論 文 都 市 社 会 の 公 共 性 と 社 会 的 共 通 資 本 現 代 都 市 社 会 の 社 会 学 的 認 識 枠 組 みに, 鈴 木 広 が 体 系 化 した 私 化 する 私 性 と 全 体 化 する 全 体 性 を 活 用 すると, 後 者 の 主 な 構 成 要 因 に 公 共 性 が 位 置 づけられる. 本 論 文 では, 公 共 性 を 公 と 共 に 細 分 して,それぞれの 特 徴 を 都 市 社 会 学 と 都 市 政 策 論 の 文 脈 で 考 察 する. 同 時 に 公 共 財 の 議 論 を 経 て, 宇 沢 弘 文 に 代 表 される 社 会 的 共 通 資 本 の 概 念 と 理 論 をヴェーバーの 価 値 自 由 の 観 点 から 整 理 する.その 結 果, 東 日 本 大 震 災 後 においても 重 要 な 社 会 的 共 通 資 本 と しての 道 路, 堤 防, 港 湾, 学 校, 病 院,ライフラインなどの 復 旧 復 興 工 事 では, 同 じく 社 会 的 共 通 資 本 としての 大 気 の 一 部 である 二 酸 化 炭 素 の 排 出 量 が 膨 大 になるにもかかわらず,この 関 係 が 社 会 的 共 通 資 本 論 史 では 完 全 に 無 視 されてきたことを 論 証 する. 社 会 的 共 通 資 本 であるこの 両 者 の 関 連 について 黙 殺 してきた 学 術 的 な 非 現 実 性 を 指 摘 して, 都 市 研 究 の 全 体 性 へのアプロー チとしての 都 市 学 を 改 めて 主 張 しつつ, 人 口 学 と 環 境 論 と 生 活 の 質 論 を 加 えた 新 しい 都 市 研 究 パラダイムの 可 能 性 を 示 唆 する.
