東 日 本 大 震 災 地 震 発 生 2011 年 3 月 11 日 ( 金 )14 時 46 分 18 秒 ( 日 本 時 間 ) 宮 城 県 牡 鹿 半 島 の 東 南 東 沖 130kmの 海 底 を 震 源 とする 東 北 地 方 太 平 洋 沖 地 震 が 発 生 地 震 の 規 模 はマグニ チュード 9.0で 日 本 周 辺 における 観 測 史 上 最 大 の 地 震 震 源 は 広 大 で 岩 手 県 沖 から 茨 城 県 沖 までの 南 北 約 500km 東 西 約 200kmのおよそ10 万 平 方 キロメートルと いう 広 範 囲 すべてが 震 源 域 とされる 被 害 状 況 この 地 震 により 場 所 によっては 波 高 10m 以 上 最 大 遡 上 高 40.1mに 上 る 巨 大 津 波 が 発 生 し 東 北 地 方 と 関 東 地 方 の 太 平 洋 沿 岸 部 に 壊 滅 的 な 被 害 が 発 生 した 2013 年 4 月 10 日 時 点 で 震 災 による 死 者 行 方 不 明 者 は18,564 人 建 築 物 の 全 壊 半 壊 は 合 わせて39 万 8,679 戸 が 公 式 に 確 認 されている 震 災 発 生 直 後 のピーク 時 にお いては 避 難 者 は40 万 人 以 上 停 電 世 帯 は800 万 戸 以 上 断 水 世 帯 は180 万 戸 以 上 等 の 数 値 が 報 告 されている 復 興 庁 によると 2014 年 4 月 10 日 時 点 の 避 難 者 等 の 数 は 約 26 万 3,000 人 となっている ウィキペディアより 抜 粋 2 East Japan Great Earthquake Earthquake The earthquake was a magnitude 9.03 (M w ) undersea megathrust earthquake off the coast of Japan that occurred at 2:46 p.m. on March 11, 2011 with the epicenter approximately 70 kilometers (43 miles) east of the Oshika Peninsula of Tohoku and the hypocenter at an underwater depth of approximately 30 km (19 miles). It was the most powerful known earthquake ever to have hit Japan. Damage The earthquake triggered powerful tsunami waves that reached heights of up to 40.5 meters (133 feet) in the city of Miyako in Iwate Prefecture and which, in the Sendai area, travelled up to 10 km (6 miles) inland. As of April 10, 2013, total number of dead and unaccounted people has been confirmed as 18,564 and more than 398,679 houses and buildings were destroyed or damaged. In the peak period after the earthquake, there were more than 400,000 evacuees and more than 8 million households lost power and 1.8 million households lost water supplies. 東 日 本 大 震 災 岩 手 県 約 710kmの 海 岸 線 延 長 を 持 つ 岩 手 県 は 宮 城 県 に 次 いで 津 波 被 害 が 深 刻 であっ た 岩 手 県 の 宮 古 市 以 南 は 津 波 高 が 増 すリアス 式 海 岸 のため 津 波 常 襲 地 域 で あり 津 波 への 対 策 ( 防 波 堤 防 潮 堤 )の 規 模 は 日 本 随 一 であった また 住 民 の 防 災 意 識 も 高 く 多 くの 人 々が 避 難 行 動 を 取 ったが 想 定 を 大 きく 上 回 る 規 模 の 津 波 が 押 し 寄 せたため 甚 大 な 被 害 を 受 けた 陸 前 高 田 市 では 市 民 会 館 や 市 民 体 育 館 などの 指 定 避 難 所 の 多 くが 水 没 して 避 難 者 の 大 半 が 亡 くなり 高 田 病 院 も4 階 まで 水 没 するなど 市 街 地 全 域 が 壊 滅 的 被 害 を 受 け1,800 人 弱 の 犠 牲 者 を 出 した ウィキペディアより 抜 粋 4 東 日 本 大 震 災 Iwate prefecture Since Iwate Prefecture has its extensive coast line of about 710 km, the area suffered the second worst damage next to the neighboring Miyagi Prefecture. In the Prefecture s southern coastal area (below the city of Miyako), coastal structure forms many rias, which can increase the height of tsunami, and the region has been plagued with many occurrences of tsunami. Despite levees and regular evacuation drills for local residents, the size of tsunami surpassed far beyond expectation and caused a severe damage all over the Prefecture. In Rikuzen Takata, evacuation centers were submerged and many of the residents were drowned to death. 陸 前 高 田 スタディツアーの 意 義 震 災 の 風 化 を 防 ぐ 陸 前 高 田 市 を 始 めとする 東 日 本 大 震 災 の 被 災 地 では 震 災 体 験 の 風 化 を 心 配 する 声 が 上 がっており もっと 多 くの 人 に 被 災 地 の 現 状 を 知 ってほしいという 要 望 が 高 まっています 皆 さんが 現 地 を 見 て 感 じたことを 発 信 することが 震 災 の 風 化 を 防 ぐことにつながります 復 興 の 歩 みを 現 地 の 方 と 共 に 考 える 震 災 後 3 年 を 経 過 した 現 在 も 被 災 した 方 々の 生 活 はまだ 復 興 には 遠 い 状 況 に あります 現 地 の 方 々と 意 見 交 換 することで 皆 さんが 被 災 地 の いま につい て 学 び 私 たちが 現 地 の 方 と 共 に 今 後 の 震 災 復 興 について 考 える 契 機 となりま す 16 Significance of Rikuzen Takata Study Tour Remembering the earthquake experience The citizens of the cities and towns impacted by the quake, including Rikuzen Takata, are concerned that the earthquake experience may be rendered to oblivion and they wish that many people will visit the area to learn about the current state of the damaged region. Your participation in the tour may help others to remember the earthquake experience if you could transfer your thoughts and feelings after you visit the city. Rebuilding Rikuzen Takata what you can do Even after three years passed after the quake, the quality of life for local residents are far from being fully restored. By talking to local residents and exchanging ideas with them, it may provide you an opportunity to learn about current state of Rikuzen Takata and give you an insight to think about what you can do to help the city recovering from the damage. 17

Afternoon: Tour of the downtown Rikuzen Takata and the surrounding area, followed by a lecture given by a local official. <Sunday, June 22> Morning: Meeting with local residents and tour of Otomo town and Mount Hakone Tour fee: 7,000 yen (including round-trip transportation and lodging with breakfast & dinner) Insurance: All the tour participants will be covered by the Volunteer Insurance plan (the University will pay for the insurance costs).
