3 TOKYO WAN VESSEL TRAFFIC SERVICE CENTER "TOKYO MARTIS" USER MANUAL INTRODUCTION Tokyo Wan Vessel Traffic Service Center, "Tokyo MARTIS", whose missions are to enhance the safety of vessels and improve the efficiency of vessel navigation in Tokyo Bay, has been established and operated by Japan Coast Guard. This User manual aims at contributing to the safe navigation of vessels by explaining about services provided by the Center and essential information while underway in Tokyo Bay. Vessels to navigate in Tokyo Bay are highly recommended to carry this manual in the bridge and utilize as a reference book. The Center is operated in accordance with acts, cabinet orders, ministerial ordinance, public notices and administrative guidance listed below. Exact application of rules should be referred to these regulations. 4 Public Notice on the Procedure of instruction referred in article 8-2 of the Ordinance for Enforcement of the Act on Port Regulations and etc. (Japan Coast Guard Public Notice No. 163, in 2010) "Public Notice on the Procedure of Provision of Information, etc. conducted by the Tokyo-Wan Vessel Traffic Service Center and the Kannon-Saki Vessel Traffic Signal Station which is operated by the Tokyo-Wan Vessel Traffic Service Center"Japan Coast Guard Public Notice No. 165, in 2010 OPERATIONAL CONCEPT OF Tokyo Wan Vessel Traffic Service Center Tokyo Wan Vessel Traffic Service Center maintains and improves the safety of vessels in Tokyo Bay by collecting, verifying and monitoring vessel traffic information by equipment such as RADAR, ITV, AIS and VHF radio, providing information which is necessary for the safety of vessels, providing navigational advice to vessels when it is considered necessary to avoid imminent danger or possibility of violation of traffic regulations, instructing vessels to stand by outside traffic routes in case visibility reduces, and instructing the permission or arrange the time of entry into a traffic route. In addition to VHF radio communication, the Center provides navigational assistance information by radio broadcast, telephone, facsimle and internet homepage. 217

5 IMPORTANT NAVIGATIONAL RULES The establishment of traffic routes and navigational rules in Tokyo Bay are regulated by the Act on Maritime Traffic Safety and relating regulations and public notices as local rules. Other than s p e c i f i c a l l y r e g u l a t e d b y t h e s e regulations, the Act for Preventing Collision at Sea, which is Japanese Law for the International Regulation for Preventing Collision at Sea, is applied. The traffic routes in Tokyo Bay are shown in the figure on the right. Important traffic regulations, which are regulated by the Act on Maritime Traffic Safety and applied in Tokyo Bay, are explained below. As these explanations cover only major rules, it is recommended to refer to the Act and related regulations for the exact application of these rules. The compulsory usage of traffic routes When vessels of 50 meters and over in length transit through the area in which traffic routes are established, they shall use those traffic route(s); provided, however, that this shall not apply to the cases in which compelling reasons exist such as keeping away from a marine accident or engaging in the rescue of human lives or other vessels. And also, vessels of 20 meters and over of their draft are exempted from the compulsory usage of Nakanose Traffic Route because the available depth of the Traffic Route is 23 meters. Giving way to other vessels When a vessel intends to enter, leave or cross a traffic route, or is underway outside a traffic routeexcept vessels engaged in fishing, construction or any other operationshereinafter referred to as "a fishing vessel(s), etc." so as not to involve in the risk of collision with a vessel underway in the traffic route, the former vessel shall give way to the latter. In this case, the provisions of paragraph 2 of article 9, paragraph 1 of article 12, paragraph 1 of article 13, paragraph 1 of article 14, the first sentence of paragraph 1 of article 15 and paragraph 1 limited to item 4 of article 18 of the Act on Preventing Collisions at Sea are not applied to the latter vessel. 317

