International Migration of Highly Skilled Workers Analysis of the Temporary Migration of Indian IT Engineers and Contract Labor in Japan MURATA Akiko Tokyo University key words: highly skilled workers, IT engineers, contract labor Discussions concerning the immigration policy for highly skilled workers in Japan often set the goal of facilitating the medium- to long-term settlement of skilled workers, and the issues surrounding those in contract labor are often excluded from such discussions. This paper aims to shed light on the contract labor of highly skilled foreign workers in Japan, with a particular focus on the case of Indian IT engineers. The paper analyzes 1) how the contract labor of Indian IT engineers is realized through the transnational labor supply of Indian IT firms, 2) how contract labor affects such engineers, and 3) what engineers need to do in order to take control of their period of work in Japan, and why this can be a difficult task. 89
