The event caps years of effort to bring his once-isolated nation back into the international fold. The self-styled philosopher-in-chief bears little resemblance these days to the brash young army officer who seized power in the 1969 coup. But Colonel Gadhafi makes it easy to track key moments of his rule. Portraits of the leader, from his youth to the present, are everywhere in the capitol. On a wall near the old city, there is a poster showing him as he was in the 1970's, when he was promoting his Third Universal Theory, a mix of Islam and socialism meant to unite Arabs and counter capitalism and communism. The World Health Organization has been warning governments for months to brace for a resurgence of the A(H1N1) virus when the cold season hits the northern hemisphere. Meanwhile, Britain and France received their first batches of swine flu vaccine Thursday as governments began to arm themselves against a widely expected second wave of the pandemic in the European winter, the AFP reported on Thursday. The development of major sectors like health, education and infrastructure remains far from satisfactory, and many Libyans have failed to benefit at all despite the government s avowedly socialist policies. The government softened its rigid socialism after the UN ended its 11-year embargo in 2003 and has encouraged private enterprise, to boost employment and reduce the financial burden of state subsidies. Asean Secretary General Surin Pitsuwan welcomed Libya's move and confirmed that Asean is eager to develop its ties with countries and regions around the world. Through this appointment, Asean can now seek ways of expanding its ties with Libya and establish a closer relationship with the African Union (AU), which includes Libya, he said. Ambassador Bishari stated that his country wants to step up its relationship with Asean and it will do all it can to enhance long-term ties between the AU and Asean. Rothman, a New Jersey Democrat, and by the State Department, according to The Associated Press. In an interview, Mr. Rothman said Colonel Qaddafi and his delegation had decided instead to stay in New York City. He said he spoke to a top lobbyist for the Libyan government on Friday afternoon who informed me that a final decision had been made to the effect that Muammar el-qaddafi would be confining his stay to Manhattan. Moammar Gadhafi, no longer intends to pitch his tent in Englewood, N.J., during a visit to the United Nations in September, according to the State Department. A State Department official said Friday that Libya had given up any plans for Col. Gadhafi to occupy the grounds of a property the country's United Nations mission owns in the small New Jersey city. Col. Gadhafi often stays in a Bedouin-style tent when he travels abroad. A major renovation underway at the stone mansion, believed to have been part of preparations to host the Libyan leader there, prompted protests in Englewood this week. The protests were described in a page-one story in The Wall Street 3

Journal on Thursday. The city's mayor had vowed to do everything in his power to block a visit by Col. "The agreement on immigration works even if there are some points that have not yet been applied, like the reorganisation of the monitoring system for Libyàs southern borders," explained Gaddur. The ambassador is in Tripoli in preparations for the Italian premier's visit, who will celebrate the anniversary of the signing of the Friendship and Cooperation Treaty. Earlier, an organiser in Tripoli said both members of Russia's ruling tandem were expected to attend the celebrations of the September 1, 1969 coup which brought Kadhafi to power. "President Medvedev was invited to attend the ceremony in Libya but his agenda was already fixed and he will not go to Libya," a source in the presidential administration told the Interfax news agency. "On September 1, Vladimir Putin will be in Gdansk at the invitation of Poland (to mark the outbreak of World War II). This visit has been agreed in advance," Putin's spokesman Dmitry Peskov told Interfax. At the end of 2006 it won the biggest share of Libya's third post-sanctions international licensing round, and is currently working at four blocks along with National Oil Corporation (NOC) of Libya under production sharing agreements. It said the A1-82/04 well is producing some 400 barrels of oil per day after initial testing. Tatneft was the first among Russian companies to make a foray into Libya's hydrocarbon market in 2005 when it won concession rights to work at Ghadames. At the end of 2006 it won the biggest share of Libya's third post-sanctions international licensing round, and is currently working at four blocks along with National Oil Corporation (NOC) of Libya under production sharing agreements. (Reporting by Vladimir Soldatkin; Editing by Peter Blackburn) Tatneft, NOC Strike Oil in Libya's Ghadames Basin Libyan National Oil Corporation 8/25/2009 Libya's NOC announced that Tatneft's Libyan Branch, the second party with NOC in an EPSA agreement, has drilled the A1-82/04 new field wildcat well to a total depth of 8,605 ft. The well encountered hydrocarbons and is located in the Ghadames Basin, approximately 354 km south of Tripoli. Initial production testing from the Ouan Kasa formation established 6

