2 Okuma S chool New Leaders for a New Age Shigenobu Okuma In 1882 Shigenobu Okuma founded the Tokyo Senmon Gakko, the predecessor of Waseda University. Okuma was a key figure in the fall of the Tokugawa Shogun and helped to build the foundations of modern Japan. Okuma, whose childhood name was Hachitaro, was interested in the West from an early age. He studied Dutch law and other subjects at a Dutch studies institute. After completing his studies, he went to Nagasaki where he founded the Chienkan, an English language college. At his invitation, Guido Herman Fridolin Verbeck, a Dutch missionary, came from the United States as a lecturer. Okuma focused his attention on the study of foreign culture and international law. While still in Nagasaki, he was employed by the new Meiji government and served as an adjudicator in the Office for Foreign Affairs. Okuma s talents became readily evident to the new government during his negotiations with the great Western powers who were protesting the persecution of Japanese Christians in Nagasaki. During this crisis, British ambassador Sir Harry Smith Parkes strongly protested the persecution of Christians and demanded swift resolution. Okuma refused to concede, citing the independence of sovereign states under the principles of international law. Parkes was greatly impressed by Okuma s boldness, wisdom and negotiating skills, and supported Okuma in his subsequent drive to modernize Japan. Okuma later moved to the Tsukiji area of Tokyo and, along with Ito Hirofumi and Inoue Kaoru, became widely known for his role in the New Intellectual Movement. The Okuma School The Okuma School (The Okuma School of Public Management) was named to honor the ideals of Shigenobu Okuma. The school intends to promote research and education with the same spirit that drove Okuma, who with his steely determination and farreaching wisdom found modern Japan. Okuma founded Waseda University to educate the future leaders of Japan. Waseda s principles are encapsulated in his words: The principal goals behind the founding of this school are independence of learning, promotion of the practical utilization of knowledge, and creation of good citizenship. Practical utilization of knowledge and learning that is not swayed by trends or power are at the heart of the Okuma School s mission. As a professional graduate school, the Okuma School is concerned with the public sphere and training professionals to work within it. In this age of continuing globalization, the third Waseda University principle the creation of good citizenship can be rephrased as educating global citizens. The Okuma School is dedicated to educating the future leaders of a new era and training them to step out into the world and work for the good of society and mankind. It can truly be said to have inherited the mantle of Shigenobu Okuma.

3 Mitsuyoshi Ishida Dean of the Graduate School of Public Management A Message from the Dean The Okuma School of Public Management: a Professional Graduate School that Provides Ideals for the 21 st Century. Public management is a new concept that has risen to meet the transitions and social changes of the modern world. At the end of the 20 th century it became increasingly apparent that current social systems, based on the philosophy of the nationstate, were not meeting the needs of a new era. These social systems were further aggravated by the computerization and globalization of the IT revolution. We are now in a situation where major transformations are inevitable in many fields. The basic philosophy of the modern state was once articulated by juxtaposing the state (i.e., the public sphere) against society (i.e., the private sphere). This relationship has now been revised. Now we envision government and society working together to constitute and manage the public realm. We need bold structural reform. Universities, once expected to nurture generalists, are now being called upon to supply graduates who can work as professionals with specialized knowledge and hands-on experience. In the field of public management such graduates are expected to work for the public and further its interests in government, private and civic sectors as well as in the information sector, the so-called fourth estate. Our curriculum is designed for working professionals who wish to pursue an academic career. The Okuma School of Public Management educates public management professionals with a curriculum based on political science and economics. Our students learn to balance the principles of equity and efficiency. They are given many opportunities for practical training, and focus on policy making and policy evaluation. Project periods and various internship programs allow them to perfect practical instruction and acquire advanced skills. Our curriculum allows working professionals to earn a master s degree that gives them the skills they need for careers in today s demanding environment. Advanced research training in the doctoral program The Okuma School offers a professional master s program that can be completed in either one or two years. It is the only institution that provides a doctoral program in the field of advanced research a specialization for which there is much demand. Advanced Ph.D. students of Public Management can study abroad at affiliated schools. 