The Political Process in the Employees Pension Fund Abolition : Role of the Advisory Body Jun Fukuda In this paper, the AIJ investment advisory incident in 2012 and the subsequent abolition of the employees pension fund (Kousei Nenkin Kikin) is questioned by analyzing the private advisory body, the council subcommittee, and the ruling Democratic Party at the time. The results show that the private advisory body (advisory council on asset management and financial management, such as employee s pension fund) believed the employees pension fund must be continued, while the Democratic Party and the council subcommittee (technical committee on employee s pension fund plan installed in social security system council pension subcommittee) argued that the employees pension fund should be abolished. The latter opinion was realized. Furthermore, the probability may exist that the number of private advisory boards will increase as a result of the decreasing number of official councils due to administrative reform, and important issues are found in respect to administrative governance.