6 When a fishing vessel, etc. intends to enter, leave or cross a traffic route, or is underway outside a traffic route, or a vessel is drifting in a traffic route, so as not to involve the risk of collision with a very large vessel "a very large vessel" means a vessel of 200 meters and over in length. The same shall apply hereinafter. which is underway in the traffic route, the fishing vessel, etc. or the drifting vessel shall give way to the very large vessel. In this case, the provisions of paragraph 2 and 3 of article 9, paragraph 1 of article 13, paragraph 1 of article 14, the first sentence of paragraph 1 of article 15 and paragraph 1 limited to item 3 and 4 of article 18 of the Act on Preventing Collisions at Sea are not applied to the very large vessel. Mandatory traffic regulations in the traffic routes in Tokyo Bay Uraga Suido Traffic Route Vessels shall transit right side of the separation line in the Traffic Route. Nakanose Traffic Route(one-way traffic) Vessels shall transit northbound only in the Traffic Route. The right of way of very large vessels to enter Nakanose Traffic Route through Uraga Suido Traffic Route When a vesselexcept a very large vessel is underway or drifting so as to involve in the risk of collision with a very large vessel to enter Nakanose Traffic Route through Uraga Suido Traffic Route, the former vessel shall give way to the very large vessel. In this case, the provisions prescribed in section of this user manual and paragraph 2 and 3 of article 9, paragraph 1 of article 13, paragraph 1 of article 14, the first sentence of paragraph 1 of article 15 and paragraph 1limited to item 3 and 4 of article 18 of the Act on Preventing Collisions at Sea are not applied to the very large vessel. Limitation of navigation speed Vessels(except vessels to cross a traffic route) shall not navigate at a speed of more than 12 knots through the water in Uraga Suido Traffic Route and Nakanose Traffic Route. Provided, however, that the speed limitation shall not apply to the in cases which compelling reasons exist such as keeping away from a marine accident or engaging in the rescue of human lives or other vessels. Designated routes outside traffic routes in Tokyo Bay Pursuant to the Act on Maritime Traffic Safety, vessels shall take 417

7 any applicable route(s) in Tokyo Bay explained below. 1 The area on the west side of Nakanose ShoalSee attached figure avessels to navigate southbound in the area on the west of Nakanose Shoal shall navigate on the west side of the line "A" bvessels to navigate northbound in the area on the west of Nakanose Shoal except vessels to cross the line "B" bound for the west of the line "B" shall navigate on the east side of the line "A" until when they alter the course in order to proceed to their destination port, and Vessels shall keep a distance of 400 meters and over apart westward from the line "C" if their draft is 20 meters and over. 2 The area in the vicinity of Kisarazu Port Offing Light Buoy See attached figure Vessels who intends to cross the lines A and B in sequence shall pass the Light Buoy on their port side. 3 The area in the vicinity of Tokyo Bay Aqua Line East ChannelSee attached figure a Vessels to navigate southbound through Tokyo Bay Aqua Line East Channel shall navigate on the west side of the line "A". Southbound vessels from a Chiba area shall navigate close to the line "A" as much as praciticable. Southbound vessels from a Tokyo area shall navigate distant from the line "A" as much as praciticable. b Vessels to navigate northbound through Tokyo Bay Aqua Line East Channel shall navigate on the east side of the line "A". Northbound vessels from a Chiba area shall navigate distant from the line "A" as much as praciticable. Northbound vessels from a Tokyo area shall navigate close to the line "A" as much as praciticable. The area in the vicinity of Tokyo Offing Light Buoy See attached figure 4 Vessels to transit in the area with the circle with a radius of 1,850 meters from Tokyo Offing Light Buoy (except Keihin port area) shall pass the Light Buoy on their port side. Transmitting destination information by AIS While vessels equipped with AIS are underway in Uraga Suido 517

