Most of the bureaucrats forming the top level of the hierarchy of secretarial bureaucrats competent to support the expansion of the agricultural policies were people directly related to the circulating tour of the Iwakura Mission carried out in the period ranging from +21+ to +21-, and the events of the World Exposition in Vienna, Austria in +21-. Major members of those governmental o$ cials comprised Iwayama Keigi, Tanaka Yoshio, Sasaki Chojun, Ikeda Kenzo, Sekizawa Akekiyo, Maeda Masana and Inoue Seizo. It should emphatically be stated that their human-relational networks were the promoting power of agricultural policy expansion in the period of the Naimusho. The focus of this paper is on the secretarial bureaucrats of agricultural policy in the Home Ministry, and how they realized the agricultural policies.
