1 CommunityEnhancementSecon 6.1 Introducon Acityisdenednotonlybyitscuisine,art,culture,events,commerce,inhabitants, andvisitors,butalsobyitsbuiltformfoundinthestreetscape,roadways,signs,struc tures,commerce,landscape,andparks.quitenaturally,ciescanbeperceivedbyres identsandvisitorsindierentways dependingonthelengthandbreadthoftheex perience;however,thecomponentsthatcontributetotheoveralllookandappealofa communitycanbeanalyzed,and,insomecases,remedied,revised,orenhanced.an enrecity,orporonsofamunicipality,canappearvibrantordefunct,aracveor blighted,modernoranquated,invingordesolate.asthebuiltenvironmentcharac terizesacommunitytothegreatestdegree,acityhastheopportunitytoshapeand brandcertainaspectsinitsfavor,whichiscommunityenhancement.thischapterof thecomprehensiveplanfocusesonimprovingthecityofwebsterinavisualmanner, whichentailsidenfyingareasforimprovement,arculangavisionandideastoim provethoseareas,anddeterminingaprocessormethodologythatleadstoimplemen taon. ThevisualappealoftheCityisimportanttothosewhoreside,visit,work,andconduct businessinwebster.too,theoveralllookorviewofthemunicipalityreinforcesits brand,and,quitenaturally,websterseekstopromoteaposivebrand.thosetravel ingwithinwebstermakeconclusionsaboutthemunicipalitybasedonmanyelements, suchasthequalityofstreets,landscaping,typesofbusinesses,buildings,andresi dences.asthebuiltenvironmentinuencesthedailylivesofconstuentsandplaysa majorroleinbusinessaracon,expansion,andretenon,thesignicanceofcommu nityenhancementisquitebroadandextensiveandimpactsthecity spropertytax base,salestaxbase,abilitytoaractvisitors,andmore. 6.2 ElementsofaStreetscape Thestreetscapeencompassesthevisualelementsofacorridor,suchaspavement treatments,sidewalks,landscaping,streetlights,signage,streetfurniture,benches, publicart,sculptures,bikeracks,speciallighng,buildingsetbacks,buildings,foun tains,waterways,restareas,andmore.insofarasestablishingandpromongweb 67

(Figure6.1) Webster sbeststreetscapes TwoexamplesofWebster sbeststreetscapes includebayareaboulevardandmedicalcen terboulevard.thesecorridorsnotonlyfeature landscapedmedians,statelypalmsandoaks, sidewalks,andstreetlightsbutalsotheyac commodatevibrantbusinesses.bayarea Boulevardisfrequentlyreferredtoasthe WestheimerofClearLake foritsarrayoftop notchfullserve,fastcasual,andquickserve restaurants,successfulretailers,hotels,and ocebuildings.bayareaboulevardisboth pedestrianandautomobilefriendlyandac commodatesover100,000vehiclesdaily.med icalcenterboulevardisthepremiercorridor forwebster simpressivemedicalcenter.this corridor,too,isbothpedestrianandautomo bilefriendlyandfeaturesanelevatedwalkway overmedicalcenterboulevardconnecng ClearLakeRegionalMedicalCentertoThe HeartandVascularHospital.(Figures6.2&6.3) 68

