Our goal has been to organize programs to reduce garbage and recycle items together with all 710,000 residents (as of 2010) of Sagamihara City! 5 Let s Rise to the Challenge, Starting Today! Let s follow a lifestyle that produces minimal garbage. Do not buy or use items you do not need. These items are available to city residents by lottery. Display period: From the 1st to the 20th of each month, without holiday (but from the 6th through the 20th in January and the 1st to the 18th in February) Hours: 9 a.m. to 5 p.m. Application: Residents of junior high school age or older (only one item per person per facility) Announcement of lottery results: At 1 p.m. on the 21st of each month (the 19th in February) Note: The results will be posted at the facility, and the winner will be notified by postcard. 7 Let s All Follow the Rules Be sure to sort items properly Please sort items according to type (household garbage, dry-cell batteries, recyclables, plastic containers and packaging) and take them to the garbage and recyclable collection station. Use the designated bag So that the contents can be seen, please always use transparent or semitransparent bags for disposal. Never dispose of items in dark-colored bags or cardboard boxes that prevent the contents from being visible. Take your garbage out on the designated collection day Do not dispose of items on days other than the designated collection day or at night (except for neighborhoods with night collection). Take your garbage out at the designated time Take items to the collection station by 8:30 a.m. on the designated collection day (except for neighborhoods that collect household garbage and dry-cell batteries at night). What is household garbage? What is large-size garbage? Examples Electrical items Items measuring less than thirty centimeters per side are household garbage, while those that are thirty centimeters per side or larger are considered large-size garbage. However, electrical items that can fit into the opening of the collection box (the deposit box opening measures 30 cm wide 15 cm high) located at public facilities and shops in the city are collected as used small household appliances (see page 17). Note: Some items are considered large-size garbage regardless of their size (see page 21). Be Careful When Disposing of Hazardous! items, leather items, metal items, etc. Items measuring less than fifty centimeters per side are considered household garbage or recyclables, while those measuring fifty centimeters per side or larger are considered large-sized garbage. Hazardous garbage can lead to injury of collection staff or to fires in the collection trucks. Be sure to follow the rules when disposing of hazardous items. Use the contents of spray cans completely, pierce a hole in the cans, and dispose of them with recyclable cans Do not take the following items to the garbage and recyclable collection station: garbage If your regular medical facility does not collect these items, please be sure to place them in a container large enough so that they do not stick out, such as a plastic PET bottle, and dispose of them along with household garbage. 9 Put your trash in a transparent or semitransparent bag and close the opening securely. The size and weight of each bag should be easy to handle and carry with one hand. Note: Please see pages 19 through 23 concerning large-size garbage. (Please note that some items are considered large-size garbage regardless of their size.) Violation of this ordinance is punishable by a fine of up to 200,000. If you see someone taking recyclables from your collection station, please note the date and time, location, characteristics of the person and vehicle removing the recyclables, the license plate number and type of recyclables removed, and then report what you ve seen to the Environmental Affairs Office with jurisdiction over your neighborhood or the Tsukui Clean Center. The Tsukui Clean Center, however, accepts large-size garbage as well as household garbage, dry-cell batteries, recyclables and plastic containers and packaging. Complete the application form at the reception service counter, and obtain a weight card. No reservations are required. Simply bring your used items to any of the following facilities: Drive your car (containing your large-size garbage) onto the facility s scale, and measure the total weight. Handling fee Please pay the handling fee in cash when you bring in your items. Basic fee: 150 (up to 10 kg) For each additional ten kilograms, an additional 150 is added. Since the facility is extremely busy at the end of the year, please bring your items in as early as possible Second weighing Payment Unload the large-size garbage Under the instructions of the staff, bring your large-size garbage into the facility. Drive your car onto the facility s scale after unloading your garbage, and measure its weight. Bring the weight card at the payment counter and pay the handling fee in cash. City Programs Disposing of and The application form can also be downloaded from the Sagamihara City website. You cannot bring in items that Sagamihara City does not handle (see page 25). Sagamihara City will pick up items on behalf of the retail shops and take them to the designated collection site Check the manufacturer (logo mark), screen size (in the case of TVs, to determine the type), and total capacity in the case of refrigerators/freezers (how many liters) Pay the recycling fee using the designated payment slip at a post office or Japan Post (JP) Bank service counter (note: a separate payment handling fee is charged), and obtain a household appliance recycling ticket. Please note that, as a rule, if you pay the recycling fee at ATMs, the city will not collect your item. In the case of home pickup If you bring the items in yourself Illegal dumping is a crime! Recycling fee (including tax) Apply with the Reception Office. (You will be charged a separate pickup/transportation fee of 1,950 per item using large-size garbage collection stickers.) Note: Items are not picked up from within the home. Bring items with the household appliance recycling ticket directly to the Reception Facility or Tsukui Clean Center. (You will be charged a separate transportation fee of 1,300 per item, which must be paid in cash.) Throwing away garbage by the road or in empty lots is a serious crime. In accordance with the Waste Management and Public Cleansing Act, violations are punishable by incarceration of up to five years or a fine of up to 10 million. 25 Sagamihara City does not handle certain items, including hazardous items, things that cannot be crushed, and items that cannot be burned. When you buy such items, you should ask the store whether it can dispose of similar used items. If you are having construction done at your request, please ask the construction company to handle the garbage produced. Note: Sagamihara City handles some items. Please see below.
