How a Government Bureaucrat Worked with a Movement of Persons with Disabilities: The Role Itayama Kenji Played in the Establishment of the Basic Disability Pension TAKASAKA Yasuo Abstract: Until the basic disability pension scheme was established in, people with disabilities from an early age received the benefit of a non-contributory welfare pension when they became years old. However, this type of pension had lower benefits than the contributory disability pension. Moreover, there was means testing. Consequently, the pension offered insufficient income security for enabling people with disabilities to live independently in the community. Previous studies have examined disabilities organizations campaigns to expand income security or disability pension reform proposals. But the role of government administrators in making the basic disability pension system has yet to receive detailed study. This paper attempts to clarify the contributions made by ITAYAMA Kenji, a bureaucrat in the Ministry of Health and Welfare, to the establishment of the basic disability pension plan. The research is based on Itayama s writings, interview transcripts, and other documents, such as the meeting bulletins of Tokyo-Aoisibano-Kai. By learning how one bureaucrat worked with persons with disabilities and what kind of results they achieved, we can see the importance of the development, in recent years, of promoting citizen participation in the welfare plans of local governments and dialogue between the government and citizens.