4 6.2.2 CorridorsthatRequireStreetscapeImprovements SeveralkeycorridorsinWebsterthatrequirestreetscapeimprovement,accordingto the2013communitysurvey,includenasaparkway,highway3,andegretbayboule vard/fm270.aseachofthesecorridorsisuniqueandcarriesitsownsetoflimitaons, challenges,andopportunies,ideasforstreetscapeimprovementswillbedelineated individually. 6.3 NASAParkway Electedandappointedocials,constuents,andstahaveaemptedthroughthe yearstoenhancenasaparkway,the GatewaytoNASA, andtransformtheolder,less aracve,disjointedcorridorintoavibrant,upscale,aracve,themacallyunied roadway.thiseorttoimprovenasaparkwayhasbeenreinforcedbythecompleon ofthenasaparkwayrevitalizaonplan,amixedusedevelopmentplan.(figures6.4& 6.5)ThisgoalofachievingredevelopmentonNASAParkway,oneoftheoldestcorri dorsofthecity,remainsasubstanalchallenge.thisgoalareaainable;however,it willbebothcostlyandmeintensive. 7 2.Constructpedestrianwalkwaysandsharedusepaths F6.8EB B(FM270) 3.ConnuetoworkwithTxDOTforthecompleonofagreatstreet/completestreet foregretbayboulevard 6.6RegionalProjectsIncorporangStreetscapeImprovementsVia EconomicandCommunityDevelopment ThefutureofWebster smajorroadwaysisedtoeconomicandcommunitydevelop ment,ascorridorenhancementsrequirecapitalinvestment.regionalexamplesthat transformfocusedareasordistricts,includingtheirallimportantcorridors,abound withinthegreaterhoustonmetropolitanstascalarea.intheexamplesofthenas saubaytownsquareandgreatereastend,theroadwayswererevitalized,modern ized,andtransformedinconcertwithnewdevelopment NassauBayTownSquare Nearby,theCityofNassauBayiniatedaneconomicdevelopmentprojectcalledNas saubaytownsquare,a31acremixedusedevelopment.thispremierproject,which commencedin2008throughthecreaonofamanagementdistrict,featuresa313 unitluxuryapartmentcomplex,a176roommarriothotel,thesaturnoneocebuild ing,extensiveretailcommercialvenues,andnewcityhallfacilies.theforthcoming projectswithinthedistrictinclude600,000squarefeetofocespace,73,000square 73

8 F6.9NBT S feetofretail,anda27,000squarefootconferencecenter.aprojectofthiscaliber, whichtotals$150millioninnewinvestment,requiresasubstanalamountofinfra structureimprovements,includingthedesignofgreatstreets,ulies,landscaping andotherimportantsitework.inparcular,saturnlanefeaturesa210footlongline arparkthatiswithinthe60footwiderightofway.thelinearparkincludesaninterac vepublicartpiece,waterfeatures,aerospacethemedpublicart,sidewalkwithquali typavers,andsuperiorlandscaping.thispublic/privatepartnershipproject,withits elevateddesignstandards,constutesahighqualitymasterplanneddevelopment. Certainly,thisprojectrepresentsamajorimprovementfortheNassauBaycommunity, whichhasrevitalizedastagnantcommercialandoceareaofthecity.themajor piecetothesuccessofthisprojecthasbeentheestablishmentofthenasaareaman agementdistrict.thismanagementdis trictassessespropereswithinadened areaforthesolepurposeofimproving andfosteringeconomicdevelopment. TheNassauBayTownSquareisvigor ouslyllingupitsretailspacewithnew restaurants,leasingocespace,and generangstellartracandsalestaxin thecityofnassaubay.(figure6.9) GreaterEastEnd NavigaonStreetImprovements TheGreaterEastEnd,locatedeastofdowntownHoustonwithmajorcorridorssuchas NavigaonBoulevardandHarrisburg,iniatedarevitalizaonprojectthroughaman agementdistrictcreatedin1999.whilethiswarehouseandcommercialdistrictour ishedpriortothe1980s,itwasindireneedofinvestmentandtransformaon.the GreaterEastEndManagementDistricthasbeeninstrumentalinleveraginga$5million granttotransformnavigaonboulevard,whichistheprimarycorridorforbusiness. 74

9 ComponentsoftheNavigaonBoulevardtransformaonincludemyriadaracveen hancements,suchasarscbenches,publicart,bikeracks,specialpavers,themac trashreceptacles,solarlighng,linearpark,aracvelandscaping,anddistrictbrand ing. Eectsofthemanagementdistrictimprovementsincludeincreasedprivateinvest ment,businessrecruitment,andcreaonofacommunitygatheringplace.newbusi nesses,suchaseltiempocanna,walmart,cvs,andtoutsuitecoeehouse,bringa signicantreturnoninvestmenttoanareathatwasformerlydistressed.now,justun der100,000peopleresideinthearea,enjoyacviesandspecialeventsinthepublic areas,andconductbusiness.thegreatereastend,withitshistoricestotheport, 75