an oil flow. The A1-82/04 discovery well tested 36 feet of hydrocarbon net pay at an interval of between 5,900 and 5,908 feet at a rate of 400 bopd on a 32/64-inch choke. The tested oil gravity was 40 degrees API. Well A1-82/04 represents the first discovery in area 82, which was awarded by NOC in December 2005. Tatneft drilled the well as an operator under an EPSA agreement with NOC, which holds a first party interest of 89.5%, while the remaining 10.5% interest is held by Tatneft. Tatneft joy as Ghadames wildcat roars Russian player Tatneft and Libya's National Oil Corporation (NOC) have hit oil with their first wildcat drilled in Area 82 in Libya's Ghadames basin play. In a statement, NOC said the A1-82/04 wildcat was drilled to a total depth of 8605 feet, and hit hydrocarbons. Jonathan Ganesh is one of a group aiming to urge the Libyan leader to compensate UK victims, amid claims the country supplied the Irish terrorist group with weapons. Jonathan, who was working as a security guard on the night in 1996 when Marsh Wall was attacked, lost friends Inam Bashir and John Jeffries in the blast, and suffered numerous injuries himself. He said: "I want to meet Colonel Gaddafi and explain to him what his actions have done to those affected by the terror." The group planning the trip in early October also includes victims' campaigners Willie Frazer and Michelle Williamson, MP's Jeffrey Donaldson, Nigel Dodds and Andrew Mackinlay, and lawyer Jason McCue, who recently submitted a civil writ through the US courts against Gaddafi. Reports suggest that the Libyans want a 10% discount and Verenex is frustrated with the blockage by the country s National Oil Corp. and the General People's Committee of Libya over the sale of the company to CNPCI. The date for CNPCI s purchase expired on Aug. 24, but neither party has ended the deal, Verenex said. The company is prepared to file a lawsuit against the Libyan authorities arguing that the consent cannot be unreasonably withheld. It is still in discussions with the Libyan authorities to reach an amicable solution to the current impasse. Verenex has warned that the sale terms might be changed or could be cancelled altogether. These are some of the same people who met with Muammar Gaddafi in the tent set up in Villa Pamphili during the colonel's recent visit to Rome. The people attending are all exiles, but are not all registered with the Association of Italians Repatriated from Libya (AIRL). Roque said five Libyan firms have told the DoLE that majority of the distressed OFWs were illegally transferred to their current work place with lower pay. The statement quoted Philippine labor attaché to Libya Nasser S. Mustafa as saying that Al Furusiya Contracting Co., United Engineering Co., Al Oula Co., Amal Africa Catering Co. and Al Taqaniya Al Handasia Al Adeetha would be hiring 93 of the 131 distressed OFWs. "The process started with the Al Furusiya Contracting Co., which hired 11 workers who received a full month salary in advance as provided by the said firm," said Mr. Mustafa. He added that 29 others have opted for repatriation to the Philippines. The one man convicted of the bombing of Pan Am flight 103 over Lockerbie in 1988 was last week released from a Scottish jail. Abdelbaset al-megrahi was given a hero's welcome in Libya, where he is now free to die from the cancer that was the ostensible reason for his release on compassionate grounds. That the regime of Muammar Gaddafi would seek to make political theatre out of Megrahi's homecoming was inevitable. That is one of the Libyan regime's preferred styles of diplomacy. If the journalist persisted with his overtures, said an official who had secretly monitored the conversation, he would be dealt with by the Libyan method. There was no ambiguity about what that might mean. In the 1980s, Col. Muammar el-qaddafi ran what Dana Moss, an expert on the relationship between Libya and the United States, called a rogue regime which used terror as its main tactic of foreign policy. The tally of atrocities stretched from the bombing of the La Belle nightclub in Berlin in 1986 to the downing of airliners. Even before the visit to Tripoli, the same reporter had met in Hamburg with a German gun runner who freely admitted arranging a shipment of Libyan weapons destined for the Irish Republican Army. In his first public comment on the matter, Brown Tuesday said he was upset by the celebratory welcome home for Abdelbaset Ali al-megrahi, who was released from a Scottish prison last week on humanitarian grounds because he has terminal cancer. Brown would not speak directly about the Scottish government's decision to free Megrahi because the British government had no direct role in it, The Guardian reported. "Because it was a quasi-judicial matter, because it was a matter legislated for by the Scottish parliament and not by us, it was a matter over which we could not interfere and had no control over the final outcome," he said.
