Abstract The main theme of this paper is the effect on trade caused by the process of establishing the Chubu Region Scheme as the third broad economic area in Japan followed by the Tokyo Metropolitan Area and the Osaka Metropolitan District and along with the process of constructing a North-South highway that was considered most important. Although the primary source documents are numbered, the former topic refers to the philosophy of the Chubu Region Scheme and four people who played an active role in establishing the Chubu Region and also describes the subjects of one urban improvement area and 13 urban development areas that reached the implementation stage in the beginning of the 1970's. Over time it became absolutely necessary to revise several points of the Chub Region Basic Development and Improvement Plan. The latter was the topic concerning the building of a North-South highway, the Tokai-Hokuriku Expressway. This topic makes reference to the fact that it took almost a half-century to open the entire length of the road and mentions the circumstances before and after the opening the road. Lastly, the entire story of the construction projects of the Isewan Bridge and Ise Bay Crossing Road, large scale projects in "Ise Bay Era" is looked at briefly, although these were East-West traffic routes.
