Summary MITOBE Shuji: Development of PISA Suitcase the Japanese Edition PISA Suitcase is a teaching material unit for Grundschule in Federal Republic of Germany to develop children s reading literacy. In the OECD Programme for International Student Assessment2000, the reading literacy level of Germany schoolchildren declined. To solve the problem it was made by Berliner Landesinstitut fuer Schule und Medien. It defines reading literacy clearly. And it shows various teaching methods. In the PISA2003, reading literacy level of Japanese schoolchildren had also fallen dramatically. It will solve the problem to develop of PISA Suitcase the Japanese edition. So I clarified the contents of PISA Suitcase. And I produced a trial tool of teaching materials. Through the work, I found that it is very important to make understand about a definition of reading literacy in PISA. And it is very important to show reading process.
