This is the fifth time that courses have been revised since it was first announced in 1964. The most significant revisions took place in 1989, but the current revision also entailed major changes. One reason for this is the impact of the revisions to the basic act on education and the establishment of centers for early childhood education and care. The key points of this revision are that kindergarten education will be offered at all early childhood education centers, and that ten clear goals for education before elementary school will be established. Moving ahead, what changes are necessary in kindergarten education after this revision? How should the ten goals be pursued? It is important to have a clear understanding of children s development, and all kindergarten teachers must think about how to deliver high-quality kindergarten education.