10 F6.11EC WEM railroad,andoilindustry,hasretainedvesgesofitsremarkablepastthroughvarious designelementsforthestreetscape,whilerevitalizingthedefunctwarehouseand commercialdistrictintoaunied,vibrant,aracve,andsafeenvirons.withoutthe proacvecreaonofthemanagementdistrict,itisunlikelythatthetransformaonof thegreatereastendwouldtranspire(figure6.10) 6.7 GatewaySignage Whiletherearemanymethodsofbrandingamunicipality,suchasWebster,oneofthe mostcompellingmodesisgatewaysignage.whengatewaysignageisinstalledonma jorcorridors(entrancesandexitsofthecity),certainiconicelementsarereinforcedfor residents,commuters,andvisitorsandincludelargeartthatisrepresentaveofthe region,arches,sculptures,signage,andlogo.currently,websterfeaturesgateway monumentsonbayareaboulevard,egretbayboulevard,andnasaparkway(figure 6.11) NASAParkway BayAreaBoulevard Highway3 FM270 76

11 Opportuniesexist,however,toaugmentgatewaysignagetoachievethemacunity andcreateamoreimpacul,highlyvisiblestatementcapitalizingonwebster saero spacepast,present,andfuture.(figure6.12) Ciesallovertheglobeulizegatewaysignageonmajorarterialstopromotetheir brand. OneexampleontheKatyFreeway(Interstate10)islocatedattheBunkerHill exit,whereatexasstarandmemorablehighwaymonumentsarelocated.thishigh waymonumentservesasalandmark,waynder,andbrandingtool.(figure6.13) 6.8 Single-familyResidenalEnhancement Webster sneighborhoods,botholdandnew,haveaributesthataremeless.some ofthesecomponentsincludequalitybuildingmaterials,landscaping,andneighbor hoodparks.eachofwebster ssinglefamilyneighborhoodsisuniquebasedoneraof construcon,density,locaon,andlotsize.theoldestsubdivisioninwebsteris Webdale/OldTownsite,whichdatesbackto1930butconnuedtodevelopunl2000. Incontrast,thenewestsubdivisionisEdgewater,whichcommencedin2006andcon nuestodeveloptoday.othercommunies,likegreenacres,featurehomesthat wereconstructedinthe1960sthroughthepresentme.asaresult,mostofthecity s singlefamilyneighborhoodshavenounifyingtheme;thestyleandageofhomesvary markedly,whichrenderthecommunityinteresngandvisuallyappealing.webster s mostrecentsubdivisionsaremasterplannedinthattheyhavecoordinatedthemes anddesignstandards.walnutplace,forexample,builtin2003,isbothacommercial andresidenalplanneddevelopmentthatincludesanoceparkontexasavenueand townhomesandsinglefamilydetachedresidencesontravisandbradcourt.likewal nutplace,edgewaterisamasterplannedcommunity.inthecaseofedgewater,ade functbrowneldwastransformedintoavibrant,sustainable,aracvesubdivision. AnanalysisofsinglefamilydevelopmentswithintheCityillustratethatmostresiden alhomeswereconstructedwithdurablematerials,suchasbrick,cementboard,and stucco.addionally,allofthesesubdivisionshave,orwillhave,aneighborhoodpark withintheirsubdivisionboundaries,whichallowqualityoutdoorspaceforchildren, family,andfriendstoenjoy.whilemostofthecity sneighborhoodsdonotlookho mogenous,inthattheyhaveauniquelook,thehomes,ingeneral,wereconstructed withmasonryrequirementsthattcurrentstandards. Therearechallengesandopportuniesforenhancingthemunicipality ssinglefamily residenalneighborhoods.inlldevelopment,propertymaintenance,andconnued construconarekeytoimprovingthecity sresidenalsector.webdale/oldtownsite andgreenacresfeaturesomevacantlotsthatareopportuneforqualityinlldevelop ment.thepotenalexists,too,forredevelopmentofsomeolderhomesthatinvite newinvestment.oenmes,withestablishedsubdivisions,therearemaintenance issues,suchasdilapidatedfencing,overgrownvegetaon,andunsightlysecondary structures.inthecaseofedgewater,whichholdsgreatpotenalforconnuedhigh quality,singlefamilydevelopment,boththedeveloperandhomebuilderswillabide bydesignstandardsadoptedin

