1 No 年 2 月 22 日発行 2013 CIK-FIA KARTING ACADEMY TROPHY への JAF 推薦参加者の募集について CIK-FIA より 2013 CIK-FIA KARTING ACADEMY TROPHY の参加申込の案内がありましたのでお知らせします 本 ACADEMY TROPHY は 通常のカート競技会に 安全や規則の知識 アンチドーピングルールやサーキットでの行動規範などの教育プログラム EduKart を統合し 全 3 大会で構成されます 各競技会で使用するシャシー エンジン タイヤ テントは CIK-FIA オーガナイザーから提供されることとなります 参加者は各 ASN( 日本では JAF) からの推薦を受けた者のみが対象となり 各 ASN 推薦枠にはそれぞれ上限が設けられており (JAF からは 1 名 ) 希望者の全員が参加できるわけではなく 推薦枠を超える参加希望がある場合には各 ASN で選定を行うこととなっております つきましては 2013 CIK-FIA KARTING ACADEMY TROPHY に参加を希望される方は 添付の CIK-FIA KARTING ACADEMY TROPHY 規則 ( *) をご一読の上 応募要領に従い 2013 年 2 月 28 日 ( 木 ) 必着までに応募頂きますよう お知らせします 2013 年規則は CIK-FIA により作成中のため 2012 年規則 ( 仮訳 ) を参考添付いたします なお 応募された内容に基づき JAF にて選定のうえ 参加推薦を行いますので 予めご了承ください

3 CIK-FIA KARTING ACADEMY TROPHY CIK-FIA カートアカデミートロフィー規則 ( 2012 年規則仮訳 2013 年規則は後日 CIK-FIA の Web サイト で発表予定 ) SPORTING REGULATIONS The CIK-FIA organises the CIK-FIA Karting Academy Trophy («the Trophy») which is the property of the CIK-FIA. The Trophy will reward the Driver Winner of the CIK-FIA Karting Academy Trophy. All the parties concerned (FIA, CIK-FIA, ASNs, Organisers, Entrants and circuits) undertake to apply and observe the rules governing the Event. 競技規則 CIK-FIA は CIK-FIA カートアカデミートロフィー ( 以下 トロフィー と云う ) を組織し そのすべての権利を有する トロフィーは CIK-FIA カートアカデミートロフィーの優勝ドライバーに授与される すべての関係団体 (FIA CIK-FIA ASN オーガナイザ ー 競技参加者およびサーキット ) は競技会を統括する規則を遵守し 適用実行する義務を負う REGULATIONS 1) The final text of these Sporting Regulations shall be the French version which will be used should any dispute arise as to their interpretation. Headings in this document are for ease of reference only and do not form part of these Sporting Regulations. 規則 1) 本競技規則の正本はフランス語版とし その解釈について論議が生じた場合にはフランス語版が用いられる 本文中の見出し は参照を容易にするためのものにすぎず 本競技規則の一部を形成するものではない GENERAL UNDERTAKINGS 2) All Drivers, Entrants and Officials participating in the Trophy Event undertake, on behalf of themselves, their employees and agents, to observe all the provisions of the International Sporting Code («the Code»), the Karting Technical Regulations («the Technical Regulations»), the General Prescriptions applicable to the CIK-FIA Karting international Events and Championships, Cups and Trophies («the General Prescriptions»), the Specific Prescriptions applicable to the CIK-FIA Karting Championships, Cups and Trophies («the Specific Prescriptions»), the Specific Regulations of the Events concerned and these Sporting Regulations. 3) Only the CIK-FIA is entitled to grant waivers to these Sporting Regulations. 一般的義務 2) トロフィー競技会に参加するすべてのドライバー 競技参加者 および競技役員は 自身はもとよりその従業員 代理人に 国際モータースポーツ競技規則 ( 以下 国際競技規則 ) カート技術規則 ( 以下 技術規則 ) CIK-FIA カート国際競技会 および選手権 カップおよびトロフィーに適用される一般規定 ( 以下 一般規定 ) CIK-FIA カート選手権 カップおよびトロフ ィーに適用される特別規定 ( 以下 特別規定 ) 当該競技会の特別規則および本競技規則におけるすべての規定内容を遵 守させる義務を負う 3)CIK-FIA のみが 本競技規則に対する特別措置を認める権限を有する PRINCIPLE AND RUNNING 4) The Trophy is run over three Events. 5) The Events counting towards the Trophy («the Events») will have the status of restricted international events. 6) Each Event will comprise two races named «Race 1» and «Race 2». The distance of each race, from the start signal to the chequered flag, will be equal to the minimum number of full laps necessary for reaching the distance of 20km. The chequered flag will be shown to the leading kart when it crosses the finishing line («the Line») at the end of the lap during which that distance is reached. The Line consists in a single line across the track. 原則と運営

