Ryoichi Ishii Abstract Decline of population and increase of elderly population affect tremendously on the local governments and the communities in Shiga Prefecture. Since the population grew steadily compare to other prefectures, people are relatively indifferent. In this paper, using the National Institute of Population and Social Security Population Projections of Japan by city 2008, I estimate the impact of aging society in Shiga Prefecture, and raise policy issues.