8 Traffic Route and Nakanose Traffic Route, the vessels shall transmit an AIS signal to tell the code of the destination port and route as the destination information of AIS in order to inform the other ships of the route of the vessels. The destination codes are shown in attached reference 1. Route signal When vessels of 100 gross tonnage and over enter or leave a traffic route, the vessels shall inform their route to the other vessels nearby with designated international signal flags in the day time and signals on their whistle in the night time.see attached reference 2 Lights, daymarks and flags for very large vessels and vessels carrying dangerous goods Very large vessels or vessels carrying dangerous cargo shall each exhibit the following light, daymarks or flags while they are underway, drifting or at anchor intokyo Bay. Very large vessels aa light to be exhibited in the night time A green all-round flashing light which flashes at regular intervals of a frequency of 180 and upwards but not more than 200 flashes per minute with a visible range of 2 miles and over bdaymarks to be exhibited in the day time 2 cylinders apart 1.5 meters and upwards in a vertical line Cylinders shall be black and have a diameter of 0.6 meter and upwards and height of twice the diameter. Vessels carrying dangerous cargo aa light to be exhibited in the night time A red all-round flashing light which flashes at regular intervals of a frequency of 120 and upwards but not more than 140 flashes per minute with a visible range of 2 miles and over bflags to be exhibited in the day time The international signal flags "The first substitute" and alphabetical flag "B" from the upper in sequence COMMUNICATION VHF CHANNELS VHF channels to communicate with Tokyo MARTIS are as follows. Tokyo MARTIS monitors channels 16 and 13 all the time. Vessels equipped with VHF radio are highly recommended to monitor the channels 16 and 13 while underway within the information service area of Tokyo MARTIS. 617

9 Channel 16: calling and response Channel 13: calling and communication Channel 14 and 22: communication COMMUNICATION LANGUAGES Japanese and English PRE-ENTRY REPORT AND POSITION REPORT PRE-ENTRY REPORT OF ONE DAY ADVANCE Vessels with obligation to report Pursuant to the Act on Maritime Traffic Safety, when each of the following vessels intends to enter Uraga Suido Traffic Route and/or Nakanose Traffic Route, the master of the vessel shall submit the pre-entry report to Tokyo Wan Vessel Traffic Service Center by noon of the previous day prior to the entry into the traffic route of the vessel. When any changes occur in the report, she shall report to the Center 3 hours before the scheduled time to enter the traffic route. When any changes occur in the report, they shall report to the Center as soon as possible. 817

Items instructed to a very large vessels and etc. Pursuant to the Act on Maritime Traffic Safety, Tokyo Wan Vessel Traffic Service Center may instruct the master of vessels, who have submitted a pre-entry report according to the provisions prescribed in sections 1 and 2 of this user manual hereinafter referred to as " very large vessels and etc.", to report about the following matters when the Center considers necessary to avoid dangerous situations against vessel traffic which may be caused by the passage of very large vessels and etc. in a traffic route. aany change in estimated time to enter a traffic route(s) bnavigation speed in a traffic route(s) ckeeping of communication with Tokyo MARTIS by continuous watch on VHF channel 16 during the period from the time 3 hours before entering a traffic route until the time of leaving the traffic route dkeeping of under keel clearancevery large vessels only edisposition of a forward lookout boat(s) in case of very large vessels of 250 meters and over in length or very large vessels carrying dangerous goods fdisposition of a navigation assistance boat(s) in case of very large vessels or vessels carrying dangerous goods gdisposition of a boat(s) equipped with fire fighting equipment in case of vessels carrying dangerous goods of 50,000 gross tonnage and morein case of vessels carrying liquefied gas, those carrying liquefied gas of 25,000 gross tonnage and more hdisposition of a side lookout boat(s) in case of vessels engaged in towing or pushing with a combined length of 200 meters and over. iother items considered necessary regarding the operations of very large vessels and etc. Means of instruction Radio communication, telephone, facsimile, Sea-NACCS or delivery of written form Standards on a forward lookout boats and etc. Concerning the standards of a forward lookout boats and etc. which 1017

13 are mentioned in 3 e, g and h of this user manual, please refer to "Public Notice of the Standards of Details of the Instruction Related to Arrangement of the Forward Lookout Boat, the Boat with Fire Fighting Equipment or the Side Lookout Boat" Japan Coast Guard Public Notice No. 29, in 1976 and "Public Notice of the Designation of the Forward Lookout Boat, the Boat with Fire Fighting Equipment and the Side Lookout Boat" Japan Coast Guard Public Notice No. 76, in 1976 POSITION REPORT According to the Administrative guidance of the Commander of the 3rd Regional Headquarters of Japan Coast Guard, avessels of 50 meters and over in length (except vessels who are equipped with AIS and transmit the proper information signals by AIS) or bvessels of 100 gross tonnage and over and whose capacity of the maximum number of persons on board are 30 and more are requested to send their position report to Tokyo Wan Vessel Traffic Service Center in accordance to the following procedures. When to report Immediately after vessels cross the initial position reporting line see the figure 5 attached Items to be reported avessel's name and international radio call sign btime when vessels cross the initial position reporting line, and the code of the line or the present position cdestination Means of report VHF radio acall sign: "Tokyo MARTIS" bcalling cannel: channel 16 or channel 13 or telephone , 8623 or 8624 INFORMATION-SERVICE AREA AND MONITORING OF VESSEL TRAFFIC The information service area of Tokyo Wan Vessel Traffic Service Center is shown in the figure 5 attached. the Center monitors vessel 1117

