9 Steering committee September 8, th Student Formula SAE Competition of Japan: Procedures in the Event of a Typhoon, Lightning Storm, or Strong Winds 1. Decision and announcement to suspend the Competition or evacuate the Competition site (1) Decision - Headquarters staff of the Competition will determine whether it is necessary to stop or suspend the Competition, or to evacuate the site in the event of heavy rain, strong winds, a lightning storm, or a squall. - For safety, Headquarters staff of the Competition will also determine whether it is necessary to stop or suspend the Competition, or to evacuate the site in the event that heavy rain, strong winds, a lightning storm, or a squall is forecast. (2) Announcement of decision The decision to suspend or stop the Competition, or to evacuate the site will be made over the public address system and directly to each team through the stewards and faculty advisors. 2. Sites and procedures for assembly and evacuation (1) Evacuation in the event of heavy rain, strong winds (a typhoon), or a squall Evacuation site: Shizuoka Stadium (the area below the stands will be opened) Evacuation parking site: West No. 4 and West No. 1 car parks Evacuation procedure: (i) The teams should load their competition vehicle and maintenance equipment in the team pit onto their transport vehicle. (ii) The teams should take down their pit tent and arrange the tent and frame on the ground. The canvas tent should be secured with weights to prevent it from flying off in the wind. (iii) Each participant should move to the evacuation parking site in his or her own allotted vehicle (multiple people should travel in the same vehicle). (iv) Each team should assemble together at the evacuation site. (2) Evacuation in the event of a lightning storm (Same procedure in the event of heavy rain or strong winds) Evacuation site: Shizuoka Stadium (the area below the stands will be opened) Evacuation parking site: West No. 4 and West No. 1 car parks Evacuation procedure: 1 8

10 (i) The teams should store their competition vehicle in the team pit. (ii) The teams should take measures to protect their vehicle, equipment and so forth in the pit with covers and the like. (iii) Each participant should move to the evacuation parking site in his or her own allotted vehicle (multiple people should travel in the same vehicle). (iv) Each team should assemble together at the evacuation site. (3) When temporary assembly is required Assembly site: Each team pit Evacuation procedure: (i) The teams should store their competition vehicle in the team pit. (ii) If required, the teams should take measures to protect their vehicle, equipment and so forth in the pit from rain with covers and the like. Note: Depending on circumstance, evacuation should be priority than the storage of the vehicles and tents. 2 9

11 Steering committee September 8, th Student Formula SAE Competition of Japan: Procedures in the Event of a Major Earthquake in the Tokai Region 1. Decision and announcement to stop the Competition or evacuate the Competition site (1) Decision Headquarters staff of the Competition will determine whether it is necessary to stop the Competition or evacuate the site in the event that a major earthquake is predicted for the Tokai region. (2) Announcement of decision The decision to stop the Competition or evacuate the site will be made over the public address system and directly to each team through the stewards and faculty advisors. 2. Sites and procedures for assembly and evacuation (1) In the event that a general seismic observation is issued, the competition will continue. (2) In the event that an earthquake warning is issued, the competition will be stopped and all participants will return home swiftly following instructions from the Competition Headquarters. (3) In the event that a specific earthquake prediction is issued, the competition will be stopped and all participants will return home swiftly following instructions from the Competition Headquarters. The Competition Headquarters will relay information related to the public transportation situation. (4) If an earthquake occurs, the competition will be temporarily suspended and all participants will gather in the assembly areas. The Competition Headquarters will then issue further instructions. Assembly site: Each team pit Evacuation procedure: (i) The Competition Headquarters will obtain the situation of each team and take steps to protect life. (ii) The Competition Headquarters will make a further decision about resuming or stopping the competition. (iii) Information center will contact ECOPA office to check ECOPA Arena functions as the final evacuation site.. (ⅳ) Depending on circumstances, the ECOPA Arena will serve as the final evacuation site. 1 10