4 4) トロフィーは 3つの競技会で運営される 5) トロフィーの対象となる競技会 ( 以下 競技会 ) は 制限付き国際競技会の格式を有する 6) 各競技会は レース 1 と レース 2 という名称の 2つのレースで構成される スタート合図からチェッカーフラッグまでの各レースの走行距離は 20kmに達するに必要な完全な周回の最低周回数に等しい チェッカーフラッグは トップのカートがこの距離を達成する周回の終了時点 フィニッシュライン ( 以下 ライン ) を通過する際に提示される ラインは走路を横断する単一の線である CLASSIFICATION 7) At each Race, there will be an awarding of points to all the Drivers, except those who did not take the start or were excluded, according to the following scale: b) At each <B> Final, there will be an awarding of points to the top 12 classified Drivers, according to the following scale: ) The title of Driver Winner of the CIK-FIA Karting Academy Trophy will be awarded to the Driver who has scored the greatest number of points at the end of the three Events. All the results will be taken into consideration. 順位認定 7) 各レースにて スタートできなかった者又は除外された者を除き 全てのドライバーに以下の配点基準で得点が授与される b) 各 <b> ファイナルにて 上位 12 位のドライバーに以下の配点基準で得点が授与される : )CIK-FIA カートアカデミートロフィーの優勝ドライバーのタイトルは 3 つの競技会が終わった時点で最高得点を獲得したドライ バーに授与される すべての結果が考慮される ENTRANTS APPLICATIONS 9) Applicants must hold valid Entrants International Licences and the necessary authorisations (visas) issued by their ASNs affiliated to the FIA. 10) The Entrant must be the father, the mother or the legal guardian of the Driver. 11) Applications to participate in the Trophy shall be submitted to the CIK-FIA by 30 March by means of the entry form available from the ASNs and must be accompanied by the copies of the licences and entry fee to the order of the FIA. Successful applicants are automatically admitted to all the Trophy Events and will be the only Entrants at these Events. Unsuccessful applications will be notified before 13 April. No change of Entrant shall be allowed after the entry list has been made official. 12) All applications will be studied by the CIK-FIA, which will publish the list of karts and Drivers accepted, with their racing numbers, at the latest 15days after the closing date of entries. 13) Applications shall include: a) confirmation that the applicant has read and understood the Code, the General Prescriptions, the Specific Regulations, the Appendices, the Technical Regulations and the Sporting Regulations and agrees, on his own behalf and on behalf of everyone associated with his participation in the Event, to respect them; b) the name, contact details and data of the Driver, as well as copy of his licence. c) an undertaking by the applicant to participate in every Event; d) a deposit cheque of 600Euros guaranteeing that the candidate participates in all the Trophy Events and returns the equipment used in good condition to the single-supplier of karts. 14) The number of entries in the Trophy will be limited to 51. 競技参加者の参加申請 9) 参加申請を行う者は FIA 加盟の管轄 ASN により発行された 現在有効な国際競技参加者ライセンスおよび必要な許可証 ( ビザ ) を所持していなければならない

