No.21 2001 8 Abstract The purpose of this thesis is to make clear the significance of the kind of employment policy of post-world war Japan which was implemented to give the people who do not have the work to support their life the opportunities towork. More concretely speaking, it means that the nation himself made the construction works to give the opportunities to work. The reason why this thesis takes up such kind of employment policy is that under the situation that such kind of employment policy is unusual in acapitalist country, it seems such kind of employment policyhasnotanalyzedineveryrespect. In order to pursue the answer of the above hypothesis, first of all, this thesis analyzes the policy in detail including the main characterofthepolicyaccording to each period.second, this thesis analyzes the industrial policy of post-world war Japan. The reason why this thesis takes up the industrial policyofpost-worldwar Japan is that many scholars have analyzed the industrial policy of post-world war Japan and therefore various viewpoints have been indicated. This thesis thinks that based upon these various viewpoints, many respects of the employment policy can be seen. The conclusion of this thesis is that it is true that such kind of employmnet policy is unusual in acapitalist country,but the policy played an important role before rapid economic growth and the Ministry of Labor tried to minimize the scale of the policy after rapid economic growth. 1-89-
