Author MISAWA, Kaori Deputy Chief Researcher, Info-Communications Research Division, Foundation for MultiMedia Communications (FMMC) Abstract Korea's strong position in broadband infrastructure and 3G services using CDMA2000 technology clearly benefited from a government-led approach to developing these technologies. This technology success story confirms the important role ICT infrastructure development policies play in promoting ICT utilization, and a similar approach can be seen at work once again in the recent efforts of the Korean government to promote IPTV service development by supporting the introduction of public services using IPTV technologies. Since the mid-1990s successive administrations have focused on the development of the nation's ICT sector. Although, due to the current administration's passive attitude toward the technologies' promotion, Korea now finds itself lagging in the area of smartphones and software. However, various policies measures, such as the introduction of 'Mobile Office' and 'Smart Work' to promote cloud computing and smartphone usage, highlight the continued potential to promote ICT utilization. Understanding these policy approaches will help to capitalize upon the widely anticipated technological progress and rapid growth in cloud computing and multi-devices connected to the Internet expected in the very near future. In the education sector, the 'Digital Textbook' pilot project and the establishment of 'IPTV Study Rooms' are remarkable case studies of ICT utilization. In the healthcare sector, various 'u-healthcare' pilot projects are presently underway. Although, it should be noted that some case studies show that regulation problems are hindering the launch of new services. On the other hand, IPTV study rooms are increasing due to government support that fosters cooperation between local governments and businesses, and in the healthcare sector, mobile carriers and major hospitals are launching the 'Mobile Hospital Service' using cloud computing and mobile devices. These cases demonstrate that in order to develop infrastructure and stimulate innovation, it is also necessary to consider social needs, appropriate government support, and deregulation to promote ICT utilization.