5 10) 競技参加者は ドライバーの両親 あるいは法的後見人でなければならない 11) トロフィーへの参加申請は ASNより入手可能なエントリーフォームによって 3 月 30 日までに CIK-FIA に提出しなければならず ライセンスの写しと FIAの指示に従ったエントリーフィーが添えられていなければならない 申請が受理された参加者は すべてのトロフィー競技会に参加が認められ それらの競技会にて唯一の競技参加者となる 申請が不受理となった者には 4 月 13 日までに通知される エントリーリストの公示後は 競技参加者の変更は認められない 12)CIK-FIA はすべての申請を調査し 申請が受理されたカートおよびドライバーのリストを レース番号 ( ゼッケン ) と共に 遅くともエントリー締切日の 15 日後に公示する 13) 申請には以下を含めること : a) 申請者が 国際競技規則 一般規定 特別規則 付則 技術規則および競技規則を読んで理解し 自己および自身の競技会参加に関連するすべての者を代表して それらを遵守することに同意することの確認 b) ドライバーの氏名 連絡先詳細およびデータ それらに加えてライセンスの写し c) 全ての競技会に参加するという申請者による同意 d) 参加申請者がすべてのトロフィー対象大会に参加することを保証し カートの単一供給業者に使用した機材を良好な状態で返却することを保証する 600ユーロの内金小切手 14) トロフィーへのエントリー数は 51 台までに制限される ELIGIBLE DRIVERS 15) Drivers who are at least 13 years old (or who reach their 13th birthday during the year) and 15 years old as a maximum (not reaching their 16th birthday before 31st December of the year concerned). 16) Drivers shall be selected by their respective ASNs - one Driver per ASN. An entry will be reserved for a lady Driver selected by the FIA Women & Motor Sport Commission. The acceptation of the other 50 candidatures will be established by priority order on the basis of the following criteria: A) ASNs having entered the most events on the international sporting and/or zone calendars during the previous season (see Appendix 1); B) ASNs which do not organise international or zone events but have had the largest representation of their licence-holding Drivers in CIK-FIA Championships of the previous season (see Appendix 1); C) other ASNs meeting neither criterion A, nor criterion B above but which have informed the CIK-FIA of their intention to select a Driver for the Trophy; D) should the total number of ASNs selecting a Driver be less than 50, ASNs meeting criterion A above would be invited to select a second Driver. The mode of selection of Drivers by ASNs comes within the sole remit of the latter. ASNs have to communicate the name of their selected Driver to the CIK-FIA before 16 th March. 17) Drivers holding of a CIK-FIA Grade C-Junior International Karting Licence (issued by their ASN affiliated to the FIA, in compliance with Article 4.2 of Appendix B), subject to having either participated in a minimum of 6 national Karting Events, or participated in a minimum of 3 Events entered on the International Sporting Calendar. 参加資格のあるドライバー 15) ドライバーの最低年齢は 13 歳 ( あるいは当該年 13 歳となる者 ) とし 最高年齢は 15 歳 ( 当該年の 12 月 31 日前に 16 歳 とならない者 ) とする 16) ドライバーは それぞれの管轄 ASN によって選出される -ASN 毎に 1 名のドライバーを選出 エントリーのうち 1 つは女性ドライバー専用となり FIA Women &Motor Sport 委員会 がその選出を行う その他の 50 エントリーの立候補選考基準は 以下についての優先順位によって決定される : A) 前年のシーズン中に国際スポーツおよび / あるいはゾーンカレンダーに掲載された競技会に最も多く参加した ASN( 付則 1 参照 ) B) 国際あるいはゾーン競技会を組織していないが 前年シーズンの CIK-FIA 選手権に参加した当該管轄ライセンス所持 ドライバーが最も多い ASN( 付則 1 参照 )

