18 IP Abstract Telecommunications and Disaster in the Era of IP Networks The Connectivity of Telecommunication Media after the Kumamoto Earthquake Isao NAKAMURA This article examines the connectivity of telecommunication media after the Kumamoto Earthquake and its technical and social background. For this purpose, I conducted a questionnaire survey on the residents in hard-hit areas as well as some interviews of mobile network operators and local governments. Results have shown that the fixed telephone fared worst in terms of connectivity because of the multi functional telephone and the IP connected telephone. On the other hand, SNS communication through mobile phone scored high on connectivity, because the control over packet communication was separate from that of voice communication; and the system of connection was simpler than that of via mobile carrier. While mobile IP network might have some problems, this earthquake scenario suggests that the mobile IP carries the possibility of solving the problem of congestion of communication networks during a disaster. 49
