16 MODEC の取組 ;2/3 HSEマネジメントシステムを大改正 CUSTOMERの要求に従って見直し IOGP, Major Oilを参考 HSE-MSのそもそもの目的 =RISK 低減する仕組みの導入 ISO14001とOHSAS18001の認証取得を目標 認証は東京がオーナー 各拠点はブランチ 金太郎飴 ISO9001の導入の経験を活かし2007 年取得 2010 年 QMS,EMS,OHSMS を統合したMS 運用開始 HSEの文化度を計る SHELLをお手本 &Hudson Safety Maturity Model 最初の結果は 事故が起きて始めて行動 レベル 5 年計画のHSEプログラムを作って取り組む ( 継続中 ) 世界共通 & 全員参加 労働と安全に対する欧米との文化の違いを認識 褒章文化 ( 安全目標達成 ) 事故を罰しない文化 ( キリスト教的職業観 ) 16

20 HSE PLAN: OGP の要求 2/2 意訳 Contractor の HSE Plan に対する要求 (IOGP Report #423 App:3); HSE PLAN を通じ下記を実証すること ; a. 請負業者 下請け 孫請けに関わらず いかなる契約上の業務 複雑さや 段階的なものに対しても 有効な HSE マネジメントシステムを有すること b. 人 環境 資産 および業務に関する評判に関して 危険源とその及ぼす影響を明らかにし評価したうえで 管理策と対応策が必要に応じ講じられていること c. 全ての管理策と対応策の実施と維持は全行程で特定の担当者が責任を負うこと d. リスクが適切に評価され ALARP( 合理的に実行可能な限り低い ) レベルまで低減されていること 20

The main drivers are the business and a desire not to get caught by the regulator. REACTIVE 事故が起きて初めて安全を真剣に考えだす Organizations start to take safety seriously but there is only action after incidents. 34 HSEQ Observations/SWA You may take notice of things during the course of your activities that impact, or could impact, MODEC's HSEQ performance. These observations may be positive in nature, general opportunities for improvement or hazardous / substandard conditions or situations. 36 Never Hesitate to Act The CARE Card is a communication tool between employees, supervisors, and HSEQ personnel that allows for more people to participate in the safety of the work place. 39 Leadership Tours and Walkthroughs (LTW s) As a core component of the CARE Program, Leadership Tours and Walkthroughs (LTW s) are the primary method for leadership to regularly participate in HSEQ observations and engage with personnel at active project locations, offshore assets, offices and other facilities.

41 Who is an SSE? A SSE is a Short Service Employee, meaning that the employee has less than 6 (six) months experience in their assigned job or function. 45 MODEC Group Life-Saving Rules Hazard & Risk Assessment Know the hazards and their risks before you start. Stop Work Where conditions or practices are deemed unsafe. Permit To Work Always work with a valid Permit To Work (PTW) when required. Isolations Verify isolation before work begins and use the specified life protecting equipment. Authorization Before Overriding Obtain authorization before overriding or disabling safety critical equipment. Road Safety Drive safely and comply with road safety rules. Working at Heights Protect yourself against a fall when working at heights. Confined Space Obtain authorization before entering a confined space. Gas Testing Conduct gas tests when required. Suspended Loads Do not walk under a suspended load. No Alcohol or Drugs No alcohol or drugs while working or driving.
