99 Local Governments Original Policies for Disaster Victims Eiichi Yamasaki* Abstract Based on the survey of local governments conducted by the Kwansei Gakuin University Institute for the Research of Disaster Area Reconstruction, this paper aims to offer a clear picture of local governments support policies for disaster victims and to identify problems such policies harbour. Attention is given to local governments original policies because those governments have recently implemented support policies different from traditional ones. First, the legal foundation of local governments support policies for disaster victims was established. However, problems arose when analysing the results of a survey of local governments, because the definition of original policies is ambiguous, thus creating confusion. In light of which, original policies were then defined as policies different from those carried out by higher-level administrations,thus distinguishing between policies which fit that definition and which do not. Subsequently, because many original policies have been implemented on a prefectural level in order to address problems with the Natural Disaster Victims Relief Law and the Disaster Relief Law, this study attempts to classify the policies and to break them down according to pattern. The analysis of the survey of local governments poses two problems: the questionnaire items need reviewing and there is uncertainty about how much administration staff are aware of their support policies for disaster victims. Finally, this paper touches on the ideal future for support systems for victims and regional disparities on the systems. *Oita University