14 traffic in its information-service area by RADAR, AIS, position-report information, ITV and so forth. SERVICES PROVIDED BY VHF RADIO APPLICATION OF MESSAGE MARKERS When Tokyo Wan Vessel Traffic Service Center provides information, warning, advice or instruction for vessels, one of the following message markers "INFORMATION", "WARNING", "ADVICE" and "INSTRUCTION" is used before the message to increase the probability of the purpose of the message being properly understood. Message markers are used in accordance with the IMO Standard Marine Communication Phrases and the meanings of message markers used are as follows. "INFORMATION" This massage marker indicates that Tokyo Wan Vessel Traffic Service Center inform the observed facts, situations, etc. which contribute to navigational safety to vessels. Consequences of INFORMATION will be up to the recipient. "WARNING" This massage marker indicates that the Center inform any dangerous situation that may impede the navigational safety of vessels. The recipient of this message should pay their immediate attention to the situation mentioned and consequences of WARNING will be up to the recipient. "ADVICE" This massage marker indicates that the Center provide advice, pursuant to the Act on Maritime Traffic Safety, to take any necessary action to comply with the traffic regulations in the traffic route, such as altering the course and so forth, to avoid the dangerous situation that may impede the navigational safety of vessels. The recipient of this message should maneuver, considering this advice very carefully. The decision whether to follow the advice still stays with the recipient. "INSTRUCTION" This massage marker indicates that the Center instructs vessels to take a certain action, pursuant to the Act of Maritime Traffic Safety. The recipient obligate to follow this message unless they have any safety reasons contradictory to the message instructed. T Y P E O F I N F O R M A T I O N P R O V I D E D W I T H I N T H E INFORMATION-AVAILABLE AREA Tokyo Wan Vessel Traffic Service Center provides the following 1217

15 information within its area in which the Center is able to provide information through VHF radio. Any of the following information which the Center considers necessary for vessels of 50 meters and over in lengthhereinafter referred to as "specified vessels" who navigate in the area in which specified vessels mandatorily keep watch on the information from the Center through VHF radio hereinafter referred to as "the mandatory VHF-watch area", see the figure in the next page Message Marker: INFORMATION or "WARNING" ainformation on the traffic regulations applied in the mandatory VHF-watch area in Tokyo Bay, when it is found that specified vessels are likely to navigate against the traffic regulations binformation on the occurrence of any impediment to the safe navigation of specified vessels such as a sunken vessel, any defect or discrepancy in a marine aid to navigation, etc. cinformation on areas in which specified vessels have difficulty in navigate safely such as an area where any work or operations is being carried out, very shallow waters, etc., and in case that specified vessels extremely close to the areas dinformationon vessels who have difficulty in giving way to the other vessels and have any possibility of causing serious dangers to the navigatioanal safety of specified vessels einformation on specified vessels who extremely close to the other specified vessels or other ships fany other information considered necessary for specified vessels to keep watch on information referred in the preceding section a) through ~f), which Tokyo Wan Vessel Traffic Service Center considers necessary for vessels equipped with AIS other than specifid vessels (hereinafter referred to as AIS-equipped vessels Message Marker: "INFORMATION" or WARNING information which the Center considers necessary to provide for the navigatioanal safety of specified vessels or AIS-equipped vessels or information offered to specified vessels or AIS-equipped vessels on their requestmessage Marker: "INFORMATION") information which the Center considers necessary to provide for the navigatioanal safety of ships other than specified vessels and AIS-equipped vessels or information offered to the ships on their requestmessage Marker: "INFORMATION") 1317

