Core Ethics Vol. Care Workers and Home Helpers as the Origin of Elderly Care: Activities at Elderly Nursing Homes SHIBUYA Terumi Abstract: In previous studies, it has been assumed that care workers are merely unqualified replacements for professional nurses during nursing shortages. This study, based on an examination of documents of elderly nursing home officials from the beginning of the s, takes issue with the accepted view, arguing that care workers have been the best suited for offering living support to elderly people, as shown by the following three research results. First, the research shows that care workers were trained through instruction sessions and hands-on practice and that they were regarded as having an important role in providing living support to elderly people. Second, it was elderly nursing home officials who established and expanded the system of using home helpers to provide living support at elderly people s homes. Third, care workers at elderly nursing homes and home helpers provided living support even to elderly people who required special medical care. The research shows that care givers at nursing homes and home helpers were trained workers with a central role in the difficult work of providing living support to elderly people, including medically frail elderly people.
