This standard shall be enforced under rules of the Authority, which rules, in addition to such other provisions consistent with this law as the Authority in its discretion may enact, shall conform to and include the following provisions of the law.

42 Basic Standards for Appointment and Dismissal Appointment and dismissal of a person in the service shall be made entirely on the basis of the result of his examination and the merit of his performance of duties or other demonstrated abilities. Except as prescribed in this Law, determination necessary for enforcing the basic standard mentioned in the preceding paragraph shall be provided by rules of the Commission. Appointment of a person in the service shall, as determined by this Law and the rules of the Authority, be made entirely on the basis of the result of his examination and the merit of his performance of duties or other demonstrated abilities The Authority shall at its discretion determine whether an examination shall be an original entrance examination, a promotional examination, or both. Dismissal of a person in the service shall be for cause as provided by law. Except as prescribed in this Law, determination necessary for enforcing the basic standard mentioned in the preceding three paragraphs shall be provided by rules of the Authority.
