The Prospects of the Merit System in Wages YASUDA Hitoshi Department of Public Policy and Social Studies, Faculty of Literature and Social Society In this paper, we examine the basis of the merit pay system in Japan, SHOKUNOUKYU, both from the peculiarities of the continuous pay raise and the merit system in the internal labor market, and from the peculiarities of the Japanese workplace-oriented society, and explore the nature of the present reform of the salary system focusing on the component change in the internal labor market. First, SHOKUNOUKYU system is extracted as the target of the salary system reform, and its features and problems are clarified. Subsequently, the necessity of the continuous pay raise and the merit system in the internal labor market is examined, and it is proposed that SHOKUNOUKYU should be reanalyzed as a form of merit pay system in theinternal labor market. Lastly, we point out several key issues in examining the ongoing change in the merit system in correspondence to the component change in the labor market.
