In order to let projects complete without rework and delays, it is important that request for proposals (RFP) are written by reflecting precisely requirements and enhancing certainly of requirements. When we do not write such RFP, requirements are ambiguous. Also, when communication errors happen, rework and delays occur. There are not the industry-wide standard-like format for RFP. It is not clear description contents for telling exactly an outline of the system which we want to make. Therefore, we need to decide description contents using reference books. The good making of RFP is not sufficiently established at present. In this study, our research target is the RFP and support the making of RFP. We aim to reflect precisely requirements from the client and enhance certainly of requirements in system development. We propose a method for making support of RFP and make the new evaluation points for RFP. To evaluate the method, we compare the method with the other methods by experiments.
