Abstract The concept of the state language (Staatssprache in German) was born in societies with multilingual language-problems. It has characters of the legal and language policy aspects. State language has roots different from national language, which was based on nationstate. This means that state language is different from national language. This Staatssprache was defined in the German-speaking countries in the mid-19th century. In the first half of 20 th century, it was translated by Koichi Hoshina as "state language" in Japanese. And in the second half of 20 th century, Katuhiko Tanaka brought up a concept of state language again. This paper has aims to clarify the concepts of state language by arguing the history of concepts of state language by the German-speaking countries, Koichi Hoshina, and Tanaka Katuhiko. 20
