The presence of strong second Chamber, whose veto against the bill proposed by Koizumi government brought about the plebiscitary dissolution, suggests the other system designed for representation of diverse aspects of people in a less heterogeneous society, the system which leads to the parliament-centered interpretation of the Constitution.