6 C) 上記基準 AおよびB のいずれも満たさないその他の ASNで CIK-FIA に対しトロフィーのドライバーを選出する意向を通知したASN D) ドライバー選出を行った ASNの数が 50に満たない場合上記基準 Aを満たす ASNが第 2ドライバー選出を求められる ASNによるドライバーの選考方式は ASNに独占的に任される ASNは選出したドライバー氏名を CIK-FIA に3 月 16 日までに連絡しなければならない 17)CIK-FIA グレードC ジュニア国際カートライセンス ( 付則 B 第 4 条 2 項に合致し FIA 加盟のASN が発行 ) を所持し 国内カート競技会に最低 6 回参加しているかあるいは国際スポーツカレンダーに掲載された競技会に最低 3 回参加しているドライバー ELIGIBLE KARTS AND EQUIPMENT 18) The Event is reserved for KF3 karts, as defined by the Technical Regulations, with the following specific characteristics for the engine and fuel: * float-chamber carburettor without electronic connections, which must remain strictly original, supplied sealed and pre-set by the single-supplier of engines, * E10 type fuel (10% of non-food bio-ethanol) designated further to an invitation to tender, mixed with the lubricant determined by the single-supplier of engines and agreed by the CIK-FIA. 19) A single-supplier of karts, chosen further to a tender procedure, has been designated for the supply of all the karts used in the Trophy, according to a «turnkey» principle to be applied throughout the Trophy. 19a) The kart unit comprising all the elements delivered by the single-supplier cannot receive any modifications whatsoever (except the third rear axle bearing, which can be freed or totally dismounted) and must be used as supplied. The chassis elements can be set up only by using the basic mechanical settings. The transmission ratio (rear crown) must be the one indicated by the kart Supplier, with a tolerance of + or -1 cog. 20) Each Driver will be entitled to submit to Scrutineering the following equipment: Number of chassis : 1 (the one allocated to him by drawing lots for the Trophy) Number of engines : 1 (the one allocated to him by drawing lots for the Event) Set of «slick» tyres: 1 new one (the one allocated to him by drawing lots), plus 1 set of already used tyres marked at the previous Event (except for Event 1, where 2 new sets or 1 new set + 1 set of already used tyres may be marked). The kart must be presented in full configuration (assembled chassis+bodywork+extra components), and the engine must be presented separately. 21) As from the Qualifying Practice, each Driver may have the following equipment: Number of chassis : 1 (the one marked at Scrutineering) Number of engines: 1 (the one marked at Scrutineering) Sets of «slick» tyres: 1 Sets of «wet» tyres: 2. 21a) The tyres and fuel stored in the Servicing Park cannot be used in the Warm-ups. The tyres marked during Scrutineering shall be the only «slick» tyres authorised for the Warm-ups. 21b) Any chassis damaged in a racing incident ascertained by Race Direction or by the Panel of the Stewards may be pointed out to the Technical Delegate, who will be the only Official entitled to allow or refuse the replacement of the damaged chassis by a chassis that was not registered at Scrutineering and that will be taken from chassis of the make concerned initially marked by the CIK-FIA. 21c) On decision of the Stewards, the Scrutineers will be authorised at any time of the Event to interchange Entrants equipment (chassis, engine, carburettor, ignition, inlet silencer, axle, accessories) for another Competitor s equipment or with equivalent substitution equipment taken by drawing lots from the stock of the Supplier concerned. 参加が認められるカートおよび装備 18) 競技会は 技術規則に定められている通り エンジンおよび燃料に次の特定の特性を有する KF3 カートのみが参加できる * 電子的連結部の無いフロートチャンバーキャブレターが 厳密にオリジナルのままで 封印された状態で供給され エンジン

