The main points are as follows. ( + ) Sannagawa Reservoir was constructed to supply the shortage of irrigation water for the benefit rice paddies. The cost of construction ran to a total of *,*** yen, half of which was a state subsidy from the Ministry of Agriculture. As a greatest reservoir in the Gunma Prefecture, Sannagawa Reservoir played a pioneer role in rice paddies workingout in this area. (,) Disappearance of Water Right Practiced by the Local Village. Sannagawa Readjustment of Arable Land Union, which was a substantial retainer organization of the Prefecture Administration, was established to control the water right of the Sannagawa Reservoir and its jurisdiction area. This organization took the water right away from the local village, and the water right belonged to this organization. () The water right practiced by the local village had a long history. The village had the right to control the 2 ha of the rice paddies and the joint reservoir. Concerning the water right, they were opposed to the prefecture and the new union. But at last, the village was constrained to accept the union administration under the prefecture. (.) The strong control by the administration has realized the large development of the rice paddies in the Fujioka area, however it forced some cluster selfrule s sacrifice. Today the multipurpose function of agriculture is required to be carried out by the local selfrule together with the administration.