4 Curri culum Educational Policy and Curriculum Mission Statement Training a new generation of leaders in the skills of public management The Okuma School of Public Management is a professional school that gives its graduates public administration skills that allow them to become contributing members of society. Equipped with an understanding of the public realm, these future leaders will become creative managers and capable administrators. They will be internationally aware and possess a strong sense of social responsibility. Policy decisions that strike a balance between equity and efficiency. Both equity and efficiency are needed for effective public policy. Students learn to weigh both carefully, decide which receives precedence, and frame effective policy. They develop the essential public management capabilities that are so much needed in society today. Policy making and policy evaluation that are grounded in reality. Policy-making capacity refers, first, to the realization of specific policy. Students receive a strong grounding in statistical methods, case surveys, planning, policy evaluation, simulation and other basic methodologies. In their master s thesis they formulate a specific policy to meet real-world conditions and then evaluate it. Using education and research methodology to teach international awareness and a global perspective. The world is becoming ever more globalized. All organizations not just international institutions, NPOs and NGOs must see their actions through a global perspective. The Okuma School s program of international exchange with foreign graduate schools and other institutions gives its students an awareness of living and working in the larger sphere. Education that can be used in the real world of domestic and international administrative bodies, NPOs and NGOs, corporations, and journalism. In this day and age it is important that every organization and occupation be mindful of the public interest. After graduating with a master s degree, Okuma School students will be prepared to work in central and local administrative bodies, international institutions, and NPOs and NGOs. They will also enter the broader fields of private-sector business, policyevaluation institutions, journalism/mass media, and politics. Professional Graduate Schools Today the world is becoming increasingly diversified and there is a growing need for mid-career and specialized education. In 1999, the Ministry of Education, Culture, Sports, Science and Technology responded to this need by introducing a professional graduate school system, whose purpose was to train people to be highly skilled practitioners. This system was abolished in 2003 and replaced with a new system of specialized graduate schools that allows people to acquire degrees in professional fields. Having acquired specialized knowledge, they then play leadership roles in diverse areas of society. The Okuma School of Public Management at Waseda University is one of these graduate schools. It trains people in the profession of public administration and awards a professional master s degree in public management. 02

How should we react? As the world becomes more complex and interdependent, it is difficult to formulate an answer. The New Public Management (NPM) is a public-sector management philosophy that was introduced in the 1980s to address this question. NPM seeks administrative reform through the use of private-sector market principles. Particular attention is paid to methods such as privatization, private sector commissioning, and the Private Finance Initiative (PFI). The danger exists, however, that NPM s use of market principles and its emphasis on efficiency may harm public equity (social justice). Theoretically, equity should arise from efficiency but in many cases this has not occurred. The public sector has adopted the market principles of the private sector and the reverse has also occurred. As a consequence, there are a growing number of areas where private-sector companies must pay attention to public issues such as the environment. Further, third-sector organizations such as nongovernmental and non-profit organizations have proliferated. The present reality is one where the divide between public and private is ever more difficult to define. In this situation it is more important than ever for decision makers to think about the balance between the efficiency of the private sector and the equity of the public sector as they formulate policy. In some circumstances equity must be prioritized and in others efficiency. The ability to choose the right priority is absolutely essential to leaders both now and in the future. The Okuma School of Public Management curriculum places great emphasis on fostering this balance between equity and efficiency. We teach future leaders that balance is the keystone of policy making. 6 Curri culum Four Research Concepts The Okuma School believes that effective public-management policy must be based on a balance between equity and efficiency. To achieve this balance, attention must be paid to four areas: administration, public policy, public economy and information journalism. Administration is perceived as the opportunity to support national- and local-government personnel and to provide brush-up/in-service training for civil servants. Public Policy focuses on policy formulation and evaluation by politicians, policy advisors, NPOs, NGOs and international institutions. Public Economy focuses on the cultivation of management and consulting skills in corporations as well as in think tanks, consulting companies and other institutions. Information Journalism intersects all three of these categories. These concepts are not limited to any one field: any endeavor depends on a firm historical perspective and an appreciation of values. With these, one can understand one s era. Our courses and special studies are not classified according to these concepts. Instead, they function as research guides. Students work with the media, central and local government offices, and members of the Japanese Parliament. Students are placed in these internships under the kind auspices of Mecenat (see p. 17) and the Parliament Toumonkai (Alumni of Waseda University who are members of parliament). 7 Master s Theses Grounded in Reality Theory and ideas are one thing, practical implementation is another. Students at the Okuma School of Public Management write a master s thesis that deals with the realities of policy formulation and evaluation. At present, public management is generally confined to three sectors: administrative bodies, private corporations, and NPOs/NGOs. Journalism and the media form a fourth sector that evaluates the policies of the first three sectors and acts as an interface. Graduates of the Okuma School understand the realities of policy formulation and evaluation from the standpoint of any of these sectors. Our curriculum provides students with the foundations of political science, law, and economics, and equips them with necessary tools such as statistical methods. Having completed this base, students then take courses and seminars that further their individual research interests, concerns and viewpoints. The master s thesis is the completion of this process. Students build on their acquired knowledge and ideas, and submit a thesis with real-life proposals and policy evaluation. The One- or Two-Year Master s Degree The standard curriculum requires two years but certain individuals with requisite professional backgrounds may complete the master s degree in one year. Forty credits (including thesis) are required for completion of both options. Eight or more credits must be earned from the core curriculum. 