Sulfuric acid discharged from acid sulfate soil causes acidification of river water. In pyrite distributing areas within the lower basin of the Sebangau and Kahayan rivers in Central Kalimantan, Indonesia, the water of the rivers as well as canals in the rainy season showed much higher acidity and a higher concentration of sulfate ions than in the dry season. According to the interviews with local inhabitants in sulfuric acid polluted areas in Paduran and Pangkoh, we found that river and canal water in the rainy season in these areas was not available as drinking water and thus they avoided using river water for drinking in the rainy season. Although selectivity of water was similar for the local inhabitants of the two villages, awareness about the risks of sulfuric acid pollution for human health proved to be quite different between the two villages. Appropriate educations as well as technical supports to use good quality ground water are immediately necessary in this area. Water chemistry of the Tengi River, North Selangor, Malaysia, showed the local maximum of SO4 2- /Cl - ratio within the river after the beginning of land use change of the peat swamp forest, implying the risk of sulfuric acid pollution in this area. Balance between natural forest and anthropogenic affected area will be important in order to avoid the large scale sulfuric acid pollution in the basin. 1. 目的 東南アジアの熱帯林地域は オイルパームや天然ゴムなどのプランテーションや農地への土地利用転換 大規模な森林火災による森林の焼失などにより急速に失われつつあるが 熱帯林の攪乱はその地域の水資源の劣化を引き起こしており その水資源を直接利用して生活する人々にとっては深刻な問題を引き起こしている とくにインドネシアやマレーシアに広く分布する泥炭湿地林 1) においては 土地利用転換の際の排水や泥炭火災によって泥炭層が失われ 大気炭素濃度の増加に拍車をかけているとともに 泥炭層の基底層に含まれるパイライトの酸化により 酸性硫酸塩土壌が広域的に見 139
2 られるようになり ここからの硫酸の流出によって陸水圏が広域的に強酸性化する問題が深刻となっている 2 )3 ) 熱帯泥炭林が分布する地域の農村では 陸水が重要な水資源となっており 水資源の質の劣化が これを飲用水や生活に直接利用している地域住民の人間生活にも深刻な影響を及ぼしている 本研究では このような陸水圏の硫酸汚染が深刻な地域において 土地利用形態と地域単位での水資源の化学的特性の評価により地域間の共通性と地域特異性について検討し 理想的な土地利用形態と水資源利用のありかたについて検討するための基礎資料を提供することを目的とした現地調査を実施した ここで得られた基礎資料をもとに 自然科学的基礎データと住民の水資源に関する意識調査から 土地利用のありかたと管理手法を検討した 最終的には 東南アジア地域の理想的な水資源管理のありかたを検討し 生活に利用する良質な水資源の確保により広義の食の安全を達成するためにこの成果の活用を検討したい 2. 