Extinction and procedures (1) Extinction activity/ Report Vehicle fire occurs Beginning of rescue and extinction 1. All vehicles are stopped at the safety position when the fire occurs. 2. Two staffs bring the fire extinguisher from a post that is the nearest the fire occurrence and they approach the vehicle. 3. The driver's escape is confirmed at the same time the fire extinguisher is used. 4. The fireproof clothes equipment members are prepared as the second extinction members. 5. The second extinction members extinct Dynamic event captain in control tower 1. Stop of all vehicles at the same time as reporting. 2. Close the course at the same time as confirming the safety position. 3. Approach to the vehicle and bringing the fire extinguisher to the post by judging the post to which it can assist in extinction. 4. Dynamic event captain keep the time and place which the fire occurs. 4. Report from the dynamic event captain through the secretariat (Information center) to the Headquarters. Extinction Security and current keeping 1. On-the-spot inspection by the Headquarters staff. 2. Report to fire departments. 3. Count number of fire extinguisher which is used and check the procedures. 4. Current keeping by taking photo. 5. Decision whether or not the vehicle can be moved. 17 Materials for Captains Meeting The 7 th Student Formula SAE Competition of Japan Event Secretariat 1. Reminders (1) In the event of an emergency If an accident occurs and an injured person requires transportation by ambulance, a faculty advisor or an equivalent person belonging to the affected team should accompany the injured party in the ambulance. This person should also promptly advise the Event HQ of the results of the physician s examination and the condition of the injured party by telephone (mobile phone: ). (2) Protesting competition rulings and judgments Under no circumstances shall protests to a judge against rulings during a competition be upheld. In particular, if a participant displays an antagonistic attitude towards instructions provided or judgments rendered by a judge during a competition, the offending participant shall either be penalized or expelled, depending on the circumstances. Any protests about rulings or the like shall be handled according to Formula SAE rules. If a participant wishes to file a protest, the prescribed protest form (handbook publication) should be obtained from the Event HQ, filled out, and submitted to the Event HQ. (3) Taking a vehicle offsite During the Event (with the exception of night time, when competitions are not held), if a competition vehicle must be taken offsite, the party involved should notify the staff of the Event HQ in advance, and provide information on how long the vehicle is to be offsite, the location to which it is going to be moved, and the mobile phone number where a responsible person can be contacted. If there is a change in the information thus submitted, the Event HQ should be notified without delay (4) Restrictions on entry to the dynamic event area Only competition vehicles displaying the three vehicle inspection stickers may enter the dynamic event area. Team members authorized to enter the area are limited to four persons or less, including the driver, and each of these persons should carry a Dynamic pass. In the area, team members should obey any instructions issued by the event staff. (5) Restrictions on vehicle movement and engine starting - In areas outside of the Dynamic Event Area, any motorized moving of a competition vehicle is strictly prohibited. If a vehicle must be moved in those areas, a push bar should be used. - In the Dynamic Event Area, engines may not be started unless instructed to do so by an event staff member. - Engines may be started in team pits if the vehicle has passed the technical inspections and satisfies the safety conditions set forth in the pit rules (2009 Formula SAE Rules D.13.5). Before 8:00 a.m. and after 6:00 p.m., engines should be started for idling only. (6) Fire extinguishers 16

18 A minimum of two fire extinguishers should be provided. In any team pit, at least one fire extinguisher should be maintained at all times. If a competition vehicle must be moved, it should be accompanied at all times by a fire extinguisher. (7) Fueling competition vehicles Competition vehicles may be fueled only at fueling stations designated by the Sponsors of the Event. Any fueling activity conducted by personnel other than the fueling staff is strictly prohibited. After fueling a vehicle and in a location isolated from the fueling station, the power switch should be turned on to activate the fuel pump and verify that there is no fuel leakage. To ensure safe operations, safety patrols shall be conducted by operating staff during the Event. If a member of a patrol offers a suggestion or advice regarding an operational hazard or a better way of accomplishing a given operation, team members are requested to comply in a timely manner. The absolute imperative being the smooth execution of the Event without accidents, the cooperation of all teams is essential. 2. Flow of competitions (1) See Attachment (handbook publication) for the flow of competitions, competition timings, and the like. (2) Competition schedules are subject to change due to unforeseen circumstances. If there is a schedule change, the information shall be posted on the notice board at the Event HQ and announced by broadcast and mobile phone text messages. (3) All drivers should attend drivers meetings on braking and practices (Drivers Meeting (1)). Drivers participating in the acceleration, skid-pad (Drivers Meeting (2)), autocross (Drivers Meeting (3)), and endurance competitions (Drivers Meeting (4)) should attend the respective drivers meetings without fail. 3. Competition-related reminders (1) Static competitions (presentation, design, and cost reviews) Strict adherence to competition schedule. These competitions shall be conducted according to the schedules that are announced in advance. Participants should report to the area in front of the competition venue ten minutes before the scheduled time. Please submit notification of revisions to cost report in a registration. (2) Vehicle inspection and practice runs (a) Signing up Vehicle inspections and practice runs shall be conducted in the order in which the participants sign up at the respective venue. Vehicle inspections (technical inspections) conducted on or September 11 shall be performed by reservation. Reservations should be made by notifying staff members at the vehicle inspection venue in advance. (b) Practice runs - The duration of a practice run shall be five minutes per team. However, this may be subject to reduction if congestion develops.in some cases, priority may be given to teams participating in the event for the first time. 17

