry is tourism that is centered on resort life in the villas. We hope to deploy a sixth-industry resort business that is unique to our culture, promoting tourism as an international resort. We are targeting the promotion of commerce and industry, including partnerships between tourism and agriculture, to promote unique local products and new product development. We are also striving to promote agriculture focused on highland vegetables, and to protect our forests. We aim to take good care of the diverse facets of agriculture and forestry. 32 荻原 一崇さん The Karuizawa brand vegetables are ultimately better in taste and quality. My hope is to sell as many great-tasting Karuizawa vegetables as possible. Through the efforts of Karuizawa s Kirishita vegetable farmers, our vegetables are gaining popularity for having the highest quality in the market. You can taste the difference. We grow our vegetables with care. From May to October, we are busy harvesting and shipping the products. Through the agricultural cooperative, we ship to Tokyo, Osaka and Kyoto. Karuizawa brand vegetables are rare because we do not mass-produce. The Karuizawa Young Power Club is a group of 13 members who work in agriculture. Twice a year, we donate our vegetables to the town s welfare facilities. We hope to continue delivering high-quality, Karuizawa brand vegetables. 33

19 赤ちゃんからお年寄りまで みんなが安心して暮らせるまちへ 誰でも いつでも いつまでも いきいきと 元気に生きられる場所をつくりたい 安心して暮らせる健康福祉のまち 高齢社会のニーズに応え 町民全世代が安心して暮らせるように 木もれ陽の里 と町立軽井沢病院を中心に 健やかで安心な生活を支える保健 医療体制の充実を図っていきます People 手 方 SLC というのはスマイル 笑顔で ラーン 学んで コミュニケーション 話して の頭文字をとり 手のひら は握る手を広げるようにお互いに心を 開いて 手と手で真心を通じ合えるように手話を通して交流するのが目的で す 今メンバーは21名 30代 70代までと幅広く 毎週1回公民館に集まり 2 時間ほど手話で会話したり 手話ソングを練習したりしています いつも楽 しく笑いの絶えない会です 活動は軽井沢町聴覚障がいの会と一緒にやることも多く 幼稚園や小学校 へ指導に行ったり 町のイベントに参加し 手話 という言葉があることを伝 えています 一口に手話といっても 年齢や教育 育った環境によっても様々です 顔の 表情や読唇 身体の動きもとても大事です 聴覚障がいは 外見からは分かり にくい障がいなので 一般の方々になかなか理解してもらえません 手話通 訳があれば イベントなど どこへでも参加できるのに残念です 手話を楽しみながら聴覚障がいへの理解を広げていきたいと思っていま SLC 手のひらの会 代表 す 高橋 祐子さん I am studying communication through sign language. We hope to spread understanding for the hearing-impaired. SLC stands for Smile Learn Communication, and our goal is to interact through sign language. We have 18 members in their 30s to 70s, who get together once a week to speak in sign language, practice songs in sign language, etc. We visit kindergartens and elementary schools, and take part in town events, to tell people about the fun in communicating in sign language. Sign language is diverse. It differs depending on the region as well as the generation. People with hearing impairments cannot be identified from physical appearance, and I feel that there is still not enough understanding of these people. It s a shame, because if sign language interpretation were provided, the people would be able to attend any event. We hope to spread this type of understanding for the hearing-impaired. また 子育てを地域で支える仕組みの充実をめざし 子育て家庭への支援や 地域で支えて行く仕組みづくりを推進します 平成21年の11月に障がい者のためのグループホーム ケアホームを開 元気な高齢者がまちづくりの担い手として活躍できる仕組みをつくり 設し 24年の7月から就労継続支援B型 生活介護の多機能型を開始しま 健康長寿の伸長と介護が必要になっても安心できる高齢者福祉の充実をめざします した 現在20名程の障がい者の方が利用しています 障がいは精神 知的 身体と様々ですが 一人ひとり個性を大切に生活 そして だれもが幸せに生活できる障がい者福祉の充実をめざします しています これらのことを通して 自助 共助 公助による地域福祉を推進します 障がいをもって暮らすということは 色々な面で生きにくさを感じる 時もありますが その人のもっている 思い 願い が実現できるよう ともに あきらめず 少しずつ前に進んでいます 私達は 自立だけを目標にするのではなく個性ある支援を大切にし 苦手なことをお手伝いしながら自然体で生活しようと考えています ありがたいことに 地元のジャム屋さん リゾートホテルなどからの ご協力によって継続的に仕事もさせていただいています もちろん病院との連携も欠かせませんが みんなで一泊旅行や居酒屋 ＮＰＯ法人四季 理事長 木もれ陽の里 健康増進部門で実施している運動プログラム 運動トレーニング室 水中運動室 34 町立軽井沢病院 From infants to the elderly. A town where everybody can live in comfort. Creating a place where anyone, anywhere, at anytime, can live happy, full lives. In response to the needs of an aging society, the welfare facility, Komorebi no Sato and Karuizawa Municipal Hospital, are leading the activity to enhance the health/medical systems that support a healthy and secure life for all generations. We also aim to improve the structure of childrearing support in the community, and to provide support to homes with children. We hope to create a system in which active elders can contribute to building our community, and we will enhance welfare for the elderly, for healthier and longer life, and securing homes if care is required. Finally, we strive to enhance welfare for the physically-challenged, so that anyone can live happy lives. These goals will promote community welfare through self-help, mutual help, and public help. 