7 の単一供給業者によって事前セッティングがされる * 入札によって指定される E10タイプ燃料 ( 非食物バイオエタノール混合率 10%) が エンジンの単一供給業者によって決定された潤滑剤と混合され また CIK-FIA によって合意を得る 19) 入札手順で選択されるカートの単一供給業者が トロフィーを通じて適用される 完成品引渡し の原則に従い トロフィーに使用されるすべてのカートを供給するため指定される 19a) 単一供給業者より供給されたカートユニットは ( 解放または全除去が可能であるサードリアアクスルベアリングを除く ) いかなる改造も許されず供給されたまま使用しなければならない シャシーは 基本的な機械的セッティングのみを用いてセットアップすることができる 変速比 ( リアクラウン ) は 許容交差 +または-1cog で カート供給者により示されたものでなければならない 20) 各ドライバーは 以下の装備を車両検査に提出する権利を有する : シャシー数 :1 ( トロフィーのくじ引きによって割り当てられたシャシー ) エンジン数 :1 ( 競技会のくじ引きによって割り当てられたエンジン ) スリック タイヤセット数 : 新品 1セット ( くじ引きによって割り当てられたセット )+ 前回の競技会にてマーキングされた使用済みタイヤ 1セット ( 第 1 戦は除く 第 1 戦では新品 2セット あるいは新品 1セット + 使用済みタイヤ1セットでマーキングされていて構わない ) カートは完全な状態 ( 組み立てられたシャシー +ボディワーク + 付属品 ) で提出され エンジンは別に提出されなければならない 21) クオリファイング プラクティスから 各ドライバーは以下の装備を持つことができる : シャシー数 :1 ( 車両検査にてマーキングを受けたもの ) エンジン数 :1 ( 車両検査にてマーキングを受けたもの ) スリック タイヤセット数 :1 ウエット タイヤセット数 :2 21a) サービスパークに保管されているタイヤと燃料は ウォームアップには使用できない 車両検査でマーキングを受けるタイヤは ウォームアップに使用が許される スリック タイヤのみであること 21b) レース中のインシデントによって損傷したことがレースディレクターあるいは競技会審査委員会によって確認された一切のシャシーについては テクニカルデリゲートに申し出ることができ 損傷を受けたシャシーを 車両検査にて登録されていない 最初に CIK-FIA によってマーキングされた当該銘柄のシャシーに交換することを許可あるいは拒否する権利を有する唯一の競技役員は テクニカルデリゲートである 21c) 審査委員会の決定により 技術委員は競技中のいかなる時でも参加者の装備 ( シャシー エンジン キャブレター イグニッション 吸気消音器 アクスル アクセサリー ) を他のエントラントのものまたは供給者のストックから選定した同等品に取り換えることが認められる GENERAL SAFETY 22) Article 2.14 of the General Prescriptions. 22 bis) Starting grid procedure on the track (Final only): a) The karts will have to be placed on the grid on the track for the start of the Final. b) 15 minutes before the starting time for the Formation Lap, in groups of two under the direction of the Officer in charge of the assembly area, the Drivers at the wheel of their karts with their engines switched on will leave the Start Servicing Park to take up their positions on the starting grid for the race. c) The launching of the Formation Lap will be preceded by the showing of boards announcing: 10 minutes, 5 minutes, 3 minutes, 1 minute, 30 seconds. Each of these boards will be accompanied by an audible warning. d) Interviews may no longer take place once the three-minute board has been shown. With the three-minute board, the CLEAR THE TRACK board will be shown: everybody except Drivers and Officials must leave the grid. e) 30-second signal: 30 seconds after this signal, the green flag will be shown at the front of the grid to

8 indicate that the karts must begin a Formation Lap, keeping to the order of the starting grid and in conformity with the CIK-FIA General Prescriptions. f) Should a Driver require assistance after the 30-second signal, he or she must indicate this to the Marshals and, once the other karts have left the grid, it will be pushed to the Assembly Area, and the Mechanic may work on the kart. In this case, Marshals with yellow flags will stand beside the kart (or karts) concerned to warn the drivers on the Formation Lap. Marshals will be instructed to