研究方法 本研究では インドネシア 中央カリマンタン およびマレーシア 北セランゴーの泥炭湿地林地域 ( 図 1) において 河川流域の水環境の把握 流域の土地利用の現況と土地利用改変の把握 地域住民の水資源の利用形態や水質に関する意識調査を行った インドネシア 中央カリマンタンは 1995 年のメガライスプロジェクト (1999 年中止 ) 以来 泥炭地の排水 焼畑による農地化が進んだ これと同時に森林火災や泥炭火災が頻繁に発生し 広域的な環境問題を引き起こしている 移民政策でこの地域に定住した人々は 当初は農業で生計を立てていたが 泥炭層の消失に伴って 基底層のパイライトの酸化が進み やがて土壌が強酸性化して作物の収量が著しく低下した これが 森林の違法伐採や河川での金採掘による水銀汚染の問題を引き起こしている 一方 マレーシア 北セランゴー地域には泥炭湿地林があり 天然に近い形で残されているが 近年 森林の周辺部分がオイルパームプランテーションとして土地利用改変されつつある 本研究では これらの地域における水資源について 特に硫酸汚染が住民に及ぼす影響との関連で調査を行った マレーシア北セランゴー 図 1 インドネシア中央カリマンタン インドネシア 中央カリマンタン およびマレーシア 北セランゴーにおける調査地域の位置図 ( 1) 河川流域の水環境の把握 インドネシア 中央カリマンタンでは Sebangau 川および Kahayan 川について Sebangau 川に 140
3 おいては河口から最上流部までの約 160km 区間 Kahayan 川においては河口から約 300km 上流までの区間で水質を1-3km 間隔の精度で調査した この地域は泥炭湿地林の土地利用改変や森林火災に伴う泥炭の消失により 硫酸汚染が深刻な地域である また マレーシア 北セランゴーでは Tengi 川の河口から最上流部 (Bernam 川からの分流点 ) までの区間において 約 1km 間隔の精度で水質調査を行った この Te n g i 川では 河口から 17. 5k m の地点に堰および分流点があり ここで下流部と上流部に分けられる 下流部は感潮域となっており 海水の侵入が認められる このような精度の高い全流域を網羅した水質調査により 流域の土地利用が河川水質に及ぼす効果を抽出することができる 特に先行研究 4 ) 5 では SO4 2- /Cl - 比を用いて陸域から河川への硫酸流入の実態を明らかにすることができた ここで 調査対象地域においては SO4 2- は陸域と海水から供給されるのに対して Cl - は海水から供給される そこで この両者の比を取ることによって 陸域から供給される硫酸イオンの割合を定性的に評価することができる 質量比で 海水における SO4 2- /Cl - はおおよそ 0.1 であるので この比がこれより大きな値を示した場合には 陸域からの硫酸イオンの負荷が認められると判断される (2) 流域の土地利用の現況と土地利用改変の把握土地利用の改変 特に農地への転換や森林火災が河川水質に及ぼす効果を明らかにするとともに 河川水質の変化から流域の土地利用転換の実態を把握する試みを行った 本研究では 特にマレーシア Tengi 川において 土地利用転換事業の開始前後での水質変化を SO4 2- /Cl - 比を用いて解析し 事業に伴う硫酸汚染の影響を抽出することを試みた (3) 地域住民の水資源の利用形態や水質に関する意識調査インドネシア 中央カリマンタンの Sebangau 川および Kahayan 川の流域の水質調査から 主に下流地域では 硫酸汚染が深刻であることが明らかになっている 4 )5 ) K a h a y a n 川の下流域にある Pangkoh 村 および Sebangau 川下流域の Paduran 村の 2 つの農村において 生活に利用する水資源に関する意識や硫酸汚染の危険性に関する住民への意識調査を行った 6) ここでは 各村の家庭を訪問し 雨季と乾季における飲用水などの生活に利用する水をどこから得ているのか 水質に関してどのような評価をしているのか 硫酸汚染を中心とした水環境汚染の危険性に関する認識の程度はどの程度あるのか についてアンケート調査を行った 本研究では この意識調査の結果を踏まえ 地域住民が生活に利用する水資源の中で重要である井戸水 ( 地下水 ) に関して 雨季および乾季に井戸水の水質調査を行い 比較を行うとともに 2 村の水環境及び住民の意識の相違に関する考察を行った 3. 結果および考察 インドネシア 中央カリマンタンにおける調査について河川流域の水環境の酸性化は 熱帯泥炭湿地林地域で普遍的に見られる問題であり 特に河川の下流域で深刻な問題を引き起こしている インドネシア中央カリマンタン州の Kahayan 川および Sebangau 川下流域のPangkohおよび Paduranの2 村は 雨季にこれらの地域の住民が利用する 141