19 - Since the main purpose of a practice run is to provide an opportunity for drivers to become familiar with the vehicle and for tuning of the vehicle, practice runs for competitions should not be conducted. In particular, excessive acceleration or turning that causes the vehicle to touch a barrier is strictly prohibited. - If a team fails the brake inspection, a practice run shall be permitted if instructed by the vehicle inspection staff or if the team wishes to verify adjustments before a re-test. In this case, however, the team must not engage in runs other than for brake performance verification. (c) Meaning of flags used during brake inspection and practice runs Green (braking test and practice run): Start Red (practice run): Stop immediately (because of an abnormal situation or expiration of running time) (3) Dynamic competitions (a) Signing up Teams participating in a dynamic competition should move their vehicles to the waiting area, declare their intention to participate in the competition to the staff members, and comply with any instructions issued by staff members. (b) Types of operations allowed in the waiting area The only operations allowed in the waiting area are adjustments to tire air pressure and tire replacement. It is prohibited to bring tools not relevant to these operations into the area. Before performing any of these operations, the team should request instructions from competition staff members. (c) Order of competitions The order in which competitions are to be run shall be according to the competition flow provided in the attached materials. However, each team may choose the order in which it performs the acceleration and skid pad events. (d) Running order The running order during dynamic competitions shall be the order in which teams sign up. The running order for endurance competitions, however, shall be determined by the results of the autocross competition. The teams shall be divided into groups, and the running time shall be specified within each group. The running order and schedule for the endurance competition shall be given out at the conclusion of Drivers Meeting (4) on September 10. Teams should report to the endurance competition venue at least 10 minutes before the scheduled starting time after completing fueling and signing up. (e) Competition times In principle, the allotted time for a competition shall not be extended. (f) Execution of competitions in rain In the event of rain, the Event HQ shall determine whether competitions shall go ahead using rain tires, or whether dynamic competitions shall be canceled, postponed (to another time within the period of the Event), or suspended, based on the conditions of the track and weather forecast. The results of this decision shall be posted in front of the Event HQ and announced by broadcast. (4) Automatic measurement Acceleration shall be measured automatically by photoelectric switch. The skid-pad, autocross, and 18

20 endurance events shall be measured automatically by transponders (transmitters) mounted on the driver's arm. Transponders shall be loaned to participating teams at the Warehouse after the team has passed the vehicle inspections. Upon conclusion of the dynamic competitions, the transponders should be returned to the Warehouse without delay. If a transponder is lost or damaged, the team to which the equipment was loaned shall be charged for its cost. (5) Group photos Group photos of teams and staff members shall be taken between 10:15 and 11:15 on September 12, in the Practice Track area in the Dynamic Event Area. If possible, it is requested that all members of each team report for the photo taking. (6)Exchange Opportunities An exchange Opportunities shall be conducted between 14:00 and 15:00 on September 12 in practice area. (7) Award ceremony An award ceremony shall be conducted between 15:00 and 16:00 on September 12 in practice area. It is requested that as many team members as possible attend the ceremony. 4. Miscellaneous (1) Traffic rules in the Event site (a) Vehicles shall drive on the left on all routes in the Event site. (b) Vehicle transports should not enter the pit area in reverse. (2) Nuisance Teams should not act in an inconsiderate manner toward other teams while in the Event site, and should not cause nuisance in areas in the vicinity of the site. (3) Hyperthermia Because a hot day can continue, please supply water enough. (4) Influenza We will request that FA understands the state of health of the team member enough.