9 Multiple Research Advisors The Okuma School does not employ the traditional practice of assigning a single research advisor to each student. Instead, each student works independently but takes the differing views and opinions of several professors into consideration. A profile of each student is created when he or she applies for admission. After students enroll they receive faculty guidance that is tailored to their individual profile. Research records are also added to their profile. When students complete their courses, their master s thesis will be compiled from this file. A Flexible Registration System Universities and graduate schools usually assign students to a specific seminar which is the focus of their studies for a year or even longer periods of study. The Okuma School, however, is distinctive for its reforms to this compartmentalized system. In our seminars, each semester is subdivided into three units. Each unit is conducted as a cycle. A theme is introduced, the issues are studied and presented, and a final evaluation is made. Each student chooses a seminar that he or she wants to take in each unit, and proposes a theme of study to the professor offering the seminar. The professor in turn gives the student a particular issue to study, based primarily on the submitted theme and the student s profile. The student writes and presents a paper on this issue and evaluated by the professor. At the end of each semester each student s research plan is reviewed. When a student has completed the degree requirements, he or she writes a master s thesis from the research papers and gives a final presentation. It is possible to take professor A s seminar in the first unit and professor B s seminar in the second unit. Two concurrent seminars are also allowed. Students are asked to receive instruction from three or more faculty members before they complete a seminar. As students receive guidance from different professors it is likely that one professor s advice may conflict with that of another professor. When this occurs, the student must understand the contradiction and go on to form his or her own opinion. Such occurrences simulate actual decision making, with all of its conflict and complexity. 10 Curri culum Course Registration The Okuma School curriculum gives students a free choice of seminars, allowing them to advance their own research plans and interests, and benefit from their own background. Accordingly, there are no specified majors or required courses. The table below shows examples of enrollment possibilities. 12 Alliance s Working with Local Governments The Okuma School is a professional school that emphasizes problem solving and administrative experience. Our student benefit from the relationships we have developed with local governments and public organizations. Through these affiliations we offer a broad spectrum of programs that include field work, on-site training programs for enrolled municipal employees, and joint problem-solving projects sponsored by the Okuma School and various municipalities. One such activity was conducted in cooperation with the Department of Commerce and Industry in Kawaguchi City, Saitama Prefecture. Working as interns, students helped small and medium sized corporations with Total Quality Management (TQM). This program and others play an integral function in the Okuma curriculum by giving students an opportunity to verify the information they have learned in the classroom. The program also serves a valuable function for the local governments who send their employees to the Okuma School. After graduation, these employees have new skills and new contacts. They advance municipal management reform and provide an interface between industry and academia. Activity Highlights Kawaguchi City, SAITAMA With our help, small and medium sized businesses learned Total Quality Management (TQM). Okuma faculty helped the city move toward reform by forming a research project surveying systematic administrative reform. Ube City, YAMAGUCHI As part of a project on administrative management instruction, the Okuma faculty convened a joint research group to study ways to help senior executives adjust to change. They also held a training session to improve staff policy-formulation abilities. Miyoshi City, HIROSHIMA Starting in 2005, Miyoshi City has been the site of an intensive summer seminar called Municipal Management and Regional Independence. With the city s help, students conduct field work that applies classroom learning to a functioning local government. As students work on administrative evaluation they participate in a joint policy-research group. SAGA Saga Prefecture is the birthplace of Waseda University founder Shigenobu Okuma. Starting in 2005, Saga and other cities in Saga Prefecture have been the site of a summer intensive seminar called the Okuma Region Founder s Course. In addition, a public lecture is held each year. 13 Study Abroad at Affiliated Universities The world can be seen a laboratory for experiments in public management. It is important to be aware of trends and experiences in international organizations and NGOs. The Okuma School gives its students a valuable opportunity to cultivate a deeper understanding of international affairs by working with overseas universities that are involved in administration and public management. Going beyond the usual overseas study and faculty exchanges, the Okuma School is building highly cooperative relationships and joint study programs. Students prepare for their trip, spend several weeks in the summer conducting research at an overseas institution, and close out the experience with more study and a written research report. Because of this, it attracts a significant demographic of working students to its entering classes. These students choose either a one-year or two-year course of study. They come from a broad spectrum of professions civil servants, politicians, and private-enterprise employees yet they all deal with the public sphere. A large number of recent graduates also want to be professionals and enroll in the Okuma School. 