Policy making and previous studies of film producer has been increased. It is generally considered that the difference of producer systems caused U.S. growth and Japans decline of film industry and that producing the selected movies by film producer impels growth of the industry. In this paper, we are going to redefine the film producer through inspecting their historical transition and actual situation of their creative control to film making. And also, we are going to study on the independent producers, most of who are entrepreneurs. They are producing a lot of films and giveing the more choices for user of films. Furthermore we take important notice on the fact that increasing the consumption channels of the movie give the more opportunities for consuming movies, consequently the film industry shifts the growth.