土屋 佳代さん に行ったりと 楽しみながら当たり前の暮らしをしています We work together with the impaired. We receive work from the local businesses, and at the same time, we serve the town's industry. A group home for the impaired was established in November of 2009 and from July of 2012 we started facility to support continuous employment for the impaired. We currently have 20 people in our facility, people with psychological, intellectual, or physical impairments who did not have much contact with the outside world in the past. People with impairments are often very lonely, because they suffer from prejudice and discrimination even as they struggle with the difficulties of their impairments. But they are not special. They are only very human. We do not try to force them to become independent, we only help when it is needed, and we hope to live together with them. With the help of local shops and hotels, we continue to receive jobs from the community. Of course, we need to be aligned with medical help, but we take trips, go out for drinks, and just have fun. 35

20 生まれてから人生の最終章まで 学び 育ち 楽しむ権利を 学校教育から生涯学習 生涯スポーツまで 楽しみながら伸ばしていきたい 人を育てる教育 文化 People 長 子 大人 軽井沢は小さな町ですが 町立の保育園が４つあります 小学校は ３つ しなの鉄道の駅も３つあるんです 珍しいですよね 地区によっ て住環境が違うので 同じ町内の保育園といっても４園すべて雰囲気 が違います この東保育園は 大きなホテルや別荘地のある地域にあ るので サービス業に携わっている保護者の方が多くいます 子どもたちは 何でも目を輝かせ いろいろなことに取り組んでい ます 日々成長していく子どもたちの姿に 私も喜びを感じ 私の頑張 る源にもなっています 冬が長い軽井沢 でも 子どもたちは寒さに負けず元気いっぱい走 り回っています 私も軽井沢で生まれ育ってきましたので故郷のこの寒さも含め 軽 井沢の良さを大人になっても忘れずに そして故郷を大切にしていっ てほしいです 子どもたちを取り巻く環境は 以前に比べたら変わっているかもし れませんが 小さい時の自分らしさを大切に その子らしく育ってほ しいですね 軽井沢東保育園 保育士 遠山 絵美さん All children are stars, although each child is unique and different. We hope that they retain their true selves and grow up to love Karuizawa, cold weather and all. Karuizawa is a small town, but it has four nursery schools. There are three elementary schools, and the Shinano Railway has three train stations. That s quite unusual. Because living conditions are different in each district, all four nursery schools are unique. This Higashi Nursery School is located in an area with many large hotels and resorts, and many of the parents work in the service industry, so we are busiest during the summer holidays. I look after 0 1 year olds, and it s wonderful to see how they grow in just one year. The winters are cold, but we try to take as many walks outside as possible. I myself grew up in Karuizawa, so I hope that the children grow up to be able to enjoy this cold weather. Let s have fun and grow, from school education to continued education and lifetime sports. With reduced birth rates, the number of infants in Karuizawa remains unchanged. We will prompt the creation of a learning environment that connects early childhood education, school education, and home education, as well as the creation of a network between parents and children, among parents, and among different generations. We will promote continued education/lifetime sports by valuing traditional programs such as the Karuizawa Summer College or by valuing the sports culture centering on Kazakoshi Park. We will create roads fit for taking walks, so that residents can enjoy taking walks in the mountains and around town. This will lead to the promotion of a local culture that leverages its diverse assets, so that we may develop Karuizawa as a highly-cultivated resort. 堀川 恵誉さん カーリングといった氷上のスポーツの魅力が発信できたらいいですね I started ice hockey at ten, and now I am the coach for an elementary school hockey team. Through ice hockey, I hope that the children are able to grow as human beings. I was born in Karuizawa, and although I left town for college, I have always lived here. When I was ten, an ice hockey team was created, and I have been playing ever since. Now, I am the coach of a community ice hockey team for elementary school children. The difference nowadays is that we re able to practice throughout the year because we have an ice rink. My hope is for the children to grow up to be responsible adults by learning about courtesy and manners through ice hockey. Ice hockey is a sport for all ages as long as you know the technique, so we have seniors in their 60s and 70s, enjoying themselves on the rink. We are the ice-skating town, after all. It would be great to communicate the joys of ice sports like speed skating, figure skating, hockey, curling, etc., from Karuizawa. 37