16 F6.16UKD T DistrictThemes Districts,orareasthatareregardedasdisnctunitsbasedonparcularcharacteriscs, canbeviewedasopportuniestocapitalizeonposioning,branding,andmarkeng importantassetswithinacommunity.oenmes,districtscanbefurtherdenedand promotedwithenhancementsthatareuniquetothedistrict,suchassignage,artwork, design,andlandscapeamenies.someregionalexamplesofwelldened,compelling, vibrantdistrictsintheregionincludehouston smuseumdistrict,whichincludes20 museumswithina1.5mileradiusthataccommodates8mvisitorsannually,and Houston stheatredistrict,establishedtomarketthe17blockareawithnineperform ingartsorganizaonsto2mvisitorsannually.thesetwodistrictsarereadilydelineat ednotonlyinmarkengmaterialsbutalsobytheirthemacstreetanddireconal signage,architecturalaccoutrements,landscaping,andparking.anotherhoustonarea district,upperkirby,isreadilyidenableforitsvibrantredcolorscheme,brishstyle arfacts,successfulbusinesses,andaracveresidences.(figure6.16) Webster,too,hasdeneddistrictsthatcouldbenetfromfocused,themacenhance ments.thenasaparkwaydistrictisdenedgeographicallybutnotthemacally.op portuniesexisttorevitalizeandbrandthisiconiccorridorwithspacethemedartand signage,amidnewinvestmentanduniformdesignstandards.asthegatewaytonasa, 82

17 thenasaparkwaydistrictisidealforinsllingtheaerospacethemeineveryimagina bleway.webster smedicalsectorconstutesoneofthecity smostvibranteconomic enginesandshouldfeatureenhancementswithinthetwomileareathatfurtherdene andpromotethecity sinvaluable,thrivinghealthcareindustry.as1.8mvisitorsare accommodatedbywebster smedicalsector,thisdistrictoersastrikingopportunity tocapitalizeonitsworldclasshealthcareoerings. F6.17OU LTA 6.10 UlityEnhancement WhileWebsterrequiresundergrounduliesfor commercialconstuents adoptedfromanordi nancein1998,thecityfeaturesanextensive,un sightlyarrayofoverheadulitylinesthatcontrib utetovisualblight.theseulitycorridorscanbe overgrownwithweedsanddebris,whichaddto theoverallunsightlyview.asthehouston GalvestonRegionexperiencesweatherevents, suchashurricanes,buriedulitylineswouldpro videbeerproteconfrompowerfailureand greatlyenhancethevisualappealofthecity. (Figure6.17) Oponstoameliorateulitycorridorsandoverheadulitystructures 1.WorkwithCenterPointEnergytoestablishacostfortheseimprovements.While CenterPointEnergywillnotpaytoburylines,thecompanywillprovidecostes matestofacilitateplanning.thecitycanthendeterminewhichareaswillresultin thebestreturnoninvestment.inthecaseofanareasuitableforamanagement district,themanagementdistrictcouldprovidefundingforthegoalofremoving unsightlyoverheadpowerlines. 2.Relocateoverheadulitylinestoalleysandrearofproperes,wheneverpossible CommunityBuilding Theprocessofenhancingacommunityisnotsolelyaboutbuildings,streets,parks,and visualappealbutalsoaboutrelaonships partnerships,events,andacviesthat propelacityinposivedirecons.oneofwebster ssignatureannualeventsisthe4 th ofjulycelebraonattexasavenuepark.otherrecurringannualeventsincludethe CitywidecleanupandEasterEggHunt.TheWebsterFireDepartmentrecentlyiniated areadingprogramatmcwhirterelementaryandhasbeenengagedformanyyearsin reprevenonandtrainingforresidentsandbusinesses.(figure6.18) 83
