pre-decision making process The Legislative Process of the Act on the Promotion of Preventive Measures Against Bullying: Focusing on Pre-decision Making Process Kazuma MATSUZAWA 1980 2011 3 2013 Abstract Bullying has become a social problem since the mid-1980s due to bullying suicide incidents. And three times before the Otsu bullying incident occurred in 2011, bullying committed a suicide incident where bullying becomes a social problem. However, as a result, until the Otsu bullying incident occurred, government and each party did not take measures in the way of legislation against bullying problems. From the above, it is necessary to clarify why the Act on the Promotion of Preventive Measures against Bullying in 2013 was legislated. The purpose of this thesis is to clarify factors that enabled the legislation of the Act on the Promotion of Preventive Measures against Bullying. In conclusion, unlike the bullying suicide incident which had become a social problem until then, it was revealed that each party s government pledges and the existence of the bullying regulations by local governments opened policy window.
