A Comparative Study of Japan and South Korea Policies towards North Korea: Where was the Turning Point of Policy Making? Miho YOKOMIZO Abstract The North Korean nuclear development has been a pending problem in the East Asia. The six-party talks on the North Korean nuclear development started in 2003 to find a solution to the subject matter. This paper argues why there are great discrepancies between Japan and South Korea towards North Korea policy in the six-party talks. The summit meetings with Kim Jong-Il, of Kim Dae-Jung in 2000 and Koizumi Junichiro in 2002, become the overriding explanation of this argument. After those meetings, there are some disagreements between Japan and South Korea regarding the personality of Kim Jong-Il and also the state image of North Korea itself. Diverse images formed different public opinions in each country and it profoundly influenced on the policy making process of the two countries. The impact of those differences makes it so difficult to ignore on both ruling and opposition parties of the two countries and the successors of both governments: Roh Moo-Hyeon and Abe Shinzo. This is the main reason that the policies of both countries towards North Korea are contrary. 50
