Impact of Introduction of Cochlear Implants on Deaf Education in Japan, s- s TANAKA Takako Abstract: Although cochlear implants had been proven medically effective, they were not well accepted at sites of deaf education when they were first introduced in Japan. By, however, an increasing number of deaf children started wearing cochlear implants at lower ages. To understand why cochlear implants became so widespread, this paper first examines how cochlear implants were accepted in the domain of medical care before the s, and how they subsequently came to be accepted in the domain of Japanese deaf education. Drawing from relevant documents on this issue, this paper shows that cochlear implants were introduced and medically tested during the s, and that the response of the domain of Japanese medical care accordingly changed as the pediatric standards for cochlear implants were clarified and national health insurance started covering the medical cost for such implants during the s. At deaf education sites, teachers also started acknowledging the effects of cochlear implants in the late s as they interacted with an increasing number of deaf children wearing cochlear implants. This paper illustrates how changes in the health care system and development of medical standards led to a gradual increase in the number of deaf children wearing cochlear implants.