16 Stud ents Interviews: Student and Alumni Park Jinyoung Second year student earning a professional master s degree Students at the Okuma School can take a broad range of seminars taught by faculty members who are leading figures in administration, politics, economics, mass communication and many other fields. The Okuma School features a well-developed practical curriculum with hands-on experience. I was particularly interested in the well-planned internships. I worked with a major manufacturer, a television broadcasting station and a major US governmental organization during my first year in the professional program. Thanks to my practical experience in these different fields, I now feel confident that I can bring these multiple perspectives to my work and analysis. There are many working professionals at the Okuma School. By talking with them I learned a lot and gained a wide circle of friends in many fields. As an international student from Korea, the Okuma School is an opportunity for me to know and understand the Japanese community. At the same time I have a valuable opportunity to rediscover my own country. The two-year master s degree program, class of September 2007 An always-on-the-go ad agent is how I see myself when I look at my life in an advertising agency. Words like busy and stressed are merely descriptions of the ordinary at an ad agency. To refresh myself, I think of my life and experiences as a student. Those wonderful days reappeared when I embarked upon a course of self-development at the Okuma School. I have no word but terrific for those two years. My current position involves advertising and marketing strategies for public organizations and strategies for revitalizing local government. When I thought about going back to school I looked for a graduate school where I could study these subjects in depth from a business, academic and theoretical perspective. The answer was the Okuma School of Public Management at Waseda University. I am confident that no other school can top the Okuma School s impressive faculty. There is an extensive curriculum with many programs. The faculty are specialists in their fields and the courses are rigorous and very satisfying. I must not forget to mention the other working professionals who are active in various fields. They create an unforgettable graduate school environment. 17 Thesis and Research Subjects Prospective students submit a research subject when they apply for admission. The topic is the focus around which they plan their studies and, after review and revision, it is the subject of their final master s thesis (a policy recommendation paper). Unlike many professional schools which do not require a master s thesis, students at the Okuma School write a thesis (a policy recommendation paper) which they compile from their ongoing research. 18 Ph.D. & Mecenat S upport Ph.D. in Public Management Program Features Ph.D. in Public Management Ph.D. requirements Students must be enrolled in the Ph. D program for more than three years. After completing their designated studies they submit a Ph.D. thesis and receive their doctorate after it is approved. Guided Study A doctoral candidate in the Okuma School of Public Management does not have just one thesis director. Instead, he or she is advised by several faculty members. A three-member thesis committee is set up after full consideration of the candidate s research topic. Committee members may be changed according to research progress. Study abroad Doctoral candidates who are enrolled at the Okuma School may study abroad at affiliated schools for a designated period of time. A presentation must be made, and the results must be written up after the candidate s return to Japan. Submission and evaluation of the doctoral thesis The dissertation must be approximately 100,000 to 300,000 characters in Japanese or 40,000 to 120,000 words in English. The thesis committee examines the candidate in an oral defense and awards a Ph.D. in Public Management to successful candidates. 19 Mecenat Support Membership Invitation to join Education at a professional school cannot be completed on campus. Companies and public organizations must help students experience practical training and the realities of the working world. The Okuma School founded the Mecenat Support with this in mind. Its mission is to find support and partnership from a wide range of corporations and foundations, as stated below. Member subscriptions and the scholarship fund Members of the Mecenat Support give a minimum of 1,000,000 yen per donation, multiple donations possible. All funds go to the efficient care of the Okuma School of Public Management Scholarship Fund. Scholarship recipients receive 200,000 to 500,000 yen per year. Opportunities for internships and other experiences We invite businesses and organizations to provide our students with the chance to receive internships and practical workplace training. Guest speakers and visiting lecturers at the Okuma School We welcome guest speakers and lecturers from outside the Okuma School. Their priceless knowledge of actual practice in many different organizations reinforces student learning and gives them a window onto the world. Members of the Mecenat Support also benefit. By actively participating in our student internships they have the opportunity to discover and educate the talented people they have been seeking for their own enterprise. The word mecenat a French word that means support of culture and the arts was deliberately chosen by the Okuma School.
