Immigration Settlement and Future Directions of Disability Policy for Foreign Residents in Japan From Analysis of Nikkei Brazilians Lives 滞 日 外 国 人 の 定 住 化 と 障 害 福 祉 政 策 への 課 題 Immigration Settlement and Future Directions of Disability Policy for Foreign Residents in Japan From Analysis of Nikkei Brazilians Lives Reiko Hoda, Shizue Kakigi and Shiho Kimura 要 旨 1990 2008 Abstract This article emphasizes the increasing importance of a disability policy for newcomers based on analysis of Nikkei Brazilians lives in Japan. After reform of the Immigration Control and Refugee Recognition Act, large numbers of Nikkei Brazilians came to Japan as dekasegi workers. This influx of Nikkei Brazilians constituted the so-called dekasegi phenomena. The impact of the financial crisis in 2008 affected employment conditions in Japan, resulting in a number of these workers returning to Brazil, with others deciding to continue to reside in Japan for a longer period of time. Although Nikkei Brazilians length of residence in Japan has increased, many Nikkei Brazilians still remain unenrolled in social insurance.
