A Study on the Police Bujutsu (martial arts) in the period of The Liberty and People s Rights Movement The relation between the activities of the associations of The liberty and people s rights movement and the police bujutsu in Japanese Meiji era Akira Yuasa Abstract This paper aims to study that the police had promoted Bujutsu (martial arts) in the period from around 1889 to 1890. It was also the same period that the liberty and people s rights movement as the resistant movement to the Meiji government had activated. In this paper, I examined descriptions in The history of police that the police headquarters of 47 all over Japan local governments published in detail, and elucidated the actual situation of police martial arts between the same periods. The results of this study were as follows : 1.The associations of the liberty and people s rights movement made use of martial arts for cultivating the offensive spirit to the government. The police that had the role to maintain public order would weaken the power of the resistance by enticing the excellent players and coachers of martial arts away from the associations. 2.As a method to entice the martial artists, the police often sponsored many fencing meets and employed the excellent players and coachers. The police sometimes sponsored the meeting of the national scale and picked out the excellent martial artists. 3.The police and government advertised the promotion situation of martial arts in the police as the public order maintenance organization by using the media such Faculty of Health, Budo and Sports Studies, Tenri University
2 as newspapers carried the situation of training and the meeting of the martial arts. The interest of people was guided to the police martial arts, as a result of public opinion instruction by the media. 4.I conclude that this strategy of the police and government is considered to be a form of The monopoly of the violence proposed by Norbert Elias and the other sociologists.
