3 1Purpose Based on the "SEG Green Purchasing Standard for Production Material," these guidelines describe how to use the software tool to respond to the controlled chemical substance content survey. These guidelines are intended to provide the information you will need to complete and submit the survey. Note As a member of the Japanese Green Procurement Survey Standardization Initiative (JGPSSI) workgroup, Seiko Epson Corporation has adopted the JGPSSI's standard survey tool for gathering information about the controlled-substance content of supplier products used in Seiko Epson Group (SEG) products. Although based on the JGPSSI's standard survey, the "SEG Survey Response Tool" also contains SEG-specific items. Ref.) The Japanese Green Procurement Survey Standardization Initiative (JGPSSI), a consortium made up of 50 Japanese electronic equipment manufacturers, is working jointly with the EICTA (European Information and Communications Technology Association) and the EIA (US Electronics Industries Alliance) to develop global standards for green purchasing surveys. 2Scope Falling within the scope of the survey are all production materials that make up a product of the SEG. Note Vendors will also be asked to respond retroactively for existing production materials that the SEG has already decided to use and that vendors are supplying. Packing materials used for transport and storage do not fall within the scope of this survey. 3Survey Response Method Please use the SEG survey response tool to report the controlled-substance content of new and existing production materials delivered to the SEG. The controlled substances are set forth in "SEG Green Purchasing Standard for Production Material." The only thing you, the vendor or supplier, are required to provide is a.csv file created using the SEG survey response tool. In this survey, you are asked to provide content information down to the chemical substance group. Where possible, however, the SEG would like you to provide information down to the breakdown substance. However, for SEG additional controlled chemical substance group, enter only the chemical substance group. Note Here, "content" and "include" mean the intentional addition of a chemical substance to provide the product with functionality or features deemed necessary for the product design or manufacture. Naturally occurring impurities and residual solvents, unreacted monomers, and other residual substances from a common industrial precision manufacturing process are not considered to be intentionally added. "Content information" refers generally to information indicating the presence or absence of a substance, the amount contained, parts where substance is included, and purpose of inclusion. Production materials are classified as either "new" or "existing." Production materials delivered on or before February 28, 2003, are considered to be "existing production materials." Production materials accepted after February 28, 2003, are considered to be "new production materials." For information on the SEG survey response tool, see "4. SEG Survey Response Tool Overview." For information on entry items, see "5. Using the SEG Survey Response Tool." For information on creating.csv files, see "Appendix 5: Survey Response Format Creation Manual." 4 SEG Survey Response Tool Overview The SEG survey response tool consists of the three parts listed below. A maximum of 100 production material items can be entered per file. Basic Information Survey: General survey to provide information about SEG, the vendor, production materials, and chemical substances included in materials. Chemical Substance Survey (1): Information on the inclusion of chemical substance groups Chemical Substance Survey (2): Information on the inclusion of breakdown substances Note When providing information on chemical substance groups, information can be entered directly into the Chemical Substance Survey (1) file. Data provided for breakdown substances in Chemical Substance Survey (2) breakdown substances is automatically tabulated and displayed in Chemical Substance Survey (1). Chemical substances are listed in "Appendix 1: Chemical Substances Group List." Breakdown substances are listed in "Appendix 2: List of Breakdown Substances." 2

Then, click the Input button under the "List A Substances" column. If the production material contains none of the chemical substances, enter "0". The survey is complete. (2) Chemical Substance Survey Items that apply to both existing and new production materials The Chemical Substance Surveys are used to obtain information on chemical substances included in production materials. Chemical substances need to be specified at least down to the substance group unit based on "Appendix 1: Chemical Substance Group List." Where possible, however, please provide the breakdown substance based on "Appendix 2: List of Breakdown Substances." 5

7 (a) Total sum (content on Group Level) Enter in number of milligrams of a chemical substance contained per specified unit (the unit selected in the "Unit" column of the Basic Information Survey) of the production material. Round the figure up or down at the second significant digit (so that the third digit is rounded to the nearest whole number). Ex.) 2549 mg would be rounded to 2500 mg mg would be rounded to 1.1 mg mg would be rounded to mg 0.1 mg would be rounded to 0.10 mg (b) Application Enter the name of the application (part or location) that contains the chemical substance. Use either the generic name of the application or the name your company uses to identify the application. If the same chemical substance is included in multiple applications, enter the name of the main application. Please refer to the following examples. Note An "application" is defined as an item shown in a structural drawing of the part or product in question or listed in the bill of materials for the part or product. Production materials procured by the SEG are categorized as follows. Devices and OEM products (finished products and electric/electronic device products procured on an OEM basis, etc.) Entry ex.) chassis, upper case, cable, board unit, manual, etc. Assembled electronic parts (unit electronic parts, power supply board, interface board, etc.) Entry ex.) stacked ceramic capacitor, electrolytic capacitor, printed circuit board, solder for assembly. Single electronic parts (single parts denoted by the symbols L, C, R, etc. in electronic circuit diagrams) Entry ex.) ceramic material in stacked ceramic capacitor, internal electrode material and external electrode material, lead wire of electrolytic capacitor, electrolytic fluid, sealing material, and electrode foil. Mechanical part (parts such as screws and chassis that are formed by processing a material and that do not have electrical functions) Entry ex.) ABS, PS and other plastic materials; SECC, SPCC and other steel sheet and rod material, etc. Raw materials (raw materials for plastics, steel sheets, rod material, etc.) Entry ex.) Surface, within raw material. Process materials (materials used in manufacturing processes such as solder and marking ink) Entry ex.) Within material. Packing material (wrapping paper, cardboard, plastic, tape, marking label, fastener, cushioning material, desiccant, and other material for transporting and storing device products, electronic components, and so forth) Entry Ex.) Surface, within material, marking ink. (c) Purpose of use: Enter the purpose for which the chemical substance is used. Ex. 1) Stabilizer, plasticizer, colorant, flame retardant, rust prevention, solder component, etc. Ex. 2) Primary component, thermal stability enhancement, electrical property enhancement, mechanical property enhancement, etc. Ex. 3) Impurity (if the content ly exceeds the threshold value), etc. (d) Method of entering SEG additional controlled chemical substance group: If included in your product is a chemical substance listed in Table 1 "SEG additional controlled chemical substance group" (see Appendix 1 Chemical Substance Group List), click the "Input button" on line C99 Other in the Chemical Substance Survey (1), and enter it on Chemical Substance Survey (2). 6

