3 本調査の目的と意義 ( 本調査の目的 ) 株式会社野村総合研究所 ( 以降 NRIと略す ) と株式会社京三製作所 ( 以降 京三と略す ) は 平成 24 年度インフラ システム輸出促進調査等委託事業 ( グローバル市場におけるスマートコミュニティ等の事業可能性調査 : ロシアにおける都市交通情報ソリューションに関する事業可能性調査 )( 以降 平成 24 年度調査と略す ) の成果を踏まえ 京三の信号ソリューション ARTEMIS が モスクワ市に導入可能性が高いと判断し 第二段階として実ビジネスへの参入を目指し 平成 25 年度事業では モスクワ市より本採用を受けるために必須とされている実証実験の実施に向け 準備調査を行うことを目的とする ( 本調査の意義 ) モスクワは勿論 ロシアにおける初の日系企業による 交通ソリューションの導入に向けて 地元モスクワ市政府 地元政府系 ITデベロッパーである SITRONICSとの 実証試験実施に向けての本格的な交渉を開始する 同時に 実証試験実施に向けての技術的 制度的課題の具体的な解決を進めることにより より実現に近い状況に進めることができる. 2

6 1) 市場分析 2 事業環境 ( 相手国政府 自治体等の政策動向 ( 支援策 制約等 )) モスクワ市の郊外 (Agglomeration エリア ) を中心に SITRONICS とのコワークにより ARTEMIS の導入 普及を目指す ( モスクワ市とSITRONICS) モスクワ市には拡大計画があり 新しいエリアは旧市内の1.6 倍の面積があり 今後の都市計画にもよるが 多数の信号が必要になる このエリアについてもSITRONICSは自分のテリトリーになるようモスクワ市に働きかけており 市とのつながりの強いSITRONICSが自分の商圏に取込むことが確実と見られ 将来的にはこのエリアの整備にも大きな期待をもてる この動きを含めて まだこれから整備をすべき地域が拡大しており ロシアでは息の長いビジネスが可能と判断している (SITRONICS) SITRONICS 社はモスクワ市の交通管制システムのメインコントラクターで 市内の交通信号整備を独占的に請け負っている 実証実験後のモスクワ市及びその周辺での普及については大きな期待が持てる 機器の設置工事 運用 保守についてはSITRONICSが担当 保守品の供給は京三が担当する 京三からはARTEMISの制御ユニットとして供給 SITRONICSは自身の筐体に入れてSITRONICSブランドで販売する方針を確認している このことにより ロシア警察の機器認可や設置申請等がスムーズに行なえる環境が形成され 京三の負担が激減する 5

Toll part will be only about 400 km (60%). The road shall be completed by The decision to build the highway was taken by the Ministry of Transport of the Russian Federation, and the initiative came directly from then-president Vladimir Putin's Russia. In January 2006, the design project was handed over to the customer justifying the investment in the construction of the highway Moscow - St. Petersburg between km 15 - km 58. In February 2008, a concessionaire for the construction of the first section was selected from the category of private companies. Of the three companies involved in the tender, Russian Ministry of Transportation chose "North-West Concession Company." At that time, the estimated cost of building of the entire route was approximately 350 billion rubles. In 2010, the beginning of the preparatory work for the construction of the km 15 - km 58 tracks (including logging in the Khimki forest clearing), but due to public protests in August of the same year, these works were suspended. In the spring of 2011 for the preparation of land for the construction of a new road continued. September 29, 2011 construction began on the highway in the area from the 15th to the 58th kilometer. In addition, in 2013, Avtodor" is going, to the beginning of the summer season, to expand the entry to the paid section of the M4 highway from 48 to 71 km. In particular, it is planned to build a single checkpoint in both directions through 14 locks on each side. 11

Is located in the district "Dorogomilovo" and "Fili-Davydkovo. Avenue begins as a continuation of Novy Arbat for Novoarbatsky bridge, then goes to the west and ends at the intersection Rublevsky and Aminevskogo highway. Continuation of the prospectus is Mozhayskoe highway. Kutuzovsky avenue - is the government's grand entry into the capital from the west, conceived as a high-speed line, connecting the Kremlin with the residence and favorite places of the political elite. Moscow International Business Center "Moscow City" ("Moscow-City") - a business district in Moscow Presnenskaya waterfront. As part of "Moscow-City" is created a zone of business activity that will bring together business, apartment living and leisure. Approximate Square of Moscow City is 4.5 million square meters. It is supposed to be located on the site of former industrial sites between the Moscow City and Khoroshevskaya highway (total area ha). The length of the line is 10.3 km. Highway is designed for 3-4 lanes in each direction, ramps lanes. Railway track throughout is either completely (head section), or partly in the railroad precinct. The intensity of traffic on North relief road of Kutuzovsky Avenue will be about units in the rush hour in one direction, the reserve capacity of 6-27%. Construction of the road will help reduce citywide transport mileage by 50.0 million car-km per year, the average travel time through Kutuzovsky Avenue - Mozhaisk Highway - from 30 minutes to 20 minutes, the length of congested areas Kutuzovsky Avenue - Mozhaisk highway - 25%. Construction of the highway will require relocation of underground engineering services. 16

These boards will display messages on the movement prohibition in the case of an accident. All the information about the traffic situation will be kept in an operations center, with servers for data processing and storage. Austrian company Swarco developed ITS for Kazan. It is expected that the introduction of ITS will reduce traffic delay by 15%, by 20% will reduce the amount of travel time, by 25% reduce the emission of harmful substances into the atmosphere. 980 million rubles - this is the preliminary cost of the project. In 2014, the system will be at the initial stage of implementation. First the modernization will be related to improvement of the city transportation network and public on-ground transportation. New system will increase road safety and traffic predictability. 17
