6 第４章 写真１ バンコク二空港とタイ２ ０ １ １年大洪水 ドーンムアン空港にて逃げ遅れた機体 AOT 提供 ２ ０ １ １年１ ０月 れた高さ２メートルの防水提が決壊した 決壊した水は そのまま北部からドー ンムアン地区に流れた なかでも ウィッパーワディー ランシット通りを南 下し ターミナルビルに洪水が迫ったことが ドーンムアン空港にとって致命 的であった AOT は１ ０月２ ５日北部から迫る水量の増加を受けてドーンムアン空 港の一時閉鎖を発表する声明を発した その際 第１の理由として 電力供給 の懸念 を挙げたことが まさに電力こそが空港のアキレス腱であることをい みじくも示していた ５ ３ ドーンムアン空港復旧をめぐって ひとたび空港が冠水してしまえば 次の検討課題は洪水後にどのようにして 空港を復旧するかという点に移る ２ ０ １ １年１ ０月にドーンムアン空港を利用して いた航空会社は 格安航空会社のノックエアーとオリエント タイのみであり ほかの航空会社はすでに２ ０ ０ ６年に開港したスワンナプーム空港を拠点に運航し ていた したがって ドーンムアン空港閉鎖による直接的な被害をこうむった のはこの２社のみであった ドーンムアン空港が冠水により一時閉鎖した後 議論となったのは果たして多額の費用を投じてドーンムアン空港を復活させる 101

18 第４章 バンコク二空港とタイ２ ０ １ １年大洪水 しまえば そこを流れる水は周囲の住民にとっては利用できないものとなる そのような周辺住民の利便性を無視した方式ではなく 地域住民が取水可能な 開放型の運河を灌漑局は建設するべきである 実際 建設地のサムットプラーカーン県において 水路が排水路としての機 能を果たすのは １年間に雨季となる約２カ月間である 残りの約１ ０カ月間に ついては 水不足こそが心配なのであり 排水路は水資源を有効活用せしめる 灌漑水路として利用できることが重要な存在価値となる 国王の意を受けた灌漑局は その考えに沿って大規模な開放型水路案を選択 した サムローン運河からまっすぐタイ湾へと通じるスワンナプーム運河の建 設である 近隣住民の利便性をふまえ スワンナプーム運河には中小の運河に 通じる２ ２の取水門が設けられた そして 最も低地に位置するサムローン運河 から高さ約９ ０センチメートルになる海岸部の土地を超えて 海へと排水する水 の流れをつくるために 排水ポンプを４基備えたポンプステーションを海岸近 くに建設した 海岸部にはバンコク都からラヨーン県へとつながる幹線道路で あるスクムウィット通りがあったため 運河の水を排水するためには 海岸部 の９ ０センチメートルだけでなく 道路の上部を超えて排水する必要が生じ 結 果として 一度水を１ ５メートルの高さまで高く持ち上げ 海岸沿いを走るスク ムウィット通りをウォーターブリッジで超え 最後には滝のように水を海に向 写真２ スクムウィット通りを越えるスワンナプーム運河 ２ ０ １ ２年１ １月 筆者撮影 113
