Civil Conflict over North Korean Policy Associated with the Sinking of the Cheonan The significance of activities of civic groups in Korea has received huge attention by democratization, especially through participatory government, and the activities to keep the diverse values and lifestyles inherent in the civil society by themselves became much vitalized. Despite this positive and meaningful change, the conflicts between Korean society and civic groups have tended to become violent in Korea recently. Especially, views about foreign policy issues are divided between Progress and Conservative, left and right, so in each assembly of the groups, expressions of extreme and hostile politics can be seen frequently. Even if this situation is recognized as a phenomenon caused by Korean peculiarities such as its war experience and its status as a divided nation, this will lead to a problem of ideological confrontation with Conservative-Progress developed focusing on the attitude position regarding the current North Korea policy. Therefore, a reasonable redefinition of the terms, Conservative Progress based on political theory is desperately needed by the academia politics as well as the general public. In addition, most of the confrontation between the civic groups is developed in the bipolar and deflective position which differs from the original political neutrality and pure function purpose as the Civic groups, so there is a problem that the insistence of the civic groups resulted in confusion by being recognized as representing the concept of the terms, ConservativeProgress. In conclusion, this study aimed to examine differences between the original terms, Conservative and Progress which are used for dividing the political tendencies in Korean society. In addition, the current complications in using the terms, ConservativeProgress were explained. And at the same time, the effects of excessive conflict between Civic groups about the North Korea issues on the civil society and domestic politics were directly examined, and the direction that the sound civil society should pursue was presented.