21 住民が主役の協働参画のまちづくり People 民 士 一 一 軽井沢町内には全部で30の区があり 中軽井沢区に在住している住民 の数は約2,200戸 5,000名になります 私は区の中でも一番人口の多い中 軽井沢の区長を４期務めていまして 区長会長も２期目に入っています いま 区が最も力を入れて取り組んでいるのが 自主防災組織 です 東 日本大震災の被災地に 私たち区長会でも慰問に行きましたが とても他 人事とは思えませんでした 軽井沢は津波の心配はないけれど浅間山とい う活火山があり いつ大規模災害が発生するかわかりません そんな危機 意識から 自分たちの命は自分たちで守る を合言葉に まず中軽井沢区 から自主防災組織を立ち上げ 他の区でも準備しています 昨年 区民防災 運動会 を開催したら 300名が参加し 大変盛り上がりました 防災の第 一歩は住民同士のコミュニケーションです 住民の絆を深めながら いざ という時にも対応できる住民主役の町にしていきたいと思っています 軽井沢町区長会長 中軽井沢区長 主役である住民を行政がサポート 住民 行政が一体になって力づよいまちを つくっていきたい 中嶋 忠利さん The first step to a safe town is to develop communication between residents. We hope that having fun at events like the disaster prevention sports fest, etc., will strengthen the bond that we seem to have lost. The town of Karuizawa has a total of 30 wards, and there are approximately 5,000 residents and 2,200 households. This is my fourth term serving as the Mayor of Naka-Karuizawa Ward, which has the highest population of all the wards, and I am also serving as Chairman of Ward Mayors for the second year. What we are most focused on now is the self-governed disaster prevention group. When we saw the aftermath of the Great East Japan Earthquake, we felt that we could not be negligent of such disasters. Karuizawa does not have any risk of tsunamis, but we have Mount Asama, an active volcano, and a major disaster may hit us any time. From that awareness, we decided to form a self-governed disaster prevention group in Naka-Karuizawa, with the mantra, Protect our lives, ourselves. We also hosted a Disaster Prevention Sports Fest, which turned out to be a great success with 300 residents participating. The first step to disaster prevention is communication among the residents. We want to develop the bond between the residents, so that our town is resident-driven and resilient to any disaster. 女 力 風 ª«小 ±² ³ もともとの住民と転入してきた人たちの相互理解を促進しながら 住民 事業者 行政が一体となったパートナーシップを築き 地域コミュニティの形成と住民参画の協働によるまちづくりを推進します 平成14年から男女共同参画の推進に取り組んできました 実は長野オ また 広報かるいざわや町長への手紙 さまざまな会議等を通じて リンピックのときに なにかボランティアで参加したいと思い 自ら手 参画 協働の基盤としての情報共有化を推進していきます を上げて通訳ボランティアをやりました それがとても大きな経験にな りました 軽井沢は国際親善文化観光都市を標榜していますが 男女共 同参画の視点から見たら 日本全体が まだまだ国際基準より低いのが 現状です いま 5名の委員と一生懸命勉強しながら まずは自分たちの 身近なところからという気持ちで取り組んでいるところです 昨年は10周年の記念として 内閣府 前 男女共同参画会議専門委員 渥 美由喜さんをお迎えしてフォーラムを開催しました そんなときにも大 賀ホールで演奏をしている音楽家の方に演奏をしていただいたり 女性 らしい感性をいかしながら 地域を少しでも魅力的に 国際的にしてい けたらと思っています 軽井沢町男女共同参画計画推進委員会長 男女共同参画計画推進委員会による軽井沢高校出前講座 花いっぱい運動 ごみゼロ運動 Citizens, who are the main players, supporting the government. We hope to build a dynamic town with citizens and the government working as one. We encourage the creation of local communities and resident-driven cooperative town development, by facilitating mutual understanding between original residents and newcomers, as well as building partnerships among the residents, businesses and government. We also promote information-sharing as the foundation for participation and cooperation, through community newspapers, letters to the mayor, and town development meetings. 38 米澤 美津子さん As a woman with the power for breakthroughs, I want to bring in a breath of fresh air into the town. Through education and change, I hope to change this small town into a global town. I have been promoting gender equality since Karuizawa proclaims itself as a Town of International Goodwill, Culture and Tourism, but from the perspective of gender equality, our entire country is still far from the global standard. I am studying with 5 other committee members to tackle this issue, starting from our region. Last year, in commemoration of our 10th forum on gender equality, we invited the former Specialist Committee Member of the Council of Gender Equality, Mr. Naoki Atsumi as our guest speaker. We tried to incorporate unique feminine views and arranged for a lovely concert in Ohga Hall. I hope to contribute further by making our region more attractive and global. 39
