During the high economic growth era when light rails in Japan were abolished, Setagaya Line survived as a branch line. However, due to the advent of the matured society, the identity of Setagaya Line has been priorised under the necessity of the "sustainable" community. This paper introduces various recent countermeasures of promoting the level of service as a public transport and intimacy with surrounding communities, such as "flowering" and IC tickets "Setamaru". This is to discuss the paradigm shift of policy measures and strategies of the firms. Key Words ; light rail transit, urban regeneration, environment, economic development 040 Vol.7 No.3 2004 Autumn