4 河川水の ph が 3.5 以下の低い値を示しており 対象地域 ( 上流域の非汚染地域 ) の S ig i と比較して河川水の硫酸汚染が進んでいることがわかる ( 表 1) Pangkoh および Paduranの 2 村はほぼ同程度に硫酸の混入による生活水の強酸性化が認められる地域である 河川水への硫酸の混入の実態は 電気伝導度や硫酸イオンが雨季に高い値を示すことからも明らかである ( 表 1) これに対し 乾季にはナトリウムイオンや塩化物イオンの濃度が高くなることから 水位の低下に伴う海水の侵入の影響が認められる Sigi Paduran Pangkoh 乾季 雨季 乾季 雨季 乾季 雨季 ph EC ms/m NH 4 + mmolc/l Na + mmolc/l K + mmolc/l Mg 2+ mmolc/l Ca 2+ mmolc/l Cl - mmolc/l NO 2 - NO 3 3- PO 4 2- SO 4 mmolc/l mmolc/l mmolc/l mmolc/l 表 1 インドネシア 中央カリマンタン州の Sigi 村 ( 硫酸非汚染地域 ) Paduran 村 ( 硫酸汚染地域 ) および Pangkoh 村 ( 硫酸汚染地域 ) における河川および運河の水質 それぞれの集落の中心部で 住民が利用している水の水質を示す 硫酸の混入は乾季より雨季に顕著に見られるため これらの地域の住民の中で 河川水や運河の 水を飲用水として利用する者 ( 家庭 ) の比率は 乾季には % あるのに対して 雨季には 4-16% に 低下する ( 表 2) 雨季には降雨を直接飲用水として利用できるため この地域では降雨の貯留槽を 設け 雨水を効率よく生活に利用している また 乾季には雨水の利用が制限されるため 井戸水の 利用が相対的に高くなる ( 表 2) Sigi Paduran Pangkoh 雨季乾季雨季乾季雨季乾季 河川水 運河 湖沼 井戸 雨水 RO 水 水道水 湧水 表 2 インドネシア 中央カリマンタン州の Sigi 村 ( 硫酸非汚染地域 ) Paduran 村 ( 硫酸汚染地域 ) および Pangkoh 村 ( 硫酸汚染地域 ) において 住民が飲用水として利用している水の種類 数値は 全調査数に対する割合 ( % ) で示す 井戸水の水質は 雨季と乾季とで大きな差が認められず 年間を通じて水質が比較的安定している と言えるが Pangkoh および Paduran の 2 村間で井戸水の水質は大きく異なる Paduran 村の井戸 水の水質は大きく 3 つのタイプに分類され 硫酸の影響を受けて ph が低いタイプ 海水の影響を受 けて ph および電気伝導度が高いタイプ および ph が高く電気伝導度が低い良質なタイプに分類さ 142
5 れる これらの中で 硫酸あるいは海水の影響を受ける井戸水は 簡易型の井戸に貯留された水で 井戸水と言うより貯留水 ( ため池 ) と言う方が適切である Padura n 村では比較的良質な水質を有するものが多いのに対して Pangkoh 村ではほとんどの井戸が硫酸の影響を受けて井戸水の ph が低くなっている ( 図 2 ) 図 2 インドネシア 中央カリマンタンの Kahayan 川の下流域にある Pangkoh および Sebangau 川下流域の Paduran の 2 つの農村における 各家庭の井戸水の ph および電気伝導度 (EC) 雨季 ( ) および乾季 ( ) に同一の地域において井戸水を採取し 各成分の分析および計測を行った結果から ph および電気伝導度の値を示す 図 3 マレーシア 北セランゴーの Tengi 川の河口から最上流部 (Bernam 川からの分流点 ) までの区間における 硫酸イオン (SO4 2- )/ 塩化物イオン (Cl - ) の重量比 土地利用改変事業の開始前 ( 実線 ) および事業開始後 ( 破線 ) のデータを抽出して示す Te n g i 川は河口から k m 上流で 堰を隔てて上流部と繋がっている 上流部は 堰から先は運河として下流部の農地に水路を介して用水を供給している Te n gi 川河口から堰までの区間は感潮域となり 海水の影響が認められる このことが Pangkoh 村で井戸水を利用する家庭数が Paduran 村と比較して限定される理由であると考えられる Pangkoh 村の井戸はほとんどが手掘りの貯留タイプの簡易井戸であるのに対して Paduran 村ではポンプを利用するものが多く 良質な地下水を利用している様子がうかがえる ポンプを利用した井戸を持つことが可能かどうかに関しては 各村の経済状態を勘案して考える必要があるが 両村はともに類似した地理的位置にあり 住民の生活水準もほぼ同一であると判断できるため ポンプを利用した井戸を掘削して良質な地下水を利用するか否かに関しては 住民の水資源に 143