16 MANDATORY WATCH ON INFORMATION THROUGH VHF RADIO Pursuant to the Act on Maritime Traffic Safety, specified vessels those equipped with VHF radio, while they are undreway in the mandatory VHF-watch area and in case they have difficulty in watching on VHF radio, compulsorily keep watch on the information provided through VHF radio by Tokyo Wan Vessel Traffic Service Center. (Message Marker "ADVICE" Provision of advice Pursuant to the Act on Maritime Traffic Safety, Tokyo Wan Vessel Traffic Service Center may provide "advice" for specified vessels underway in the mandatory VHF-watch area to advise the vessels to take any necessary action such as altering the vessels' course and so forth in order to prevent them violating the traffic regulations and getting involved in any possible danger in such cases as follows; in case the Center recognizes that the spcified vessels are likely to navigate against the traffic regulations applied in each traffic route, in case the Center finds that the spcified vessels have any possibility of getting extremly close to the other vessel or an obstruction,in case the Center recognizes that there lie the other factors to cause any possible danger which impedes the navigational safety of the specified vessels. In addition to VHF radio, "advice" may be conveyed by telephone, etc. Action to be taken by vessels who receive "advice" The vessels who receive "advice" from the Center are advised to decide the proper action to take in order to comply with the traffic ragulations applied in the mandatory VHF-watch area or to avoid any possible danger, taking the Center's "advice" into consideration carefully, getting a firm grip on the circumstances surrounding themselves, and judging if any dengerious situation exists around themselves. Report on the action taken by vessels who receive "advice" 1417

17 When it is considered necessary, the Center may request from vessels for a report on the action taken by the vessels based on the advice given. INSTRUCTIONMessage Marker "INSTRUCTION" "Instruction" to very large vessels and etc. Tokyo Wan Vessel Traffic Service Center may provide "instruction" referred in to very large vessels and etc by VHF radio. "instruction" to stand by outside traffic routes "Instruction" in case of the reduction in visibility Pursuant to the Act on Maritime Traffic Safety, the Center may provide "Instruction" to stand by outside Uraga Suido Traffic Route and Nakanose Traffic Route to the vessels listed below in order to prevent dangerous situations for such vessels who are underway or intend to enter Uraga Suido Traffic Route and/or Nakanose Traffic Route. In addition to VHF radio, "instruction" may be conveyed by telephone, etc.. awhen the visibility in the traffic routes priviously mentioned is more than 1,000 meters but not more than 2,000 meters Vessels of 200 meters and over in length Vessels of 50,000 gross tonnage and more with dangerous cargo onboard (For vessels carryig liquefied gas, those of 25,000 gross tonnage and more) Vessels engaged in towing or pushing with a combined length of 200 meters and over bwhen the visibility in the traffic routes is not more than 1,000 meters Vessels of 160 meters and over in length Vessels of 10,000 gross tonnage and more with dangerous cargo onboard Vessels engaged in towing or pushing with a combined length of 200 meters and over Action to be taken by vessels who receive "instruction" The vessels who receive "instruction" are obligated to stand by outside the traffic routes until w they are informed that the Center lifts the instruction, respecting the Center's instruction given to the vessels. OTHER MEANS OF INFORMATION SERVICES AUTOMATIC IDENTIFICATION SYSTEM (AIS) 1517

18 Tokyo Wan Vessel Traffic Service Center timely provides information necessary for the safety of navigation in Tokyo Bay such as information on marine accidents, information on the restrictions on the entry into a traffic route of vessels, vessel traffic, the present weather conditions, any defect or discrepancy in marine aids to navigation, the present situation of fishing boats engaged in operation, etc., to vessels underway in the AIS-service area by making good use of communication function of AIS. When any dangerous situation which may impede the safety of navigation such as a vessel heading for shallow waters and so forth is found within the AIS-service area, the Center will provide vessels with information on such a dangerous situation whenever necessary by AIS. RADIO BROADCAST The Center broadcasts information on the schedule of very large vessels to enter Uraga Suido Traffic Route, the present conditions of weather, etc., according to the scheduled time and frequency explained below. Ugency information on arine accidents such as the occurrence of collision and so forth is broadcasted whenever necessary.
