ABSTRACT The Student Transfer and the Articulation System in Chinese Higher Education HUANG Meiying* The purpose of this paper is to examine the actual current situation in China s higher education, and point out the fact that institutions should be more concerned with transfer of students regarding this issue. The focus is on student transfer of short-term higher education to four-year universities. This paper examines the system concerning admission to four year university for graduates of shortterm higher education, and analyzes the social background of it s institutional foundation. There are three ways of admission in our year universities in China. The admission examination in the unified entrance examination of adult higher education, and the State-administered examination for self-learners; as well as the admission examination of regular four year universities. This paper shows three points as of the background of the institutional foundation: (1) there is a strong orientation for a higher academic background and a large stock of graduates of short-term higher education; (2) there are the needs from highly developed industries expecting labor from those completing higher education; (3) finding work, in reality, is a difficult issue. This paper also examines the curriculum of linking education, and points out that linked educational programs have variation. The main source is to change the characteristics in China s short-term higher education. The linked educational program must differ depending on when students graduate. In China, short-term higher education has been amended from a mixed-type (therefore, shortening the learning program of liberal education and special subject education of four year universities) to a vocational-type program. Due to the trend of globalization in the education, higher education, especially in specialized courses in universities require standardization. This paper points out the transfer of students and the quality assurance as a major issue. * Affiliated Researcher, Research Center for University Studies, University of Tsukuba 107
