Cooperation between the Intractable Disease Association of Shiga and Shiga Prefecture KATSURAGI Teizo Abstract: The thirty year history of the Shiga-nanbyoren the Intractable Disease Association of Shiga can be divided into four periods. The purpose of this paper is to explain the conditions and causes of cooperation between Shiga-nanbyoren and the administration of Shiga Prefecture during the fourth period -. A key development during this period was the arrival of KAKUNO Fumihiko, the former head of the regional Higashiomi Health Center, as the new Chief of the Health Promotion Subsection of the Health and Welfare Department of Shiga Prefecture on April. From this point, the relationship between Shiga-nanbyoren and Shiga Prefecture changed significantly for the better. For example, in October,, in the Shiga Prefectural Assembly, a nonpartisan group of assembly members formed the Caucus on Measures to Counter Intractable Diseases Nanbyogiren, the first of its kind in Japan. The change in the relationship between Shiga-nanbyoren and the prefectural government was due, not only to the steady efforts of Shiga-nanbyoren over many years, but to the strong influence of government officials who came to understand the group s advocacy, and, moreover, a change in the thinking of the prefectural governor, who also came to support the group s advocacy.