6 対する意識の違いによるところが大きいと考えられる 飲用水をはじめ 生活に利用する水を 雨季と乾季との水質の違いに応答して使い分けることからわかるように これら 2 村の住民は 生活に利用している水資源の質に関する経験的な知識を有していることがわかる しかしながら 硫酸汚染のリスクに関する知識においては 2 村間で顕著な違いが認められた ( 表 3 ) 質問 : 河川や運河の水は加熱後飲用可能であるか Sigi Paduran Pangkoh はい いいえ 無回答 質問 : 河川や運河で泳ぐことができるか Sigi Paduran Pangkoh はい いいえ 無回答 表 3 インドネシア 中央カリマンタン州の Paduran 村および Pangkoh 村において 住民が表に示す質問に対して回答した数の全回答数に対する割合 (%) 硫酸汚染のリスクに関して 河川や運河の水は加熱したら飲むことができるか? の質問に対して Paduran 村の住民は 74% が いいえ と回答しているのに対して Pangkoh 村の住民は11% が飲用不可と答えたにすぎなかった また 河川や運河で泳ぐことが可能か? という質問に関しては Padu ra n 村の住民は 43% が いいえ と回答しているのに対して Pa ng koh 村の住民は 7% が遊泳不可と答えたにすぎなかった すなわち 硫酸で汚染された河川水の飲用や皮膚に及ぼす危険性に関する認識は Padura n 村ではかなり高く 硫酸汚染に関する危険性に対する認識が正確であるが Pa ng koh 村では危険性に関する認識が著しく低く 硫酸汚染に対して誤った知識を有している住民の数が多かった このように 水資源や生活環境が同様な条件下にある 2 地点間で水資源の利用や水環境に関する知識の違いが顕著であることから 土地利用転換に伴う水環境の変化に対する地域住民への教育に関しては その地域ごとに手法を考える必要があることがわかる ( 表 4) また 水環境の改善や水資源管理技術に関しても その地域特性を踏まえた技術開発が必要である 河川水質河川水質に関する認識硫酸汚染の危険性に関する認識井戸水の状況総合評価 Paduran Pangkoh 比較 硫酸の混入 ( 雨季に 硫酸の混入 ( 雨季に ともに雨季には硫酸 大 ) 大 ) の影響を強く受け 海水の侵入 ( 乾季に 海水の侵入 ( 乾季に 乾季には海水の影 大 ) 大 ) 響を受けている 河川や運河の水は 河川の水は雨季に 水質変化に対する 雨季には利用しない は利用しない 認識は同程度 飲用水として不適で危険性の認識に大危険性に関する認あることが認識されきな違いが認められ識が不十分ているる 良質の飲用水が得井戸水の質に大きほとんど飲用に不適られる井戸が多いな違いが認められる 水資源に関するより緊急性の違いはあ早急な技術援助と一層深い認識が必るが 水圏汚染に関環境教育が必要要する教育が必要 表 4 インドネシア 中央カリマンタン州の Paduran 村および Pangkoh 村における水事情の総括 144
7 マレーシア 北セランゴーにおける調査についてマレーシア 北セランゴーでは 泥炭湿地林の中を流れる河川水質について 土地利用改変前後での比較を行った 対象とした Tengi 川の河口から最上流部 (Bernam 川からの分流点 ) までの区間は 中上流部が泥炭湿地林内にあり 部分的に土地利用改変が行われている 河川水への硫酸の混入の実態を把握するために SO4 2- /Cl - 比を用いて土地利用改変が始まる前後の水質を比較した その結果 改変前には見られなかったピークが 改変事業の開始後には認められるようになり 土地利用改変事業による河川への硫酸の混入が明らかとなった 現状では SO4 2- /Cl - 比のピークは局所的であるが 今後事業が広域化することにより流域の広い区間が硫酸汚染の影響を受けることが懸念される 4. 結論 インドネシア 中央カリマンタンの調査対象地域における陸水圏の水質と住民の水資源に対する意識の調査から 上水道が普及していない農村地域においては 住民への水資源の汚染に関する啓蒙が必須であることがわかった この地域はすでに深刻な硫酸汚染が発生している地域であり 硫酸の除去技術の開発と共に 住民が水資源に関する正しい知識を持つようになるための啓蒙活動や安全な地下水を利用するための技術提供が急務であると判断される また 現に土地利用改変が進むマレーシア 北セランゴー地域では 現状で河川に局所的な硫酸の混入が認められ 今後硫酸汚染が広域化する危険性がうかがえるが 流域全体が汚染されるような状況になる前に 天然林の保全と開発の適正なバランスを十分に検討する必要があると考えられる 謝辞 本研究を進めるにあたり 公益財団法人アサヒグループ学術振興財団からの研究助成金を賜りま した ここに深く感謝の意を表します 文献 1)Haraguchi A, Shimada S, Takahashi H (2000)Distribution of peat and its chemical properties around Lahei in the catchment of the Mangkutup River, Central Kalimantan.