8 6Survey Response Procedure Procedure for new production materials (1) Download the most recent SEG Survey Response Tool from the Seiko Epson Corp. (2) Enter the required chemical substance content information into the following worksheets in the SEG Survey Response Tool: Basic Information Survey Chemical Substance Survey (3) Send the completed.csv file by or on a floppy disk or other storage medium to the person in the SEG Group who requested the survey. Use the following file naming convention when submitting your file: "new" + "vendor name" + "date".csv For example, if Widgets Corp. submits a completed new production material survey on March 1, 2003 the filename would be as follows: newwidgets csv. Note: Trading companies and distributors need to survey the manufacturer. Completed survey files should be submitted using the trading company or distributor name. (4) SEG reviews the data using a data checking tool. * Screen capture of a sample.csv file 7

9 Procedure for existing production materials (1) SEG fills out the vendor and production material information in the SEG Survey Response Tool. (2) After entering the required information, SEG sends the.csv file created using the SEG Survey Response Tool to the vendor by or on a storage medium. (3) The vendor enters the required chemical substance content information into the following worksheets in the SEG Survey Response Tool: Basic Information Survey Chemical Substance Survey (4) The vendor returns the completed.csv file to the person in SEG from whom the request was received, by or on a floppy disk or other storage medium. Note: Do not change the name of the file. Note: Trading companies and distributors are asked to survey manufacturers and to organize.csv files for submission, using the manufacturer's name for the returned file. 10 7Notes on Chemical Substance Survey (1) Content level in responses For intentionally added substances, please provide the exact amount of content level instead of the "threshold value." If the concentration of the following unintentionally included substances is equal to or greater than the level indicated below, please provide the amount: Cadmium: 75 ppm Lead (only in plastics): 100 ppm Lead (excluding in plastics and including solder), mercury, chromium VI: 1000 ppm Chemical substances for which no response is received will be considered to have been unintentionally added. (2) Calculation of content level Content figures may be actual measured values or theoretical values, calculated values, or design values. If the content level has a wide variation according to manufacturing lot, please provide the general maximum value, or the mode or average value. When calculating the content level of a part, include the chemical substances contained in purchased parts and materials that comprise the part, not only the substances included in the manufacturing process. (3) Metals and metal compounds For metal compounds, please provide content values that have been converted to a metal element amount, instead of the amount of included compounds. You can convert values to metal elements by multiplying the molecular weight of the compound by a conversion factor. Representative conversion factors are provided in "Appendix 2: List of Breakdown Substances." In the case of metal alloys, please enter the amount of chemical substance included in the alloy. For chemical substances not listed in "Appendix 2: List of Breakdown Substances," please look up the conversion factor, perform the calculation, and enter the amount. Ex. 1) Ex. 2) The amount of antimony when antimony trichloride (sbcl 3 ) is included is expressed by a value found by multiplying the amount of antimony by the conversion factor (antimony trichloride) 100 mg x = 53 mg (amount of antimony) In the case of eutectic solder, please provide not the solder amount (mass) but the amount (mass) of lead contained in the solder. Note Nickel compounds and chromium compounds do not include metal nickel or metal chrome. Therefore, metal nickel and metal chrome found within alloys such as stainless steel are exempt from the survey. Exclude oxide layers and so forth that reside on a metal surface in the normal state. (4) Chemical substances used in processes You do not need to include solvents, cleaning agents, foaming materials and so forth that are used in the manufacturing process but that do not remain on products. (5) Precautions The following items often contain the substances that are the focus of this survey, so please check them especially closely. Lubricants such as grease that are used with bearings, levers and in other components having moving parts Flame-retardants in resin materials Polyvinyl chloride, flame retardants and stabilizers in lead wire jackets (cladding) Special metals (alloys) used for electrical lubrication of contacts and so forth Additives in belts, rollers, bushings, tubes, and other rubber parts Paints, varnishes, and other materials used to mark color codes and so forth 9

11 (6) Chemical substances consisting of multiple chemical substances A chemical substance that is made up of multiple chemical substances is considered to fall under the category of each substance it contains and, hence, requires that you provide information in accordance with the component percentage. For example, if a chemical substance includes lead chromate, the you would enter the amount of lead in the "Lead and its compounds" column and the amount of chromium VI in the "Chromium VI compounds" column. (7) Azo compounds Certain azo dyes and certain azo pigments are subject to control. Specifically controlled are those that give rise to certain cancer-causing amines [listed in "Appendix 3: Certain Amines (Formed Through Cleavage of One or More Azo Bonds)"] in the process of using a product designed such that it is constantly touched by the user. Therefore, assembled electronic and electric components inside a case, for example, are not subject to control, as they are not in constant contact with users. 8Additional Clause (1) Revision and withdrawal This standard shall be revised and/or withdrawn based on the Seiko Epson Group Green Purchasing Standard (No. C3A1-02-1).