push any kart remaining on the grid after the start of the Formation Lap to the Assembly Area immediately. If a Driver starts from the Assembly Area after the intervention of a Mechanic, he will be authorised to do so only on the orders of a Marshal, and he will take the start from the back of the formation, irrespective of the number of Formation Laps. g) The only permitted variation in the above start procedure will take place when the START DELAYED board is shown on the Line, which will entail lengthening the procedure by 5 minutes because of a change in the weather conditions. In this case, the Competitors will have the possibility of changing their tyres. 一般安全 22) 一般規定第 2 条 14 項 22bis) コース上でのスターティンググリッド手順 ( ファイナルのみ ): a) ファイナルのスタートでは カートはコース上のグリッドに配置されなければならない b) フォーメーションラップ開始 15 分前に アセンブリエリア担当の競技役員の指示の下で 2 つのグループになり ドライバーは 自身のカートのエンジンをかけ レースのスターティンググリッドにつくために スタート サービスパークを離れる c) フォーメーションラップ開始手順は 以下の時間を示すボード表示によって進行する : 10 分前 5 分前 3 分前 1 分前 30 秒前 これらの各ボードは 警告音と共に表示される d)3 分前ボードの提示時点より インタビューを行うことはできない 3 分前ボード提示と共に コースクリア CLEAR THE TRACK ボードが提示される : ドライバーと競技役員を除く全員が グリッドから退去しなければならない e) 30 秒前 合図 : この合図の 30 秒後に グリッドの前方でグリーンフラッグが出され それによりカートはフォーメーションラップを 開始しなければならない フォーメーションラップ中はスターティンググリッド順を保ち CIK-FIA 一般規定を遵守する f) 30 秒前 合図のあった後で援助が必要となったドライバーは マーシャルにそれを示し 一旦その他のカートがグリッドを離れ た後 当該カートはアセンブリエリアに押して移動され そこでメカニックはカートに作業が認められる この場合 当該カート ( 含複数 ) の脇に黄旗を持ったマーシャルが立ち フォーメーションラップを行うドライバーに警告する マーシャルは フォーメー ションラップ開始後にグリッドに残った一切のカートを直ちにアセンブリエリアに押して移動するよう指示される メカニックの介入後 アセンブリエリアからスタートするドライバーは マーシャルの指示によってのみ それが認められ フォーメ ーションラップの数に関係なく フォーメーションの最後尾からスタートする g) スタート遅延 START DELAYED のボードがライン上で提示された場合 上述のスタート手順に認められる唯一の 変化形手順がとられ 天候状況の変化を理由に手順が 5 分間延長される この場合 競技参加者はタイヤ交換が可能と なる RUNNING OF THE EVENT 23) Each Event will comprise an educational programme session, non-qualifying Practice, Qualifying Practice, Qualifying Heats and a final phase as a minimum. a) Educational programme: the participation of all Drivers in the educational programme is mandatory. The programme session will take place on the Friday morning and the Drivers will be called upon to take part in it according to a passing order defined in an appendix to the time schedule of the Event. b) Non-Qualifying Practice: The time schedule of the Event must provide for non-qualifying Practice for

9 the category. It is reserved for Drivers who have passed the Sporting Checks and Scrutineering and participated in the educational programme. c) Qualifying Practice: Article 18 B of the Specific Prescriptions. d) Qualifying Heats: There will be three Heats. Article 18 C of the Specific Prescriptions. e) Final phase: The best 28 classified Drivers after the Qualifying Heats will compete in the final phase, over a total distance of 40 km, which will be run according to the following format: Race 1 and Race 2 (for each race there is a final classification and an allocation of Trophy points). * Race 1 (20 km): Starting positions according to the number of points allocated in the Qualifying Heats. * Race 2 (20 km): Starting positions determined by the classification of Race 1.
